The issue is especially strategic to the extreme right-wing groups surrounding Jair Bolsonaro, the president elected in 2018. For them, the 1964 coup is cherished and celebrated, marking defeat of the left and the beginning of a political regime oriented towards order and progress. The political project built around Bolsonaro is an attempt to impose a distorted and Manichean view of recent history, both by discourse and attempts of censorship. According to that view, 1964 was not a coup detat, but a revolution that saved Brazilians from communism. In Brazil, history is being manipulated to convince people that the military were good rulers, an image that connects to the present authoritarian (albeit elected) government supported by the Armed Forces. Right-wingers, nostalgic for the 1960s dictatorship, promote initiatives to discredit academic researchers and historians who disagree with their mind set. A Present Past offers a well-founded approach to the history of the military dictatorship. Chapters are dedicated to analysing the most controversial topics of the current debate. The primary aim is to disseminate knowledge about the prevailing dictatorship circumstances, with a firm eye on how the past military regime impacts on the present. The purpose is to prevent peddlers of fake news and the ultra-right negationists from winning over the Brazilian public with their authoritarian versions of history. In sum, this is a book committed to democracy. This commitment does not imply any disrespect for the academy, or for opposing points of view, but at its heart it defends historiography via scientific method to counter authoritarian imposition of a historical narrative that supports dictatorship in any form and its leaders, political and military, remaining in power through coercion.

The Johnson administration quickly recognized the new government. The U.S. press and members of Congress were nearly unanimous in their support of the “revolution” and the coup leaders’ anticommunist agenda. Few Americans were aware of the human rights abuses perpetrated by Brazil’s new regime. By 1969, a small group of academics, clergy, Brazilian exiles, and political activists had begun to educate the American public about the violent repression in Brazil and mobilize opposition to the dictatorship. By 1974, most informed political activists in the United States associated the Brazilian government with its torture chambers. In We Cannot Remain Silent, James N. Green analyzes the U.S. grassroots activities against torture in Brazil, and the ways those efforts helped to create a new discourse about human-rights violations in Latin America. He explains how the campaign against Brazil’s dictatorship laid the groundwork for subsequent U.S. movements against human rights abuses in Chile, Uruguay, Argentina, and Central America. Green interviewed many of the activists who educated journalists, government officials, and the public about the abuses taking place under the Brazilian dictatorship. Drawing on those interviews and archival research from Brazil and the United States, he describes the creation of a network of activists with international connections, the documentation of systematic torture and repression, and the cultivation of Congressional allies and the press. Those efforts helped to expose the terror of the dictatorship and undermine U.S. support for the regime. Against the background of the political and social changes of the 1960s and 1970s, Green tells the story of a decentralized, international grassroots movement that effectively challenged U.S. foreign policy.

The report, Global Brazil and U.S.-Brazil Relations, recommends that "U.S. policymakers recognize Brazil's standing as a global actor, treat its emergence as an opportunity for the United States, and work with Brazil to develop complementary policies."The Task Force is chaired by former secretary of energy Samuel W. Bodman and former president of the World Bank James D. Wolfensohn, and directed by CFR Senior Fellow and Director for Latin America Studies, and Director of the Global Brazil Initiative Julia E. Sweig.Recognizing Brazil's global role, the report recommends that the Obama administration now fully endorse the country's bid for a seat as a permanent member of the United Nations Security Council (UNSC). It argues that "a formal endorsement from the United States for Brazil would go far to overcome lingering suspicion within the Brazilian government that the U.S. commitment to a mature relationship between equals is largely rhetorical."Domestically, Brazil's "inclusive growth has translated into a significant reduction of inequality, an expansion of the middle class, and a vibrant economy, all framed within a democratic context." Consequently, Brazil has been able to use its economic bona fides to leverage a stronger position in the international, commercial, and diplomatic arena.The report stresses the importance of regular communication between the presidents of both countries. "Cooperation between the United States and Brazil holds too much promise for miscommunication or inevitable disagreements to stand in the way of potential gains." A mature, working relationship means that "the United States and Brazil can help each other advance mutual interests even without wholesale policy agreements between the two," notes the report.The Task Force further recommends that- the U.S. Congress "include an elimination of the ethanol tariff in any bill regarding reform to the ethanol and biofuel tax credit regime."- the United States "take the first step to waive visa requirements for Brazilians by immediately reviewing Brazil's criteria for participation in the Visa Waiver Program."- the U.S. State Department create an Office for Brazilian Affairs and the National Security Council (NSC) centralize its efforts under a NSC director for Brazil in order to better coordinate the current decentralized U.S. policy.The bipartisan Task Force includes thirty distinguished experts on Brazil who represent a range of perspectives and backgrounds. The report includes a number of additional views by Task Force members, including one that notes, "We believe that a more gradual approach [regarding Brazil's inclusion as a full UNSC member] would likely have more success in navigating the diplomatic complexities presented by U.S. support for Brazil." Another view asserts, "If the United States supports, as the Obama administration has said it does, leadership structures in international institutions that are more reflective of international realities, it must support without qualifications Brazil's candidacy [for the UNSC]."

In Left Behind, Sebastian Edwards explains why the nations of Latin America have failed to share in the fruits of globalization and forcefully highlights the dangers of the recent turn to economic populism in the region. He begins by detailing the many ways Latin American governments have stifled economic development over the years through excessive regulation, currency manipulation, and thoroughgoing corruption. He then turns to the neoliberal reforms of the early 1990s, which called for the elimination of deficits, lowering of trade barriers, and privatization of inefficient public enterprises—and which, Edwards argues, held the promise of freeing Latin America from the burdens of the past. My sacrifice will remain forever in their souls and my blood will be the price of their ransom. President Getulio Vargas' testament—written shortly before his suicide on August 24, 1954—was prophetic, for the Vargas legacy was to cast a shadow on political-military events of the next decade. With news of Vargas' suicide, opponents of the late President, who were usually out of power, tried to organize. The military itself was split, but those favoring Kubitschek, apparent winner of the 1955 presidential election on a ticket of Vargas-created parties, gained control. To assure Kubitschek's inauguration Army leaders deposed two acting Presidents in 1955. During Kubitschek's presidency (1956–1961 ) there were manifestations of discontent by military and political groups who ascribed numerous evils to Vargas and his followers. In 1961, when Kubitschek's successor, Jânio Quadros, resigned after six months in office, the unrest intensified. Vice President Jango Goulart assumed the presidency and sought unsuccessfully to conciliate contending forces; his battle for reform seemed to make him an ally of "far leftists." Feeling that discipline was being undermined by men close to the President and that only military action could save Brazil from following the path favored by influential Communist labor leaders, a majority of the Army officers agreed to overthrow Goulart's administration in 1964. Unrest in Brazil describes in exciting detail the government crises and resulting military interventions that punctuated the power struggle between supporters and opponents of Vargas in the decade following his death.
