Book excerpt: Since many countries in the world at present were European colonies in the not so distant past, the relationship between colonial institutions and development outcomes is a key topic of study across many disciplines. This edited volume, from a leading international group of scholars, discusses the comparative legacy of colonial rule in the Netherlands Indies and Belgian Congo during the nineteenth and twentieth centuries. Whereas the Indonesian economy progressed rapidly during the last three decades of the twentieth century and became a self-reliant and assertive world power, the Congo regressed into a state of political chaos and endemic violence. To which extent do the different legacies of Dutch and Belgian rule explain these different development outcomes, if they do at all? By discussing the comparative features and development of Dutch and Belgian rule, the book aims to 1) to contribute to a deeper understanding of the role of colonial institutional legacies in long run patterns of economic divergence in the modern era; 2) to fill in a huge gap in the comparative colonial historical literature, which focuses largely on the comparative evolution of the British, French, Spanish and Portuguese Empires; 3) to add a focused and well-motivated comparative case-study to the increasing strand of literature analyzing the marked differences in economic and political development in Asia and Africa during the postcolonial era. Covering such issues as agriculture, manufacturing and foreign investment, human capital, fiscal policy, labour coercion and mineral resource management, this book offers a highly original and scholarly contribution to the literature on colonial history and development economics.

This completely revised new edition of the standard text, first published twenty years ago, traces the history of the country from early times to the present day. The authors give particular attention to the evolution of Malay polities and their close links with indigenous groups who lived on the oceans and in the deep jungles of the region, from Sumatra to Borneo. This provides the background to the establishment of the Malay port of Melaka, which was conquered by the Portuguese in 1511, foreshadowing the establishment of a British colonial regime in the late nineteenth century. Although the large numbers of Chinese and Indian migrants who arrived to work in the tin and rubber industries contributed to economic expansion, colonial policies did not encourage communal interaction. The authors trace the process by which post-independence leaders in Malaya attempted to counter the legacy of ethnic hostility while answering Malay demands for an affirmation of their rights and a stronger commitment to Islam. The incorporation of the Borneo states of Sarawak and Sabah into the Federation of Malaysia in 1963 rendered the goal of welding a nation from areas that were geographically separated and culturally disparate even more problematic. The intense emotions attached to issues of race were made tragically evident in the racial riots of May 1969, which this book sees as a watershed in modern Malaysian history. As Malaysia enters the twenty-first century, the government is determined to oversee the transition to an economy focused on manufacturing and advanced technology, and to eliminate poverty and the association between occupation and race. Book excerpt: Land reforms are usually associated with political regimes trying to restructure rural society in accordance with principles of equality and justice. In striking contrast the colonial land reform discussed in this book led to the introduction of a land floor below which small owners lost their property rights. Thus the regional authorities dealt very firmly with the agrarian crisis which became manifest in Cirebon residency in West Java at the beginning of the 20th century. The study explores the historical background of these developments, highlighting the role of agribusiness in the underdevelopment of the peasant economy. Underlying the new, rather drastic policy was the colonial government's attempt to encourage social differentiation at the village level in order to pave the way for capitalistic agricultural development. Caught between the dominant interests of the large-scale sugar estates in the area and the ideals of the protagonists of a doctrine of more populist inspiration, the land reform was bound to fall short of the stated objective: the development of a viable peasantry which would become the economic and political backbone of a stable colonial order. The final part of the book, in which the analysis shifts from the regional to the national level, discusses rural stratification and rural policies in post-colonial Indonesia.

This book presents answers to some of the key questions about the economics of imperialism: how large was the flow of finance to the empire? How great were the profits on empire investment? What were the social costs of maintaining the empire? Who received the profits, and who bore the costs? The authors show that colonial finance did not dominate British capital markets; returns from empire investment were not high in comparison to earnings in the domestic and foreign sectors; there is no evidence of continued exploitative profits; and empire profits were earned at a substantial cost to the taxpayer. They depict British imperialism as a mechanism to effect an income transfer from the tax-paying middle class to the elites in which the ownership of imperial enterprise was heavily concentrated, with some slight net transfer to the colonies in the process.

This work thoroughly analyses the pre-war depression.
