Book Building capability in the Senior Civil Service to meet today s challenges

Download or read book Building capability in the Senior Civil Service to meet today s challenges written by Great Britain: National Audit Office and published by Stationery Office. This book was released on 2013-06-19 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Government now accepts the urgent need for a leadership group that can think across departmental boundaries and lead change but there is still a long way to go to change the long-standing culture of the Senior Civil Service. The NAO watchdog welcomed the ambition of the Civil Service Reform Plan and emphasised the urgent need to make progress, given that the plan underpinned the Government's chances of achieving further efficiency savings. At present there are significant skills shortages, particularly in the areas of commerce, project management, digital delivery and change leadership. In December 2012, only four out of 15 Permanent Secretaries at major delivery departments had significant operational delivery and commercial experience. The 24 professional networks in the civil service lack influence across departmental 'silos' and may not be the right groupings to meet the needs of the modern service. The Government intends to open up the service, with more internal transfers and free flow of skills to and from the private sector, and build on an approach already in place for the top 200. But the proportion of new recruits from the private sector fell in 2009-10 as departments cut spending, and has yet to recover. Promotion to the Senior Civil Service is becoming so financially unattractive as to put off talented people. The NAO warns that the latest moves to increase pay flexibility and offer incentives for business critical roles may not be enough to recruit, motivate and retain the right people.

Book Reforming public services

Download or read book Reforming public services written by National School of Government and published by The Stationery Office. This book was released on 2007-02-08 with total page 138 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report is based on the discussions of a major international conference '21st Century Public Services: Putting People First', held in London in June 2006, organised by the National School of Government and the Cabinet Office. The conference focused on three main themes relating to improvement and innovation in public services: the model for public service reform being taken forward across a range of services in the UK and other countries; how the model is working in practice; and future developments. This report considers the key issues discussed, under the headings of: changes in the context for public services; enduring goals and values; mobilising self-sustaining systems of improvement; pressure from government: top-down performance management; competition and contestability: the role of markets; choice and voice; capability and capacity of central and local government. It includes the text of a discussion paper 'The UK Government's Approach to Public Service Reform' prepared by the Prime Minister's Strategy Unit in support of the Conference.

This book was released on 2011-07-18 with total page 102 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee's report on an evaluation of Whitehall departments' plans for structural change in response to the twin challenges of major public service reform and significantly reduced administrative budgets. The Committee expresses concern that the centre of Government, notably the Treasury and the Cabinet Office, is providing neither strategic leadership nor a governance framework to departments in managing their change programmes. Book OECD Public Governance Reviews Building Capacity for Evidence Informed Policy Making Lessons from Country Experiences

Download or read book OECD Public Governance Reviews Building Capacity for Evidence Informed Policy Making Lessons from Country Experiences written by OECD and published by OECD Publishing. This book was released on 2020-09-08 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report analyses the skills and capacities governments need to strengthen evidence-informed policy-making (EIPM) and identifies a range of possible interventions that are available to foster greater uptake of evidence. Increasing governments’ capacity for evidence-informed is a critical part of good public governance. However, an effective connection between the supply and the demand for evidence in the policy-making process remains elusive. This report offers concrete tools and a set of good practices for how the public sector can support senior officials, experts and advisors working at the political/administrative interface. This support entails investing in capability, opportunity and motivation and through behavioral changes. The report identifies a core skillset for EIPM at the individual level, including the capacity for understanding, obtaining, assessing, using, engaging with stakeholders, and applying evidence, which wasdeveloped in collaboration with the European Commission Joint Research Centre. It also identifies a set of capacities at the organisational level that can be put in place across the machinery of government, throughout the role of interventions, strategies and tools to strengthen these capacities. The report concludes with a set of recommendations to assist governments in building their capacities.

Book Increasing Professionalism in Public Finance Management

Download or read book Increasing Professionalism in Public Finance Management written by Sarah Jane Squire and published by World Bank Publications. This book was released on 2016-11-14 with total page 148 pages. Available in PDF, EPUB and Kindle. Book excerpt: In countries such as the United Kingdom, the need to manage fi nances in a professional manner has been hampered by the severe fi scal constraints of the 2008 fi nancial crisis. These pressures are likely to persist in the long term as a result of an aging population and rising public expectations of the quality of public services. Whereas much attention has been paid to technical reforms to improve budgeting, expenditure control, accounting, and auditing, less attention has been given to the process of developing skilled financial managers, whose expertise is key to sustained improvement in the management of public finances. Successive governments in the United Kingdom have recognized the need to strengthen professionalism in financial management, but the financial crisis gave an additional impetus for change. This change has been refl ected in policy statements, changes in recruitment and human resource management practices, and the development of professional networks in accounting, audit, procurement, and project management. Increasing Professionalism in Public Finance Management: A Case Study of the United Kingdom describes the journey from a civil service where generalist skills were overwhelmingly preferred toward one where professional technical skills in finance are recognized and valued. This book represents one of a number of country case studies aimed at sharing information about alternative paths and models to help developing countries seeking to strengthen public fi nancial management skills on a long-term sustainable basis. This book will be of importance to public policy makers and public practitioners looking for ways to improve the quality of public sector management and to a range of professional finance/ management bodies looking to strengthen their relevance to the government sector.

Book A Government that Worked Better and Cost Less

Download or read book A Government that Worked Better and Cost Less written by Christopher Hood and published by . This book was released on 2015 with total page 257 pages. Available in PDF, EPUB and Kindle. Book excerpt: The UK is said to have been one of the most prolific reformers of its public administration. Successive reforms have been accompanied by claims that the changes would make the world a better place by transforming the way government worked. Despite much discussion and debate over government makeovers and reforms, however, there has been remarkably little systematic evaluation of what happened to cost and performance in UK government during the last thirty years. A Government that Worked Better and Cost Less? aims to address that gap, offering a unique evaluation of UK government modernization programmes from 1980 to the present day. The book provides a distinctive framework for evaluating long-term performance in government, bringing together the 'working better' and 'costing less' dimensions, and presents detailed primary evidence within that framework. This book explores the implications of their findings for widely held ideas about public management, the questions they present, and their policy implications for a period in which pressures to make government 'work better and cost less' are unlikely to go away.
