Book excerpt: This paper starts from the perspective of the international debate on Women in Development of the Seventies and focuses on a specific instance of this issue, that is, the implications of rural development for women in Ghana. The author examines the position of women in traditional societies with regard to their access to the means of productions and the changes brought about by the commoditization of the economy and the incorporation of such groups in the national society. The analysis points out that the process of "development" has negatively influenced women's opportunities for economic improvement and self-determination, and terminates with a recent example of the impact of planned "development" on women as small-scale farmers. This example is the MIDAS Project, implemented by USAID in Ghana between 1976 and 1981 for the development of small-scale agriculture, with particular emphasis on credit, fertilizer, improved seeds, small-farm system research, marketing and extension service.

Given that agriculture and food systems are likely to remain the key generators of employment in Ghana over the coming decades, and that 80% of all activities in the midstream of food value chain are undertaken by SMEs in Africa. It is very much necessary to generate the evidence to support the argument that family, women and youth-led agribusinesses have a key role to play in the rural transformation pathway underway in Ghana.

Women and men play different roles, undertake different activities, and face different constraints. Gender-based differences in their activities and practices result from... existing gender inequalities. Because these gender differences are often fundamental to men and women's livelihoods, understanding them is essential to designing policies and projects that will effectively reduce gender inequalities and promote sustainable development." A growing body of literature indicates that reducing gender inequalities and increasing women's access to productive resources greatly improves both welfare and economic productivity. Despite recent gains in some areas, significant gender inequalities continue to limit women's capabilities and constrain their ability to participate in and contribute to Ghana's economy. This report examines key gender inequalities and gender-based differences in economic activities, opportunities, and constraints, focusing on two broad areas: the links between gender, economic productivity and poverty, and the development of human capital. It is the result of the World Bank's recognition of the need to understand gender issues in order to develop strategies to deal with them and support the government's program to develop a gender strategy. In addition, it is intended to further the dialogue between the Bank, the government, other donors, and nongovernmental organizations (NGOs) on how to reduce or eliminate gender-specific constraints on economic development in Ghana.

The cases are of varied length and complexity. Eighteen short case studies for use in time-constrained workshop settings are presented and together with four longer, highlight cases, which deal with more complex arrangements and business models. The longer ones are best for self-learning and for university and trainings when there is sufficient time for deeper analysis. The best practice cases presented represent a) diverse business models, b) risk mitigation tools and approaches for value chains and their financing, c) investment fund applications, d) digital applications, e) women’s value chain financing and f) policy issues along with three user-case scenarios. The document is organized with an introduction of the cases, a synthesis of the learning, presentation of each of the cases and summary tables for comparisons among them. Training facilitators can use the document as a whole or selectively use cases to fit their specific training needs. The document is meant to be a living document, with updates of cases and the expansion of the models and tools to fit the context of their application in diverse value chain and country settings.

To shift successfully to a more commercial footing they need a lot more than the production advice traditionally provided by extension services. They need to understand how markets work. They also need advice on postharvest handling, help with business planning and marketing, assistance with organization, information on prices, links to buyers and credit, help with contracts and standards, and many other types of assistance. These agricultural business development services are provided by a mix of private companies, NGOs, cooperatives and government agencies in what is called a pluralistic extension system . Farmers and other clients such as input stores, small-scale processors and traders get some services for free, paid for by donors or the government. Others are subsidized: the farmers pay part of the cost. For still others, the farmers must pay the full cost. That leads to questions of sustainability (what happens when the donor s money runs out?), accountability (whom do the service providers listen to: the farmers, or the source of the funds?), and inclusiveness (how to ensure that women, the poor and disadvantaged get the services they need but cannot afford?). This book describes the two dominant approaches to providing services: supply-driven (where the funder decides what services should be offered), and market-driven (where more emphasis is put on market forces). It looks at how 12 business service providers from across Africa run their businesses. It describes the seven different business models that they pursue, and examines the features of each one. Based on their experiences, it proposes a new, needs-driven approach, which aims to overcome the shortcomings of both the supply-driven and the market-driven approaches by taking the needs of clients as a starting point for policy and action."

