Book excerpt: The conclusion of the World Trade Organization's (WTO) Buenos Aires ministerial conference (10-13 December 2017) was immediately celebrated and derided in equal measure. For its supporters, Buenos Aires opened the way toward negotiations in e-commerce, investment facilitation for development, and measures designed to help micro, small and medium sized enterprises (MSMEs). For its detractors, the meeting underscored the gridlock that continues to blight the WTO's negotiating function and underlined the organisation's declining credibility as a mechanism for governing global trade. In this paper we provide one of the first full length critical evaluations of the Buenos Aires conference and its outcome. In so doing, we offer answers to three questions. What accounts for such dramatically different assessments of the meeting's outcome? How should the outcome be interpreted? What is its significance for the future of the WTO and the multilateral trading system? We argue that the meeting's outcome was indeed significant. It has consolidated the process of reconfiguring the WTO's negotiating function; and it enables members to tackle more effectively a range of pressing economic and social issues as well as to navigate blockers and blockages in the negotiations. However, it also poses challenges for the WTO's poorest constituents.

In some ways, the early history of Argentina strongly resembles that of the United States, with its march to the prairies and frontier ideology, the image of the cowboy as a national symbol (equivalent to the Argentine gaucho), the importance of the immigrant population, and the advanced and liberal ideas of the founding fathers. But did Argentine history truly follow a linear path toward modernization? How did photography help shape or deconstruct notions associated with Argentina? Photography in Argentina examines the complexities of this country’s history, stressing the heterogeneity of its realities, and especially the power of constructed pho-tographic images—that is, the practice of altering reality for artistic expression, an important vein in Argentine photography. Influential specialists from Argentina have contributed essays on various topics, such as the shaping of national myths, the adaptation of gesture as related to the “disappeared” during the dictatorship period, the role of contemporary photography in the context of recent sociopolitical events, and the reinterpreting of traditional notions of documentary photography in Argentina and the rest of Latin America.

Karush examines the transnational careers of seven of the most influential Argentine musicians of the twentieth century: Afro-Argentine swing guitarist Oscar Alemán, jazz saxophonist Gato Barbieri, composer Lalo Schifrin, tango innovator Astor Piazzolla, balada singer Sandro, folksinger Mercedes Sosa, and rock musician Gustavo Santaolalla. As active participants in the globalized music business, these artists interacted with musicians and audiences in the United States, Europe, and Latin America and contended with genre distinctions, marketing conventions, and ethnic stereotypes. By responding creatively to these constraints, they made innovative music that provided Argentines with new ways of understanding their nation’s place in the world. Eventually, these musicians produced expressions of Latin identity that reverberated beyond Argentina, including a novel form of pop ballad; an anti-imperialist, revolutionary folk genre; and a style of rock built on a pastiche of Latin American and global genres. Nazi Literature in the Americas was the first of Roberto Bolano's books to reach a wide public. When it was published by Seix Barral in 1996, critics in Spain were quick to recognize the arrival of an important new talent. The book presents itself as a biographical dictionary of American writers who flirted with or espoused extreme right-wing ideologies in the twentieth and twenty-first centuries. It is a tour de force of black humor and imaginary erudition. Nazi Literature in the Americas is composed of short biographies, including descriptions of the writers' works, plus an epilogue ("for Monsters"), which includes even briefer biographies of persons mentioned in passing. All of the writers are imaginary, although they are all carefully and credibly situated in real literary worlds. Ernesto Pérez Masón, for example, in the sample included here, is an imaginary member of the real Orígenes group in Cuba, and his farcical clashes with José Lezama Lima recall stories about the spats between Lezama Lima and Virgilio Pinera, as recounted in Guillermo Cabrera Infante's Mea Cuba. The origins of the imaginary writers are diverse. Authors from twelve different countries are included. The countries with the most representatives are Argentina (8) and the USA (7).
