Invariably the indigenous elites drew upon British constitutional ideas and institutions regardless of the political conditions that prevailed in their very different lands. Many Asian nations called upon the services of Englishman and Law Professor Sir Ivor Jennings to advise or assist their own constitution making. Although he was one of the twentieth century’s most prominent constitutional scholars, his opinion and influence were often controversial and remain so due to his advocating British norms in Asian form. This book examines the process of constitutional formation in the era of decolonisation and state building in Asia. It sheds light upon the influence and participation of Jennings in particular and British ideas in general on democracy and institutions across the Asian continent. Critical cases studies on India, Pakistan, Sri Lanka, Malaysia and Nepal – all linked by Britain and Jennings – assess the distinctive methods and outcomes of constitution making and how British ideas fared in these major states. Half a decade later, now is an opportune moment to revisit the accumulated writing about the diasporas formed through subsequent settlement, and to probe the ways in which the South Asian diaspora can be re-conceptualised. Writing the City in British Asian Diasporas takes a fresh look at such matters and will have multi-disciplinary resonance worldwide. The meaning and importance of local, multi-local and trans-local dynamics is explored through a devolved and regionally-accented comparison of five British Asian cities: Bradford, the East End of London, Manchester, Leicester and Birmingham. Analysing the ‘writing’ of these differently configured cities since the 1960s, its main focus is the significant discrepancies in representation between differently-positioned texts reflecting both dominant institutional discourses and everyday lived experiences of a locality. Part I offers a comprehensive, yet still highly contested, reading of each city’s archives. Answers to this question usually start in northern India, neglecting the dramatic events that marked Britain’s contemporaneous subjugation of the island of Sri Lanka. In Islanded, Sujit Sivasundaram reconsiders the arrival of British rule in South Asia as a dynamic and unfinished process of territorialization and state building, revealing that the British colonial project was framed by the island’s traditions and maritime placement and built in part on the model they provided. Using palm-leaf manuscripts from Sri Lanka to read the official colonial archive, Sivasundaram tells the story of two sets of islanders in combat and collaboration. He explores how the British organized the process of “islanding”: they aimed to create a separable unit of colonial governance and trade in keeping with conceptions of ethnology, culture, and geography. But rather than serving as a radical rupture, he reveals, islanding recycled traditions the British learned from Kandy, a kingdom in the Sri Lankan highlands whose customs—from strategies of war to views of nature—fascinated the British. Picking up a range of unusual themes, from migration, orientalism, and ethnography to botany, medicine, and education, Islanded is an engaging retelling of the advent of British rule.

In the absence of written records, the first explorations of Buddhist sites were often guided by accounts of Chinese pilgrims. They had journeyed to India more than a thousand years earlier in search of sacred traces of the Buddha, the places where he lived, obtained enlightenment, taught and finally passed into nirvana. The British explorers, however, had other interests besides the religion itself. They were motivated by concerns tied to the growing British control of the subcontinent. Building on earlier interventions, Janice Leoshko examines this history of nineteenth-century exploration in order to illuminate how early concerns shaped the way Buddhist art has been studied in the West and presented in its museums.

Setting aside the classic story of anxiety about falling dominoes, Wen-Qing Ngoei articulates a new regional history premised on strong security and sure containment guaranteed by Anglo-American cooperation. Ngoei argues that anticommunist nationalism in Southeast Asia intersected with preexisting local antipathy toward China and the Chinese diaspora to usher the region from European-dominated colonialism to US hegemony. Central to this revisionary strategic assessment is the place of British power and the effects of direct neocolonial military might and less overt cultural influences based on decades of colonial rule, as well as the considerable influence of Southeast Asian actors upon Anglo-American imperial strategy throughout the post-war period. Arc of Containment demonstrates that American failure in Vietnam had less long-term consequences than widely believed because British pro-West nationalism had been firmly entrenched twenty-plus years earlier. In effect, Ngoei argues, the Cold War in Southeast Asia was but one violent chapter in the continuous history of western imperialism in the region in the twentieth century.

For most of the nineteenth century, John Crawfurd towered over British colonial policy in South-East Asia, being not only a colonial administrator, journalist and professional lobbyist, but also one of the key racial theorists in the British Empire. He approached colonialism as a radical liberal, proposing universal voting for all races in British colonies and believing all races should have equal legal rights. Yet at the same time, he also believed that races represented distinct species of people, who were unrelated. This book charts the development of Crawfurd’s ideas, from the brief but dramatic period of British rule in Java, to his political campaigns against James Brooke and British rule in Borneo. Central to Crawfurd’s political battles were the debates he had with his contemporaries, such as Stamford Raffles and William Marsden, over the importance of race and his broader challenge to universal ideas of history, which questioned the racial unity of humanity. The book taps into little explored manuscripts, newspapers and writings to uncover the complexity of a leading nineteenth-century political and racial thinker whose actions and ideas provide a new view of British liberal, colonial and racial thought.
