Book Confidence and Security Building Measures in the New Europe

Download or read book Confidence and Security Building Measures in the New Europe written by Zdzislaw Lachowski and published by Oxford University Press. This book was released on 2004 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: The adaptation of the 1990 CFE Treaty and the Vienna Document 1994 of the Negotiations on Confidence- and Security-Building Measures were both completed by the November 1999 OSCE Istanbul summit meeting. In the new century, Europe will continue to elaborate further co-operative security arrangements to better respond to new risks and challenges in the field of security and help create stability in areas of tension and conflict. The aim is twofold: to strengthen the pan-European process of building confidence and security; and to develop measures and arms control-related arrangements below the continental level - at the regional and subregional levels. This research report examines the record of CSBMs in Europe as well as regional arms control efforts in the former Yugoslavia in the 1990s. It contains important reference material on military security endeavours of this type.

Book Building Security in Europe s New Borderlands

Download or read book Building Security in Europe s New Borderlands written by Renata Dwan and published by Routledge. This book was released on 2016-07-08 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: While European integration advances, many of the countries along Europe's eastern and southern periphery have fallen prey to chronic conflict punctuated by a series of small wars. Exacerbating the situation has been the lack of effective organizational means for mediating local conflicts, facilitating regional development and structuring cooperation with larger regional and international institutions. What are the prospects for enhancing security in the most volatile subregions of post-communist Europe? This text examines the external and internal factors that impede or foster subregional cooperation in South-Eastern and East-Central Europe and the Caucasus. It includes chapters situating these borderlands in the context of a wider Europe with an evolving security architecture.

Book Confidence and Security Building Measures in Europe at a Crossroads

Download or read book Confidence and Security Building Measures in Europe at a Crossroads written by Iztok Prezelj and published by . This book was released on 2018 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The authors of this study argue that the current security situation in Europe resembles a glass that is either half-empty or half-full and show that, while the Vienna Document CSBM agreement has been surprisingly effective in the past, today it is faced with not only serious challenges but also great opportunities to improve in the future. The authors explore 13 research questions: 1. How do contextual factors in the existing security environment impact on the effectiveness of the Vienna Document's CSBMs? 2. To what extent are the main objectives of the agreement being met? 3. To what extent are the norms and rules being complied with? 4. How effective are the Vienna Document's CSBMs during military crises and conflicts? 5. How effective are the Vienna Document's CSBMs with regard to internal armed conflicts? 6. What should be done about non-compliance? 7. How are the benefits of cooperation distributed among the participating states? 8. How are CSBMs perceived from the power perspective of each participating state? 9. How cost effective is implementing the rules in the CSBM agreement? 10. What are the core strengths and weaknesses of the CSBM process, the ways to improve it in the future and the potential threats to the process? 11. What can we learn about this agreement's effectiveness during the current military crisis in Ukraine? 12. To what degree do the effectiveness and modernisation of the Vienna Document's CSBM process depend on the scenarios for European security in the future? 13. Is the 'cyberisation' of the Vienna Document's CSBMs required in the present security environment to maintain the agreement's effectiveness? --

Book Building Confidence and Security in Europe

Download or read book Building Confidence and Security in Europe written by Yoav Ben-Horin and published by . This book was released on 1986 with total page 112 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This study addresses the potential contribution of confidence- and security-building measures (CSBMs) toward their goal of building confidence and security in Europe. First, the report surveys and discusses various publicly stated U.S. or NATO objectives for CSBMs, distilling these to three core objectives: inhibiting the threatened use of force for political intimidation, reducing misunderstanding/miscalculation, and making surprise attack less likely. It then describes the original NATO package of CSBMs, which consisted of six measures presented in January 1984 at the Conference on Disarmament in Europe (CDE) in Stockholm, analyzing and evaluating that package in the context of U.S./NATO objectives for CSBMs. Finally, it identifies several potential options available to the West for the future development of CSBM packages within the CDE. The study includes a brief summary of the main elements in both the original NATO package and the concluding document (reproduced in an appendix) of the Stockholm conference."--Rand abstracts.

Book New Challenges for the EU Internal Security Strategy

Download or read book New Challenges for the EU Internal Security Strategy written by Maria O'Neill and published by Cambridge Scholars Publishing. This book was released on 2013-07-16 with total page 305 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent years, the EU and its member states have experienced a number of changes, as well as challenges, in the areas of politics, economics, security and law. As these areas are interconnected, changes and challenges to any of them have implications for the others, as well as implications for the populations and institutions of the EU or those coming into contact with its international power and influence. This edited collection focuses primarily on security and law, particularly the EU’s internal security strategy. The EU’s Internal Security Strategy, adopted by the Spanish presidency early in 2010, followed the Lisbon Treaty in 2009, building on previous developments within the EU in the Area of Freedom Security and Justice (AFSJ) policy. The focus of the EU Internal Security Strategy is to prevent and combat “serious and organised crime, terrorism and cybercrime, in strengthening the management of our external borders and in building resilience to natural and man-made disasters”. The Internal Security strategy intersects and overlaps with the European Union’s Counter-terrorism strategy, the Strategy for the External Dimension of JHA, and the EU’s Security Strategy. The role of and interaction between these strategies, their supplementing documents, and their implications for crime, victims, the law, political relations, democracy and human rights, form the backdrop against which the chapters in this collection are written. Building on original research by its contributors, this collection comprises work by authors from a wide variety of academic and professional areas and perspectives, as well as different countries, on a variety of areas and issues related to or raised by the EU’s Internal Security Strategy, from intelligence-led policing to human trafficking and port security. This book examines, from a wide variety of disciplinary perspectives including law, geography, politics and practice, both this further refinement of existing internal provisions on cross-border crime, and the increasing external relations of the EU in the AFSJ.
