The function of the International Monetary Fund is to be a reserve bank of industry states, as well as being a controlling body which is supervising the account of payments and the accounts of debits. The duties of World Bank have been defined to coordinate and resolve development and reconstruction aid. (Tetzlaff, S. 47). It was a long way before the Bretton Woods institutions began their work concrete in 1947. From 1942 until the conference in 1944 in Bretton Woods were discussed proposals by different states. Many oft that proposals was presented by the United States and by Great Britain. Some of the fundamental aspects in the discussion presented by the national states were to build up a strong world economic, to influence the capital movement, to provent currency manipulation but also to maintain the national currency and economic policy. The meeting resulted in the creation of the International Bank for Reconstruction and Development ("IBRD"), and the International Monetary Fund ("IMF"). This book demonstrates that current Bretton Woods Institutions' ("BWI") policies must be fundamentally redesigned, since many are archaic, and others are counter-productive to integral sustainable development in the current global economy. Further, the book argues that the dominant nations in the BWI have forced their political agendas on the rest of the world, while hiding behind the veil of these multilateral global financial institutions. The book concludes that the BWI, due to their lending policies and governing structures, have restrained authentic global development. It also proposes alternative strategies for authentic sustainable development through other multilateral global institutions. PROFESSOR MARK J. WOLFF is Professor of Law at Saint Thomas University School of Law in Miami, Florida. He also serves as Legal Counsel and Board Member, Malta Projects of Southeastern Florida, Inc., an affiliate of the American Association of the Sovereign Military Hospitaller Order of Saint John of Jerusalem of Rhodes and of Malta. In addition, he is General Counsel and member of the Board of Directors of Pax Romana-USA, and of the Board of Directors of the Human Rights Institute at St. Thomas University, as well as a Faculty Advisor for the Center for Ethics at St. Thomas University. He formerly served as an International Vice President of Pax Romana / International Catholic Movement for Intellectual and Cultural Affairs, and as Main Representative of Pax Romana at United Nations Headquarters in New York City. He also founded and is Director of the St. Thomas University School of Law's United Nations Externship Program, at United Nations Headquarter in New York City. Currently, he as an Adviser to the Permanent Mission of the Order of Malta to the United Nations Headquarters in New York. Based on extensive research in previously unavailable sources, A Search for Solvency relates intriguing and often complicated issues of economic analysis and diplomatic history. It offers a succinct and comprehensive survey of international monetary development from the collapse of the pre–World War I gold standard to the devaluation of the dollar in 1971. In effect, it explains the origins of late twentieth-century global inflation and currency problems. The author details how the ghost of the Great Depression, the failure of monetary reconstruction efforts after World War I, and the memory of the nineteenth-century gold standard guided efforts to construct the Bretton Woods system. This preoccupation with the past, as well as political constraints, produced a monetary system protected against past dangers—fluctuating currencies, controls, and deflation—but dangerously vulnerable to inflationary pressures. The weaknesses of Bretton Woods, a system geared to an era in which economic power was concentrated in the United States, became visible in the 1960s and painfully apparent by the mid-1970s.
