Book excerpt: Since 1980, the number of climate-related disasters has been greatly increased globally. Scientific consensus based on the IPCC fifth report suggested that global warming would bring more intense and frequent extreme climate events. These climate-related disasters hinder the achievement of sustainable economic growth and prosperity by disrupting supply chains, impeding production, destroying infrastructure, and necessitating high-cost rebuilding and recovery. To mitigate the climate extreme risks and possible losses, it is essential to maximize the utilization of scientific outputs and to share best practices in disaster risk management. Aligned with such purposes, Asia-Pacific Economic Cooperation (APEC) Climate Center (APCC) hosts the APEC Climate Symposium (APCS) every year. APCS focused on drought prediction and management in 2013, climate extremes and hydrological disaster in 2014, and efficient use of climate information for disaster risk management in 2015. This book aims to compile some of the important results from the latest research in climate extreme prediction and services and its application studies with a focus on climate extremes such as typhoons, droughts, and floods based on the APCS presentations during 2013–2015. The first half of the book is focused on urbanization and surface waters, starting with the status of hydrological systems in the urban areas, i.e. the catchment characteristics and changes in rainfall dynamics. The most pronounced hydrological problems in cities are changes in runoff due to precipitation. Recently, rain events have been less frequent but more intense, sometimes leading to flash floods. Though the substantial increase in runoff causes floods in the urbanized area, it may be attributed to the reduction of infiltration due to construction of roads. This, in turn, results in groundwater decline and depletion. The second half of the book covers the impact of urbanization on groundwater, which starts with hindered or significantly reduced recharge taking place due to altered urban surfaces. The limited groundwater resources are over-exploited by the urban population, leading to water scarcity and depletion. Groundwater gets polluted due to solid waste dumping sites or by wastewaters discharged by industries. The book will be useful for researchers, educators, municipal/city authorities, government officials, and NGOs.

Book excerpt: Congress has, over the past three decades, authorised and funded federal programs to improve understanding of climate changes and their implications. Climate changes have potentially large economic and ecological consequences, both positive and negative, which depend on the rapidity, size, and predictability of change. Some of the impacts of past change are evident in shifting agricultural productivity, forest insect infestations and fires, shifts in water supply, record-breaking summer high temperatures, and coastal erosion and inundation. People and natural systems respond to climate changes regardless of whether the government responds. Over time, the consequences of climate change for the United States and the globe will be influenced by choices made or left to others by the U.S. Congress. Policy proposals take different approaches to setting goals or managing climate change-related risks. This book describes four strategies for setting climate change policies: (1) research and wait-and-see, (2) science-based goal setting, (3) economics-based policies, and (4) incrementalism or adaptive management. Each may take into account the concerns, values, and scepticisms of some constituencies, but each also has limitations. It is unclear whether any single conceptual approach could cover all elements of the policy debate, though hybrid approaches may help to build political consensus over whether and how much policy intervention is appropriate.
