Separately and together these countries are shaping international development agendas both as partners in and potential alternatives to the development paradigms promoted by the established hubs of global capital in the North Atlantic and by dominant international financial institutions. Collectively, the chapters in this book show the significance of BRICS countries in reshaping agro-food systems at the national and regional level as well as their global significance. As they export their own farming and production systems across different contexts, though, the outcomes are contingent and success is not assured. At the same time, BRICS may represent a continuation rather than an alternative to the development paradigms of the Global North. This methodology is appropriate because Cerrado agriculture has been developed from scratch in a vast, previously barren area (204.7 million ha.) in which a spatial transformation has taken place. Until 40 years ago, this region, with its huge expanse of tropical savanna was believed to be unsuited to agriculture. Now, however, it has been transformed into an immense breadbasket, contributing to the mitigation of global food shortages. It also has contributed to the inland development of Brazil, promoting urbanization with a higher living standard and modern production techniques. This book identifies critical factors that enabled the transformation of the Cerrado. To understand the process of agricultural development and the formation of agro-industrial value chains, spatial economics and related approaches are essential because the process involves spatial interactions such as transportation, supply chains, knowledge spillovers, environmental constraints, migration, and urbanization. The book demonstrates that the initial development of Cerrado agriculture was a genuine spatial transformation with contributions from pioneering producers, agribusinesses, and central and local governments, as well as through international cooperation. It also discusses agriculture and agro-industrial value chains focusing on inclusive and sustainable development, a major concern of the international community particularly in terms of the Sustainable Development Goals.

Book excerpt: This food policy report is a response to growing concerns about the impacts of climate change on Latin American economies, agriculture, and people. It assesses both local and global effects of changing agricultural yields on the economy, subnational regions, and different household types, including male- and female-headed households in Brazil, Mexico, and Peru. The three countries reflect economic and geographic diversity in Latin America and more than half of the region’s population. Climate change impacts tend to be relatively small at an economywide level in all three countries. However, sectoral and household-level economic impacts tend to be diverse across countries and subnational levels. They mainly depend on projected changes in agricultural yields, the share of agriculture in regional gross domestic product (GDP), crop-specific international trade balances, net food buyer/seller position, and income diversification of households. As for gender, results from this study suggest that female-headed households may be less vulnerable than male-headed households to the effects of climate change, highlighting the importance of considering women as a source for solutions for building resilience to climate change. Given the relatively small impacts of climate change and the degree of uncertainty associated with them, it is too early to define specific policy recommendations. All three countries should try to maximize the benefits that may come with higher agricultural world market prices and to minimize the losses from reductions in agricultural yields.
