At the same time, the importance of global issues - conflict, climate, migration, trade, tax, financial stability, youth unemployment, urbanisation economic development, and infectious disease - is rising. The Committee argues that aid remains vital for addressing poverty in poor countries, for encouraging economic development, for providing global goods such as tackling climate change, combating diseases such as Ebola and providing humanitarian assistance, but new forms of co-operation have to be developed in order to meet these challenges. This will include new financial mechanisms and facilitating links with UK institutions in a wide range of areas, including health, education, culture, law, culture and science. This will require the Department for International Development (DFID) to put more emphasis on working with small organisations and less on programme management.As the focus moves away from aid, policy coherence for development must be at the heart of a new approach. This means working across Government in the UK, and with global partners in the multilateral system, to maximise the impact on development of all the UK's actions. This approach and changes will require DFID staff to develop different skills.

Focusing on institutional contrasts between Japan and Britain in terms of corporatist or pluralist characteristics of government-industry relations and decision-making and implementation styles, the book examines how and to what extent institutions explain climate policy in Japan and Britain. In doing this, the book explores how climate policy is shaped by the interplay of nationally specific institutional factors and universal constraints on actors, which emanate from characteristics of the global warming problem itself. It also considers how corporatist institutional characteristics may make a difference in attaining sustainable development. Overall this book provides a new set of comparisons of climate policy and new frameworks of analysis, which could be built on in future research on cross-national climate policy analysis.

It finds that the United Kingdom is changing its approach to international development policy. The new British Government, elected in May 1997, has created a Department for International Development (DFID), headed by a Secretary of State within the Cabinet. This body has a much wider range of responsibilities than its predecessors, notably in ensuring the coherence of all British policies affecting development. For the first time in two decades, the government issued a White Paper on International Development. This document commits the government to the goal of halving the proportion of people living in extreme poverty by 2015, along with other key international development goals. In its triennial review of British aid policies and programmes, the OECD Development Assistance Committee (DAC) welcomed the United Kingdom's new policies. It viewed the creation of DFID, with its broader responsibilities covering the whole range of bilateral and multilateral aid, the emphasis on strengthened international co-ordination, and the new role in securing consistency across all British policies affecting development as promising steps. The DAC also noted that in focusing its efforts on the eradication of extreme poverty, DFID, like its DAC partners, will need to emphasize the shaping of its programmes and the testing of their outputs with respect to their impact on the poor.
