Book excerpt: The United Nations Office for Disarmament Affairs (UNODA) Occasional Papers is a series of ad hoc publications presenting, in edited form, papers or statements made at meetings, symposiums, seminars, workshops or lectures that deal with topical issues in the field of arms limitation, disarmament and international security. They are intended primarily for those concerned with these matters in Government, civil society and in the academic community. This paper provides historical background on the special sessions of the General Assembly devoted to disarmament (1978, 1982 and 1988) and discusses efforts to convene a fourth special session. The Assembly has used these sessions to enable Member States to participate in the process of developing or strengthening global norms in disarmament. Complementing work done elsewhere in the multilateral disarmament machinery, the sessions enable consideration of how the various parts of the disarmament puzzle fit together in a coherent whole.

Mueller places the Institute for Policy Studies (IPS) at the center of a network of activists involved in making the world safe for diversity. Unlike defense intellectuals at the RAND Corporation and other think tanks responsible for formulating military strategy, the "peace intellectuals" at IPS developed blueprints for an alternative to the U.S.-led world order. As the Iron Curtain fell across Eastern Europe, a triumphalist Cold War narrative emerged proclaiming victory for freedom, democracy, and free enterprise over totalitarianism. Yet for the peace intellectuals at IPS, the occasion did not merit celebration. Since its doors opened in 1963, IPS refused to embrace American exceptionalism and waged a battle against the Cold War and its liberal anti-communist supporters. As IPS founders Marcus Raskin and Richard Barnet saw it, in the process of fighting communism and preserving the liberal capitalist order, Cold War liberals had forsaken democracy. Democracy's Think Tank tells the story of IPS's crusade to resurrect democracy at home and abroad. Borrowing from populist, progressive, and New Left traditions, IPS challenged elite expertise and sought to restore power to "the people." To this end, IPS, in the words of journalist I. F. Stone, served as the "institute for the rest of us." The continuous process of creating and demobilising illegal armed groups has been pivotal in building the Colombian state. Here the author analyses the role of DDR programmes in building state and citizenship. Comparing DDR during Alvaro Uribe’s presidency and the peace process with the FARC guerrilla under the presidency of Juan Manuel Santos, the book draws on extensive fieldwork conducted with local authorities, officers on the ground and ex-combatants themselves. It details the process of creating and implementing DDR policy and explores the difficulties, challenges and security dilemmas ex-combatants may face in integrating within a post-conflict society in social, economic and political dimensions.
