Available in PDF, EPUB and Kindle. Book excerpt: A lack of access to finance has been one of the biggest impediments to the development and growth of the small-scale business sector in Indonesia. While micro, small and medium-sized enterprises (MSMEs) account for almost all employment in Indonesia (97 percent), the sector as a whole accounts for just about 57 percent of Gross National Product. Surveys suggest that one of the main constraints on the growth of the sector is a lack of access to finance, with almost half of Indonesian MSMEs citing access to finance as the top constraint to business growth. In 2012 the World Bank Group (WBG), in partnership with Switzerland and Japan, engaged with the Government of Indonesia to improve access to finance for the small-scale sector by enabling the use of movable collateral for formal lending. The use of movable collateral, such as vehicles, machinery, equipment, inventory or livestock, make it possible for enterprises and individuals who lack fixed collateral, such as land and property, to access finance. It also supports the growth of the financial sector, as it promotes portfolio diversification. This case study shows how the World Bank Group's specialist team in Indonesia engaged with the government to promote an enabling environment and develop a sound secured transactions infrastructure to increase access to finance for the MSME sector.

In support of this initiative, this report explores mechanisms to enable bottom-up economic empowerment in these communities. The mechanisms explored in this report can help build scale and capacity and enable access to finance for micro-small-medium enterprises, which are critical for the sustainable livelihood development of low-income communities. The report further identifies the role of NGOs to support the development strategies and facilitate community participation.

These constraints include expo-sure to uninsured risk, lack of suitable savings technologies, and expensive or inaccessible credit. Such challenges may be particularly acute for MSMEs operating in the agrifood system, in value chains be-tween farmers and retailers, where the seasonality and structure of these value chains creates unique financing needs relative to other sectors. Moreover, constraints affecting MSME performance in one part of the value chain may impact other value chain actors both up and downstream, including smallholder farmers, consumers, and exporters. As has been observed more broadly about MSMEs, marginalized groups such as women, low-income households, and ethnic minorities often face additional barriers to finance and adoption suitable financial services.1 If so, then the most vulnerable populations may be unintentionally excluded from emerging economic opportunities in the agriculture sector.

Book excerpt: Through its micro, small, and medium enterprises (MSMEs), the sprawling Jakarta satellite city of South Tangerang is ushering development of its own creative industry in hopes of becoming a competitive creative hub. Cities and creative industries are seen to have a mutually-beneficial relationship with each other (Flew, 2010). Despite their importance, micro and small enterprises (MSEs) tend to have a high mortality rate due to poor performance which can be attributed to lack of financing and poor strategic management. In order to assist with the development of South Tangerang's creative industry, this study intends to shed light on the correlation between the use of generic strategies and access to external funding on the value-based management (VBM) performance of MSEs.Data is gathered from a focus group discussion, a questionnaire distributed to 100 creative entrepreneurs from 5 administrative villages, and unstructured interviews. After conducting path analysis using AMOS, the results find that creative MSEs tend to employ differentiation focus and previous findings confirm that implementing proactive strategies can boost the sales and profits of smaller firms (Pushpakumari & Watanabe, 2010); however, limited resources force MSEs to implement focus strategy and therefore MSEs should use collaboration and competency-based strategies instead (Ogot, 2012). Another revelation is that formal debt financing only has minor influence in the development of creative MSEs as evidenced by a number of the respondents' fear or distrust of banks; as also discovered by Machmud & Huda (2011), respondents' ineligbility to be granted credit due to lack of collateral or poor business plan further exacerbates the situation.

Book excerpt: Micro, small, and medium-sized enterprises (MSMEs) play a significant role in the Indonesian economy, however most MSMEs have difficulties in accessing finance. The Credit Guarantee Scheme (CGS) is a popular program for guaranteeing bank lending to MSMEs by the government. The objective of this research is to evaluate and compare the performance of the CGS in rural and urban areas of Indonesia. The data used in this research are from the Indonesian Family Life Survey (IFLS) 2007 and 2014. We looked at the role of microfinance as a bridge for MSMEs to access credit, however our results show that this role does not function optimally for MSMEs that have no credit guarantee. MSMEs that do not have a credit guarantee do not have much opportunity to access credit from formal microfinance institutions. In addition, MSMEs in rural areas have significantly fewer opportunities to gain access to credit from formal institutions than MSMEs in urban areas.
