Book excerpt: Since the humanitarian response to the 1994 Rwanda genocide, there has been a growing body of literature on quality and accountability in humanitarian action. One of the most recent trends has been a focus on ‘humanitarian cooperation’ between the governments of disaster affected countries and other humanitarian actors. The research presented in this book builds on this trend by comparing two governmental recovery agencies, namely the Interim Haiti Recovery Commission (IHRC) and the Aceh Nias Rehabilitation and Reconstruction Agency (BRR). Through a review of the literature on policy transfer, the creation of an integrated conceptual/analytical framework for policy transfer and the application of Lijphart’s ‘comparative method’, the research attempts to identify both whether or not policy transfer occurred between the two contexts, as well as the possible causes for the difference in both agencies’ ability to ‘build back better’. The outcomes of the research are then used to suggest possible areas of future research and related hypotheses.

BBB has recently been identified as one of four priorities of action for disaster risk reduction globally in the next 15 years by the United Nations Sendai Framework. However, there has consistently been a mismatch and confusion in the interpretation of the phrase and what BBB encapsulates which has made proper implementation difficult and unsuccessful at times. This book explains the concept of "Building Back Better" as an innovative holistic approach to rebuilding a community following a disaster event in order to develop resilience. It begins by exploring the background, development and definitions of BBB. The theory behind establishing BBB as a holistic concept is explained and the internationally recognised BBB Framework developed by the authors is introduced and described. Each of the components of the Framework are explained in detail with findings from international research and case studies from the US, Haiti, Indonesia, Samoa, Sri Lanka, Vanuatu, Gaza, China, Australia, UK and New Zealand, providing practical recommendations for implementation in recovery projects. There is a focus on the translation of BBB theory into practice to assist implementers to use the BBB Framework and BBB Indicators introduced in this book as an effective tool to plan and implement disaster recovery projects. Book excerpt: In the four years since Hurricane Katrina, volunteers and nongovernmental organizations (NGOs) have been instrumental in supporting community efforts to recover and rebuild from the devastation in the Gulf States region. The period also provides a case study of the complex process of human recovery and the resource and policy constraints on NGO involvement in these efforts. Human recovery is the process of rebuilding social and daily routines and support networks that foster physical and mental health and well-being. To capture lessons learned for improving human recovery efforts in future disasters, RAND researchers conducted a facilitated discussion with NGO leaders representing a broad spectrum of organizations in Louisiana. The results of that discussion highlight ongoing challenges facing NGOs in terms of appropriate recovery models and financing, NGO-government coordination, and processes to formalize and operationalize NGO roles and responsibilities. Drawing on these lessons, this paper also offers a series of state and federal policy recommendations and a set of possible future research directions to assess and address barriers to long-term human recovery efforts.

To withstand and recover from natural and human-caused disasters, it is essential that citizens and communities work together to anticipate threats, limit their effects, and rapidly restore functionality after a crisis. Increasing evidence indicates that collaboration between the private and public sectors could improve the ability of a community to prepare for, respond to, and recover from disasters. Several previous National Research Council reports have identified specific examples of the private and public sectors working cooperatively to reduce the effects of a disaster by implementing building codes, retrofitting buildings, improving community education, or issuing extreme-weather warnings. State and federal governments have acknowledged the importance of collaboration between private and public organizations to develop planning for disaster preparedness and response. Despite growing ad hoc experience across the country, there is currently no comprehensive framework to guide private-public collaboration focused on disaster preparedness, response, and recovery. Building Community Disaster Resilience through Private-Public Collaboration assesses the current state of private-public sector collaboration dedicated to strengthening community resilience, identifies gaps in knowledge and practice, and recommends research that could be targeted for investment. Specifically, the book finds that local-level private-public collaboration is essential to the development of community resilience. Sustainable and effective resilience-focused private-public collaboration is dependent on several basic principles that increase communication among all sectors of the community, incorporate flexibility into collaborative networks, and encourage regular reassessment of collaborative missions, goals, and practices.

While existing analyses have sought to understand the particular characteristics of both resilient and vulnerable communities, there have been few attempts to understand the systemic inequities and injustice that is built into United States disaster policies, programs, and legislation. This manuscript thus begins from the understanding that social and economic structures, including land use policies and historic practices such as redlining, have concentrated hazard risk into vulnerable zones whose inhabitants do not benefit from the very policies that create and increase their risk.

Unless a disaster management system has implemented a mitigation program and provided a comprehensive, effective plan, the consequences of a disaster will be amplified. In the wake of a disaster, adjustments to the plan, coherent requests for assistance and a willingness to coordinate with other institutions are critical requirements. Decision-making must be efficient and based on context-specific problem solving. Balanced with this is the need to redeploy resources in new ways and to regain trust from communities, so that they are not working to different purposes. These conditions therefore require strength in particular capabilities. This study highlights capability in institutions, human resources, policy making, finance, technical capacity and leadership as key functional success factors for local government in managing a disaster at the local government level. The study focuses on local government because local government is the institution closest to the community and plays an important role in a disaster management system. The research framework of this study articulates a model for local government in managing a disaster, the requirements needed, obstacles that may be faced by local government, and networking that occurs with all levels of government, NGOs and the community. The research is focuses on the Bantul local government, Indonesia, as a case study in managing the 2006 earthquake. The study is an exploratory and intrinsic case study. In order to increase reliability and validity, mixed method research was used. Information related to literature-identified key natural disaster responses was collected through in-depth and semi-structured interview with 40 key informants. Informants interviewed were varied from the central government, the provincial regional government, local government, community leaders, local NGOs and international NGOs who were involved during and after the earthquake. To support the interview findings, researcher also conducted a community leader survey in three districts where destruction was greatest and most deaths and injuries occurred. Qualitative data was analysed using NVivo; SPSS was used to analyse quantitative data. The study finds that: (1) The lack of a strategic framework for disaster management, lack of disaster mitigation and preparedness programmes and limited knowledge on the part of local government existed in Bantul before the 2006 earthquake and resulted in paralysis of the government's mobilisation and organisation;(2) Although Bantul had never previously had to manage such a disaster, local government capability shows favourable results in terms of institutions, human resources, policy for effective implementation, finance, technical capacity and leadership;(3) Collaborative leadership revealed in the Bantul case indicates decisive action as the critical competency in managing disaster;(4) Building trust between local government and public, private and not-for-profit organisations contributed to the success of disaster response and recovery in Bantul;(5) Organisation, the budget, attitudes, local expertise and volunteers are the most crucial problems at each stage of disaster management; and(6) Social capital, local culture and local wisdom contributed significantly to the effective recovery result in Bantul.
