This book is for teachers, administrators, and teacher educators looking for innovative ways to prepare teachers for ELLs and will position teachers to empower these students. This volume will appeal mostly to those preparing teachers in contexts that have not have historically had large numbers of ELLs, but have had a high rate of recent growth (e.g., Midwestern U.S.). This work is the combination of teacher preparation and ELL issues. This volume is unique in tackling pre-service and inservice teacher preparation. Additionally, the chapters collectively aim to go beyond merely equipping teachers to meet the needs of ELLs, but to reach a level of effectiveness with the outcome of equity. The book highlights the knowledge, skills, and beliefs of teachers about ELLs. Part I addresses teacher perceptions of, and beliefs about, ELLs and teacher preparation specifically addressing what they should know in terms of students’ perspectives. Chapters attend to the experiences and beliefs of immigrant teachers about their roles, the role of service learning in teacher preparation, and the potential of understanding home literacy practices to change teacher beliefs about ELLs. Part II focuses on skills necessary to teach ELLs—writing skills teachers can draw on to inform their teaching practices, technological skills teachers need to develop, and skills related to focusing on the Common Core State Standards for English language arts and mathematics. Each chapter explicitly addresses implications for teacher education or professional development.

Book excerpt: In December 1991, the Soviet Union passed into history as a legal entity, breaking apart into15 successor states. This clear and convincing book explains why. Walker argues against much of the conventional wisdom and scholarly literature on the breakup, which emphasizes what he calls the 'demand side' of the problem, or the role of nationalist mobilization and the rise of separatist aspirations in the USSR's union republics. He points out that support for dissolution was limited to a handful of republics that included only a small portion of the Soviet population. Instead, the author highlights the critical role played by the USSR's ethno-federal system, as well as the normative claims and legitimizing myths of Soviet nationality policy. These institutions and myths empowered the anti-union opposition even in those union republics where they had limited support, and they help account for the highly ineffective strategy that Gorbachev adopted to overcome the USSR's 'nationality crisis.' Book excerpt: In The Will to Predict, Eglė Rindzevičiūtė demonstrates how the logic of scientific expertise cannot be properly understood without knowing the conceptual and institutional history of scientific prediction. She notes that predictions of future population, economic growth, environmental change, and scientific and technological innovation have shaped much of twentieth and twenty-first-century politics and social life, as well as government policies. Today, such predictions are more necessary than ever as the world undergoes dramatic environmental, political, and technological change. But, she asks, what does it mean to predict scientifically? What are the limits of scientific prediction and what are its effects on governance, institutions, and society? Her intellectual and political history of scientific prediction takes as its example twentieth-century USSR. By outlining the role of prediction in a range of governmental contexts, from economic and social planning to military strategy, she shows that the history of scientific prediction is a transnational one, part of the history of modern science and technology as well as governance. Going beyond the Soviet case, Rindzevičiūtė argues that scientific predictions are central for organizing uncertainty through the orchestration of knowledge and action.
