Book Brazil s Efficient Payment System

Download or read book Brazil s Efficient Payment System written by Robert Listfield and published by World Bank Publications. This book was released on 1999 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: November 1996 Brazil has an impressive, efficient, highly automated payment system, driven at least in part by the need for rapid payment clearing and settlement in a high inflation environment. There is much of value to learn from the Brazilian system, but also room for improvement. Brazil's efficient, highly automated payment system developed over many years in response to hyper-inflationary, or near-hyperinflationary, conditions. Listfield and Montes-Negret describe that system, its payment instruments, and its links to other networks (markets for money, foreign exchange, capital, futures, and commodities) and the government's payment (payroll, social security, and the like) and collection (taxes) operations. They examine factors that have affected the development of the system, innovations Brazil plans to introduce, and opportunities for improving the system. The principal payment instruments used in Brazil are cash, checks, cobrancas, and DOCs (Documentos de Credito). Cobrancas - barcoded remittance documents used to pay bills - are handled much like European GIRO payments. DOCs are used to make interbank credit payments, intrabank transfers of funds between a client's different accounts, and client-to-client payments between parties with accounts at the same banking institution. Although a client can initiate a DOC on paper, all DOCs are electronic and processed only by banks. Networks include direct deposit and direct debit services, automated teller machines, credit cards, and home banking services. The system is highly automated, with separate systems for clearing and settling checks and credit payments (clearinghouses); government securities, private securities, state, local, and municipal securities; government payments; and foreign exchange. Among the lessons from this review of Brazil's check-based payment system: * Brazil's system shows that banks can cut costs by cooperating on check processing and transportation. The difficulty lies in structuring incentives and reaching agreements on how to allocate benefits fairly. * A broad, inclusive approach should be taken to modernizing the payments system, taking into account the needs of all users, from individuals and participants in capital markets to enterprises and government. * A wider menu of payment instruments should be offered than just checks. The use of cobrancas and DOCs provides certainty of payment and gives those without checking accounts access to the payment system. This paper - a product of the Financial Sector Development Department - is part of a larger effort in the department to examine factors constraining the development of countries' financial infrastructure.

Book Distributed Ledger Technology Experiments in Payments and Settlements

Download or read book Distributed Ledger Technology Experiments in Payments and Settlements written by Mr.Ghiath Shabsigh and published by International Monetary Fund. This book was released on 2020-06-24 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: Major transformations in payment and settlements have occurred in generations. The first generation was paper-based. Delivery times for payment instruments took several days domestically and weeks internationally. The second generation involved computerization with batch processing. Links between payment systems were made through manual or file-based interfaces. The change-over period between technologies was long and still some paper-based instruments like checks and cash remain in use. The third generation, which has been emerging, involves electronic and mobile payment schemes that enable integrated, immediate, and end-to-end payment and settlement transfers. For example, real-time gross settlement systems have been available in almost all countries. DLT has been viewed as a potential platform for the next generation of payment systems, enhancing the integration and the reconciliation of settlement accounts and their ledgers. So far, experiments with DLT experimentations point to the potential for financial infrastructures to move towards real-time settlement, flatter structures, continuous operations, and global reach. Testing in large-value payments and securities settlement systems have partly demonstrated the technical feasibility of DLT for this new environment. The projects examined analyzed issues associated with operational capacity, resiliency, liquidity savings, settlement finality, and privacy. DLT-based solutions can also facilitate delivery versus payment of securities, payment versus payment of foreign exchange transactions, and efficient cross-border payments.

Book Oversight Issues in Mobile Payments

Download or read book Oversight Issues in Mobile Payments written by Tanai Khiaonarong and published by International Monetary Fund. This book was released on 2014-07-15 with total page 35 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper examines oversight issues that underlie the potential growth and risks in mobile payments. International experience suggests that financial authorities can develop effective oversight frameworks for new payment methods to safeguard public confidence and financial stability by establishing: (i) a clear legal regime; (ii) proportionate AML/CFT measures to prevent financial integrity risks; (iii) fund safeguarding measures such as insurance, similar guarantee schemes, or “pass through” deposit insurance; (iv) contingency plans for operational disruptions; and (v) risk controls and access criteria in payment systems. Such measures are particularly important for low-income countries where diffusion is becoming more widespread.

Book Measuring Financial Protection in Health

Download or read book Measuring Financial Protection in Health written by Adam Wagstaff and published by World Bank Publications. This book was released on 2008 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: Health systems are not just about improving health: good ones also ensure that people are protected from the financial consequences of receiving medical care. Anecdotal evidence suggests health systems often perform badly in this respect, apparently with devastating consequences for households, especially poor ones and near-poor ones. Two principal methods have been used to measure financial protection in health. Both relate a household's out-of-pocket spending to a threshold defined in terms of living standards in the absence of the spending: the first defines spending as catastrophic if it exceeds a certain percentage of the living standards measure; the second defines spending as impoverishing if it makes the difference between a household being above and below the poverty line. The paper provides an overview of the methods and issues arising in each case, and presents empirical work in the area of financial protection in health, including the impacts of government policy. The paper also reviews a recent critique of the methods used to measure financial protection.

Book Twenty Years of Health System Reform in Brazil

Download or read book Twenty Years of Health System Reform in Brazil written by Michele Gragnolati and published by World Bank Publications. This book was released on 2013-06-27 with total page 132 pages. Available in PDF, EPUB and Kindle. Book excerpt: It has been more than 20 years since Brazil's 1988 Constitution formally established the Unified Health System (Sistema Unico de Saude, SUS). Building on reforms that started in the 1980s, the SUS represented a significant break with the past, establishing health care as a fundamental right and duty of the state and initiating a process of fundamentally transforming Brazil's health system to achieve this goal. This report aims to answer two main questions. First is have the SUS reforms transformed the health system as envisaged 20 years ago? Second, have the reforms led to improvements with regard to access to services, financial protection, and health outcomes? In addressing these questions, the report revisits ground covered in previous assessments, but also brings to bear additional or more recent data and places Brazil's health system in an international context. The report shows that the health system reforms can be credited with significant achievements. The report points to some promising directions for health system reforms that will allow Brazil to continue building on the achievements made to date. Although it is possible to reach some broad conclusions, there are many gaps and caveats in the story. A secondary aim of the report is to consider how some of these gaps can be filled through improved monitoring of health system performance and future research. The introduction presents a short review of the history of the SUS, describes the core principles that underpinned the reform, and offers a brief description of the evaluation framework used in the report. Chapter two presents findings on the extent to which the SUS reforms have transformed the health system, focusing on delivery, financing, and governance. Chapter three asks whether the reforms have resulted in improved outcomes with regard to access to services, financial protection, quality, health outcomes, and efficiency. The con

Book Treasury Single Account

Download or read book Treasury Single Account written by Israel Fainboim Yaker and published by International Monetary Fund. This book was released on 2010-06-01 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: A treasury single account (TSA) is an essential tool for consolidating and managing governments’ cash resources, thus minimizing borrowing costs. In countries with fragmented government banking arrangements, the establishment of a TSA should receive priority in the public financial management reform agenda. Drawing on the lessons of the Fund’s work in several countries in establishing a TSA, this paper explains its concept, essential features, and potential benefits. It also presents alternative models and approaches for designing a TSA that take into account specific country contexts as well as the preconditions and desirable sequencing for its successful implementation. Finally, the paper includes country examples from different regions in support of the analysis and recommendations.