The mid-term evaluation highlights the uniqueness of the FFF and its potential to influence global forestry narratives and practices, beyond the sum of its achievements in core countries, and recognizes that the FFF is broadening FAO’s corporate narrative and global positioning on forestry and its interface with agriculture, livelihoods and the environment. The FFF is highly relevant to national contexts with its outcomes well-matching national policies, and to FFPOs priorities and needs; it has effectively applied adaptive management from the onset of Phase II; and it has also contributed to strengthened and expanded partnerships among FFPOs and APEX organizations. The programme achieved satisfactory to highly satisfactory progress towards three of its four outcomes with limited resources, demonstrating high levels of cost-effectiveness. The monitoring and learning system is highly organized and well-coordinated around letters of agreement tracking, but it could improve with the inclusion of an internal results-based monitoring and evaluation system to track the evolution of longer-term results beyond the letter of agreement grant cycle. The FFF is responsive to gender in all countries and to indigenous producer organizations, while the strategy to include youth could be improved.

Agricultural commercialization, involving not only the shift to selling crops and buying inputs but also the commodification of land and labour, has always been controversial. Strategies for commercialization have often reinforced and exacerbated inequalities, been blind to gender differences and given rise to violations of the human rights to food, land, work and social security. While there is a body of evidence to trace these developments globally, impacts vary considerably in local contexts. This book systematically considers these dynamics in two countries, Cambodia and Ghana. Profoundly different in terms of their history and location, they provide the basis for fruitful comparisons because they both transitioned to democracy in the early 1990s, made agricultural development a priority, and adopted orthodox policies of commercialization to develop the sector. Chapters illustrate how commercialization processes are gendered, highlighting distinctive gender, ethnic and class dynamics in rural Ghana and Cambodia and the different outcomes these generate. They also show the ways in which food cultures are changing and the often-problematic impact of these changes on the safety and quality of food. Specific policies and legal norms are examined, with chapters addressing the development and implementation of frameworks on the right to food and land administration. Overall, the volume brings into relief multiple dimensions shaping the outcomes of processes of commercialization, including gender orders, food cultures, policy translation, national and sub-national policies, corporate investments and programmes, and formal and informal legal norms. In doing so, it offers insight not only on our case countries, but also provides proposals to advance rights-based research on food security. Book excerpt: Agricultural development projects increasingly include women’s empowerment and gender equality among their objectives, but efforts to evaluate their impact have been stymied by the lack of comparable measures. Moreover, the context-specificity of empowerment implies that a quantitative measure alone will be inadequate to capture the nuances of the empowerment process. The Gender, Agriculture, and Assets Project, Phase 2 (GAAP2), a portfolio of 13 agricultural development projects in nine countries in South Asia and Africa, developed the project-level Women’s Empowerment in Agriculture Index (pro-WEAI) and qualitative protocols for impact evaluations. Pro-WEAI covers three major types of agencies: instrumental, intrinsic, and collective. This paper synthesizes the results of 11 mixed-methods evaluations to assess these projects’ empowerment impacts. The projects implemented the pro-WEAI and its associated qualitative protocols in their impact evaluations. Our synthesis finds mixed, and mostly null impacts on aggregate indicators of women’s empowerment, with positive impacts more likely in the South Asian, rather than African, cases. There were more significant impacts on instrumental agency indicators and collective agency indicators, reflecting the group-based approaches used. We found few significant impacts on intrinsic agency indicators, except for those projects that intentionally addressed gender norms. Quantitative analysis does not show an association between the types of strategies that projects implemented and their impacts, except for capacity building strategies. This finding reveals the limitations of quantitative analysis, given the small number of projects involved. The qualitative studies provide more nuance and insight: some base level of empowerment and forms of agency may be necessary for women to participate in project activities, to benefit or further increase their empowerment. Our results highlight the need for projects to focus specifically on empowerment, rather than assume that projects aiming to reach and benefit women automatically empower them. Our study also shows the value of both a common metric to compare empowerment impacts across projects and contexts and qualitative work to understand and contextualize these impacts.
