McGrane, established and emerging trends in Saskatchewan public policy are the foundation for setting new directions for the province in the 21st century. In what direction should Saskatchewan be headed in the 21st century? To answer this question, academics from various disciplines at the University of Regina and University of Saskatchewan have come together to produce New Directions in Saskatchewan Public Policy, the first edited book exclusively devoted to public policy in the province, with chapters discussing taxation, immigration, agriculture, urban affairs, poverty reduction, the social economy, labour, aging, Aboriginal public administration, and climate change. The authors provide an analysis and description of the current policies of the Wall government, and also look back to explore what the Romanow and Calvert governments did in these areas. The overarching theme of the book is that, despite the province's robust economic growth, significant public policy challenges remina for the Saskatchewan provincial government. The lesson is that economic growth does not magically solve entrenched societal problems and that economic prosperity will dissipate if worrisome social trends are left unchecked. Book excerpt: Often remembered for its humanitarian platform and its pioneering social programs, Saskatchewan’s Cooperative Commonwealth Federation (CCF) wrought a much less scrutinized legacy in the northern regions of the province during the twenty years it governed. Until the 1940s churches, fur traders, and other wealthy outsiders held uncontested control over Saskatchewan’s northern region. Following its rise to power in 1944, the CCF undertook aggressive efforts to unseat these traditional powers and to install a new socialist economy and society in largely Aboriginal northern communities. The next two decades brought major changes to the region as well-meaning government planners grossly misjudged the challenges that confronted the north and failed to implement programs that would meet northern needs. As the CCF’s efforts to modernize and assimilate northern people met with frustration, it was the northern people themselves that inevitably suffered from the fallout of this failure. In an elegantly written history that documents the colonial relationship between the CCF and the Saskatchewan north, David M. Quiring draws on extensive archival research and oral history to offer a fresh look at the CCF era. This examination will find a welcome audience among historians of the north, Aboriginal scholars, and general readers.

[...] However, the number of jobs created in the petroleum industry by forgoing royalty revenues will be limited by the fact that its operations employ very few people relative to the capital invested, and are largely headquartered outside the province. [...] The annual cost of reduced royalties is similarly in the hundreds of millions of dollars.20 Saskatchewan's half-billion-dollar deficit is thus attributable to tax cuts costing a quarter of a billion dollars and royalty reductions costing at least a quarter of a billion more. [...] In the 1999 and 2003 elections, the NDP warned that the Saskatchewan Party would probably do the same thing if handed the reins of power.
