Official estimates of Russian military expenditures distributed by U.S. and British intelligence communities are methodologically flawed, claiming to show military expenditures of other countries at market exchange rates while they apparently cite Russian military expense figures at purchasing power parities, thus distorting the comparison. Such deceptive practices of the Anglo-American intelligence services are counter-balanced by presenting two different tables, showing military expenditures estimates both at market exchange rates and by purchasing power parities. Members of the U.S. Congress and others who care about the foundations of power politics in the nuclear age will find facts that speak for themselves in this novel yearbook.

Agreements between the States sharing international watercourses are negotiated, and disputes over shared water are resolved, against the backdrop of the rules of international law governing the use of this precious resource. The basic legal rules governing the use of shared freshwater for purposes other than navigation are reflected in the 1997 UN Convention on the Law of the Non-Navigational Uses of International Watercourses. This book devotes a chapter to the 1997 Convention but also examines the factual and legal context in which the Convention should be understood, considers the more important rules of the Convention in some depth, and discusses specific issues that could not be addressed in a framework instrument of that kind. In this volume Christoffer Grundmann pleads for the cultivation of religious literacy and interreglious dialogue. First, he attempts to regain an adequate understanding of religion by showing the incompatibility of abstract concepts of religion with religions actually lived. So Grundmann suggests perceiving religion as the lived relationship toward an Ultimate. Given that interreligious dialogue is communication about diverse ways of relating to the Ultimate, the religiously embedded, primarily Jewish philosophy of encounter and dialogical thinking--with its personalistic nature--comes into focus here as uniquely suited for such communication. Even though interreligious encounter implies risk, Christians cannot but engage in it fearlessly, says Grundmann, because they trust that the risen Christ will reveal himself anew as the one he really is, wherever and whenever Christians take part in dialogue with people of other faiths.

In this, Volume 2 [438 pages], the countries are listed alphabetically. This book is based on the groundbreaking works of Angus Maddison but it gives data up to the most recent year available and calculates GDP (gross and per capita) in the prices of that year. For recent years, the World Bank, CIA, and Encyclopedia Britannica were principal sources. But, despite the author's great debt to these sources, the preponderance of data in the book is not direct citations from them but rather the result of calculations. Among other computational techniques he uses a new logarithmic interpolation which takes care of cross-country statistical distortions when calculating in the prices of the most recent year. For every line of data (for every country, each year), he provides a note on the technique used in obtaining his estimate (i.e., proxy, exponential interpolation, direct estimate with source citation, etc.). Dr. Avakov's annual title, "Quality of Life, Balance of Powers, and Nuclear Weapons," gives a current snapshot of world economic and military statistics. This work, "Two Thousand Years of Economic Statistics," gives world population figures and current GDP data in a historical perspective.

The Congolese people started to enjoy freedom of speech and vote that was confiscated since 1963. No sooner did the Congo start savouring the flavour of democracy than its path was strewn with obstacles. The move from political culture to economic performance, ethno-regional identities, the French foreign policy, the role of militias and the institutional design contributed to its failure. The 1997 civil war left the democratic dream in shambles and paved the way for a multiparty autocracy.
