These efforts have not been successful and, in some cases, have exacerbated problems, particularly with respect to oversight. In view of past challenges with adopting commercial approaches, you requested we examine the following questions: (1) What are the differences between commercial and national security space system missions, requirements, and technology development? (2) What acquisition practices adopted by commercial companies could be used for national security space system acquisitions? (3) Which acquisition practices adopted by commercial companies may not be readily adaptable for national security space system acquisitions? This report examines the applicability of commercial acquisition practices to the development of DoD space systems. In conducting this analysis, the results of a quantitative study conducted for the Office of the Deputy Undersecretary of Defense for Acquisition Reform known as the Coopers & Lybrand/TASC Study are compared with a qualitative study conducted by the Office of the Assistant Secretary of the Air Force (Space) known as the Industry Advisory Council Study. In light of the conclusions of these two studies, several current space systems acquisitions are reviewed to take a look at the potential for successful implementation of commercial practices in the acquisition of DoD space systems. The results to date are very encouraging.

The Phase I report firmly acknowledged the need to adopt commercial practices as a way of doing business, and developed a set of reform initiatives designed to accelerate the required changes. The thrust of the Phase II effort was to further define these areas by examining specific industry segments, identifying specific combatant commands for increase responsibility in the requirements process, and further identification of the barriers to the adoption of commercial practices. The Task Force concludes that: mature jet engines, microelectronics, software, and space systems can and should be procured and supported in a fully commercial environment; USACOM and CENTCOM should be given increased technical cadres to further their capability to participate in the requirements process; and it is feasible to eliminate may of the barriers to adoption of commercial practices without sacrificing the public trust in spending public funds.

To address the cost increases, DOD altered its acquisitions by reducing the number of satellites it intended to buy, reducing the capabilities of the satellites, or terminating major space systems acquisitions. Moreover, along with the cost increases, many space acquisitions are experiencing significant schedule delays--as much as 8 years--resulting in potential capability gaps in areas such as missile warning, military communications, and weather monitoring. This testimony focuses on (1) the status of space acquisitions, (2) causal factors of acquisition problems, and (3) efforts underway to improve acquisitions. In preparing this testimony, GAO relied on its body of work, including GAO reports on best practices, assessments of individual space programs, common problems affecting space system acquisitions, and the DOD's acquisition policies. We have made numerous recommendations to the DOD in the past on matters relating to overall best practices as well as on individual space program acquisitions. DOD often concurred with our findings and recommendations and has efforts underway to adopt best practices."--Highlights.
