Book excerpt: Based on archival research covering more than two centuries and most former British colonies (West Indies, India, Singapore, Malaya, West Africa and East Africa), this book is a revisionist history of the British imperial manipulations of colonial currency systems to facilitate the rise of sterling to world supremacy via the gold standard, and to slow its eventual decline after World War II. Britain forcibly replaced international currencies, including gold and sterling itself, by new localised silver currencies, backed by gold and sterling reserves in London, under the total control of the British Treasury and the powerful influence of the Bank of England. Ignoring colonial needs, imperial decision-makers continuously over-ruled colonial governments, commercial interest in colonies (British and local), Colonial Office and the Crown Agents, to support liquidity in the London Money Market, convertibility of sterling, export of British capital, and cheap readily available finance for the British Government. Academia, including Keynes and institutions like the London School of Economics, are shown to have played supporting roles. This book is valuable reading for academics and students interested in theories of imperialism, colonial underdevelopment, money (national and international) and related topics such as currency areas and exchange rates. Its comprehensive index links monetary concepts to actual events in the British Empire, with pointers to new research areas. This account of the rise and fall of sterling as a world currency may have lessons for the future trajectories of the US dollar, Euro, Chinese renminbi and the Indian rupee.

Existing studies have looked at the successes and failures of schemes in individual colonies. But some had grander ambitions, such as Benjamin Franklin, and offered proposals for ‘imperial’ or ‘continental’ paper currencies and monetary unions which would help knit together colonial territories throughout North America and even the Caribbean into a cohesive whole during a moment of imperial reform. This book brings together these proposals for the first time, including several never studied before, to show how thinkers and writers on empire, currency and finance drew on financial practices, precedents and principles from across the British Atlantic to present their own visions of monetary union and the future of empire. However, few today seem to recollect that it was precisely the British who were the first to promulgate the political culture which inspired the European Union’s construction—democracy and federalism—and the first who tried to realise, in June 1940, a European federation on the basis of an Anglo-French union. In particular, it analyses the historical significance of the European Revolution, which is identified in the overcoming of the nation state—namely the modern political formula which institutionalised the political division of mankind—and the birth of the first truly international state. The universal historical significance of the European Revolution lies in its exportability—as for the other great European revolutions—and, therefore, its potential as progressively extensible to all the states of the planet. Europe was indeed the first region of the world where the barriers between national states fell, and a post-national political identity emerged, complementary to national political identities. It is, in fact, in the context of the European Union that democracy beyond the borders of the nation state has first been realized, constituting a guiding principle for global governance.
