In 1949, at the end of a long sequence of wars, the government of one of the largest states in the world committed to fundamentally re-engineering its society and economy via socialist planning while having almost no hard, reliable statistical data about their own country. This book is a history of attempts made to resolve this "crisis in counting." Drawing on a wealth of official, institutional, and private sources culled from China, India, and the United States, the author explores the choices made and the effects they engendered through a series of vivid encounters with political leaders, professional statisticians, academics, ordinary statistical workers, and even literary figures. Early reliance on Soviet-inspired methods of enumeration became increasingly untenable in China by the middle of the 1950s. A series of unprecedented and unexpected exchanges with Indian statisticians followed, as the Chinese sought to learn about the then exciting new technology of random sampling. These developments were, in turn, overtaken by the tumult of the Great Leap Forward (1958-1961), when both probabilistic and exhaustive methods were rejected and statistics was refashioned into an essentially ethnographic enterprise. The author argues that this history, usually narrowly described as a universal, if European history, cannot be understood without acknowledging Soviet and Indian influences which not only revises existing models of Cold War science but also globalizes the wider developments in the history of statistics and data. Instead of dwelling on elite politics and policy-making processes, Dilemmas of Victory seeks to understand how the 1949-1953 period was experienced by various groups, including industrialists, filmmakers, ethnic minorities, educators, rural midwives, philanthropists, stand-up comics, and scientists. A stellar group of authors that includes Frederic Wakeman, Elizabeth Perry, Sherman Cochran, Perry Link, Joseph Esherick, and Chen Jian shows that the Communists sometimes achieved a remarkably smooth takeover, yet at other times appeared shockingly incompetent. Shanghai and Beijing experienced it in ways that differed dramatically from Xinjiang, Tibet, and Dalian. Out of necessity, the new regime often showed restraint and flexibility, courting the influential and educated. Furthermore, many policies of the old Nationalist regime were quietly embraced by the new Communist rulers. Book excerpt: In 1950 the Soviet Union and the People's Republic of China signed a Treaty of Friendship, Alliance, and Mutual Assistance to foster cultural and technological cooperation between the Soviet bloc and the PRC. While this treaty was intended as a break with the colonial past, Austin Jersild argues that the alliance ultimately failed because the enduring problem of Russian imperialism led to Chinese frustration with the Soviets. Jersild zeros in on the ground-level experiences of the socialist bloc advisers in China, who were involved in everything from the development of university curricula, the exploration for oil, and railway construction to piano lessons. Their goal was to reproduce a Chinese administrative elite in their own image that could serve as a valuable ally in the Soviet bloc's struggle against the United States. Interestingly, the USSR's allies in Central Europe were as frustrated by the "great power chauvinism" of the Soviet Union as was China. By exposing this aspect of the story, Jersild shows how the alliance, and finally the split, had a true international dimension.

Based on extensive research carried out in Cuban, German, Mozambican, and Vietnamese archives as well as expert interviews, it combines detailed case studies of educational transfers and policy implementation with a discussion of theoretical approaches to the study of globalization in and of education. Research on Workers’ Faculties provides an especially interesting example for the study of educational transfer between socialist countries as well as for the interplay of such transfers with processes of globalisation for two reasons. On one hand, the first Workers’ Faculties were established already shortly after the October Revolution in Russia, and Workers’ Faculties continue to exist in Cuba until today. A study of these institutions therefore provides a dynamic perspective covering the whole period of the existence of the socialist camp. On the other hand, the spread of the Workers’ Faculty idea to four continents allows for an analysis that takes into account widely differing local contexts. This book offers an analysis of general trends and particularities in the history of the global spread of the Workers’ Faculty idea and its implementation in local contexts. Finally, it discusses the results with a view towards theories of globalization in the field of education as well as of specificities of processes of “socialist globalization”.

In Building Socialism Christina Schwenkel examines the utopian visions of an expert group of Vietnamese and East German urban planners who sought to transform the devastated industrial town of Vinh into a model socialist city. Drawing on archival and ethnographic research in Vietnam and Germany with architects, engineers, construction workers, and tenants in Vinh’s mass housing complex, Schwenkel explores the material and affective dimensions of urban possibility and the quick fall of Vinh’s new built environment into unplanned obsolescence. She analyzes the tensions between aspirational infrastructure and postwar uncertainty to show how design models and practices that circulated between the socialist North and the decolonizing South underwent significant modification to accommodate alternative cultural logics and ideas about urban futurity. By documenting the building of Vietnam’s first planned city and its aftermath of decay and repurposing, Schwenkel argues that underlying the ambivalent and often unpredictable responses to modernist architectural forms were anxieties about modernity and the future of socialism itself.
