Book excerpt: In 1794, faced with possible war with Great Britain, the federal government assumed the responsibility for the construction and manning of seacoast fortifications from Maine to Georgia. Construction was entrusted to French-born engineers, who followed traditional European bastioned designs. In 1806, Britain1s abuse of neutral maritime rights again threatened war, and Congress appropriated funds for additional seacoast defenses. Almost all of the design and construction of these works was supervised by officers of the Corps of Engineers, most of whom were graduates of the new U.S. Military Academy. On the eve of the outbreak of the War of 1812, the defenses of the Atlantic coast and the Mississippi River below New Orleans were substantially complete, manned by regular troops, and performed well. Due to the effectiveness of these fortifications, the United States embarked on construction of a series of permanent seacoast defense systems in 1816 that lasted through World War II.

Book excerpt: Thorough examination of the antebellum fortifications that formed the backbone of U.S. military defense during the National Period The system of coastal defenses built by the federal government after the War of 1812 was more than a series of forts standing guard over a watery frontier. It was an integrated and comprehensive plan of national defense developed by the US Army Corps of Engineers, and it represented the nation’s first peacetime defense policy. Known as the Third System since it replaced two earlier attempts, it included coastal fortifications but also denoted the values of the society that created it. The governing defense policy was one that combined permanent fortifications to defend seaports, a national militia system, and a small regular army. The Third System remained the defense paradigm in the United States from 1816 to 1861, when the onset of the Civil War changed the standard. In addition to providing the country with military security, the system also provided the context for the ongoing discussion in Congress over national defense through annual congressional debates on military funding.

Book excerpt: Beaufort, South Carolina, is well known for its historical architecture, but perhaps none is quite as remarkable as those edifices formed by tabby, sometimes called coastal concrete, comprising a mixture of lime, sand, water, and oyster shells. Tabby itself has a storied history stretching back to Iberian, Caribbean, Spanish American, and even African roots—brought to the United States by adventurers, merchants, military engineers, planters, and the enslaved. Tabby has been preserved most abundantly in the Beaufort area and its outlying islands, (and along the Sea Islands all the way to Florida as well) with Fort Frederick in 1734 having the earliest example of a diverse group of structures, which included town houses, seawalls, planters' homes, barns, agricultural buildings, and slave quarters. Tabby's insulating properties are excellent protection from long, hot, humid, and sometimes deadly summers; and on the islands, particularly, wealthy plantation owners built grand houses for themselves and improved dwellings for enslaved workers that after two hundred-plus years still stand today. An extraordinarily hardy material, tabby has a history akin to some of the world's oldest building techniques and is referred to as "rammed earth," as well as " tapia" in Spanish, "pisé de terre" in French, and "hangtu" in Chinese. The form that tabby construction took along the Sea Islands, however, was born of necessity. Here stone and brick were rare and expensive, but the oyster shells that were used as the source for the tabby's lime base were plentiful. Today these bits of shell, often visible in the walls and forms constructed long ago, give tabby its unique and iconic appearance. Colin Brooker, architect and expert on historic restoration, has not only made an exhaustive foray into local tabby architecture and heritage; he also has made a multinational tour as well in search of tabby origins, evolution, and diffusion from the Bahamas to Morocco to Andalusia, which can be traced back as far as the tenth century. Brooker has spent more than thirty years investigating the origins of tabby, its chemistry, its engineering, and its limitations. The Shell Builders lays out a sweeping, in-depth, and fascinating investigative journey—at once archaeological, sociological, and historical—into the ways prior inhabitants used and shaped their environment in order to house and protect themselves, leaving behind an architectural legacy that is both mysterious and beautiful. In the face of civil opposition to the very existence of a professional military, the first battle officers and supporters had to win after 1815 was that of simply preserving some small professional force. As American interests expanded further west and conflict with Native Americans increased, the army was charged with the dual responsibility of peacekeeper and conqueror. Its most dramatic successes, however, came during the Mexican War and the conquest of the American Southwest. Against this back drop, Wetteman crafts a narrative overview of the rivalries, personalities, and events that defined civil-military relations during this era. Beginning in 1815, the U.S. Army struggled for existence within a society that was not convinced that a standing army was worth the expense. At the same time, many questioned the viability of a professional officer corps, citing the innate ability of the American fighting man as demonstrated in earlier conflicts. Although efforts were undertaken early on to define the role and status of a peacetime army, issues of national defense, domestic security, Indian policy, and internal improvements shaped civil military relations over the next 4 12 decades. While the true position of the citizen-soldier in relation to a standing army had not been clearly defined by 1860, the nation had made giant strides towards full acceptance of the idea that the U.S. Army, a standing force commanded by military professionals, was a national necessity.
