Book excerpt: In safeguarding national security the Government produces and receives sensitive information. This information must be protected appropriately, as failure to do so may compromise investigations, endanger lives and ultimately lessen its ability to keep the country safe. The increased security and intelligence activity of recent years has led to greater scrutiny including in the civil courts, which have heard a growing numbers of cases challenging Government decisions and actions in the national security sphere. Such cases involve information that under current rules cannot be disclosed in a courtroom. The UK justice system is then either unable to pass judgment and cases collapse or are settled without a judge reaching any conclusions. This green paper aims to respond to the challenges of how sensitive information is treated in the full range of civil proceedings. It looks for solutions that improve the current arrangements while upholding the Government's commitment to the rule of law. It also addresses the need for public reassurance that the national security work is robustly scrutinised, and that the scrutinising bodies are credible and effective. The proposals in this consultation are in three broad areas: enhancing procedural fairness, safeguarding material and reform of intelligence oversight.

Barrett’s study, grounded in a scientific tradition that has regularly exposed racial myths, is guided by humanist values that celebrate individual worth. It sheds new light on a growing phenomenon that threatens those values.

Between 1945 and 1980, both countries transformed their previous policies of refugee deterrence into expansive resettlement programs. Explanations for this shift have typically focused on Cold War foreign policy, but there was a domestic force that propelled the rise of resettlement: religious groups. In Send Them Here Geoffrey Cameron explains the genesis and development of refugee resettlement policy in North America through the lens of the essential role played by faith-based organizations. Catholic, Protestant, and Jewish groups led advocacy efforts for refugees after the Second World War, and they cooperated with each other and their respective governments to implement the first formal resettlement programs. Those policy frameworks laid the foundation for diverging policy trajectories in each country, leading ultimately to private sponsorship in Canada and the voluntary agency program in the United States. Religious groups remain embedded in the world’s most successful refugee resettlement programs. Send Them Here draws on a rich archival record and extensive comparative research to contribute new insights to the history of refugee policy, human rights, and the role of religion in modern policymaking and global humanitarian efforts.

Instead of focusing on the well-known employment gap or the fiscal impact of refugee unemployment, this study investigates the divergent impacts of integration programmes and settlement policies for refugees from different backgrounds. Through longitudinal comparative analysis, this study examines the labour-market integration of refugees in Denmark, Norway and Sweden, searching for explanations of cross-national differences by combining statistical analyses with in-depth analyses of national policies and governance structures.
