Well-designed PBCs keep roads in predefined good condition at relatively low cost. This guide aims to help policy makers in CAREC member countries understand and implement PBCs. After a brief history of the development of PBCs, it discusses the various types of PBCs and their relative advantages and disadvantages. It highlights PBC implementation in selected developed, developing, and transitional countries, including CAREC member countries, to illustrate best practices.

Book excerpt: Management of a highway network on one of the largest countries in the world with a geographic diversity of vast Amazon regions, millions of hectares of developing agricultural lands, huge and well developed mining regions, thousands of kilometers of unspoiled beaches and vast wetlands areas presents a major challenge . A challenge that must be met by a new generation of highway professionals in Brazil . This new generation is just now being placed in positions of authority within the Federal Highway Organization as the recent wave of retirements created vacancies at the Central office and the 21 regional districts . A new generation equipped with good academic skills but with little practical field experience in highway design, construction and maintenance. Hundreds of new professionals and hundreds of skills to be trained . An adventure to be undertaken only with the greatest of ambitions. Such was the task facing the Federal Highway Department of Brazil in early1993, as it was preparing an emergency training program to be completed over the next three years. Design engineers, accountants and managers at the Central office in Brasilia needed their skills upgraded in leadership, computers, environmental sensitivity, and new design technology. Engineers and inspectors at the Districts needed their skills upgraded in quality control, asphalt mix design and placement, and pavement maintenance and rehabilitation. And at the State level especially in the developing Northeastern States of Maranhao, Puiui, and Tocantins their was a need to provide decentralized training at a level appropriate for State level engineers and technicians. This paper shows how decentralized training at 80 training sessions, simultaneous course preparation of 23 different curriculums with over 140 sub-units and implementation at workshop locations from the Amazon in the north to the industrial city of Curitiba in the south resulted in the successful training of over 2130 highway professionals in Brazil. Book excerpt: The book starts from the premise that the current aviation framework, in Brazil, cannot sustain a full liberalisation in the long run. While the competition rules in place offer a strong framework, which only requires small modifications, these rules are not "enough" to foster a "healthy" liberalisation. In fact, until recently, Brazilian airlines were operating in a homogenous market, where competition was artificial. This artificial competition, obtained through the imposition of a legal obligation to provide water and a snack and grant a 23kg bag allowance, has resulted in a highly concentrated domestic market with very few players. Compared to other same size markets, such as China or India, Brazil is far behind in terms of airlines operating at national level. Consequently, the opening of the domestic market must be closely regulated to avoid national carriers suffocating under external pressure. For this reason, state intervention during the liberalisation process is crucial. State intervention is also with regard to the protection of passengers. The other major problem is the protection framework for passengers which is much too uncertain and burdensome. In a sense, it is detrimental to the domestic market and passengers. Indeed, there is no harmonisation of passenger compensation leading to contradictory judgments and possible high moral damages which hinders legal certainty for airlines. Compared to the situation in the EU, in Brazil, airlines have a limited range of defences, which are often dismissed by courts. This book, therefore, critically analyses the policies and regulations in place by mainly comparing the Brazilian framework to the European one. This choice has been motivated by the fact that European liberalisation is considered the best so far, and as Brazil is starting this process much later, it could benefit from the European experience. This book will be of particular interest to scholars and practitioners interested in the Brazilian system.
