Theoretically, the book seeks to establish to what degree, and in what ways, traditional notions of borders, security and (global) governance are being eroded, undermined and contested in the context of a globalising world. Borders are increasingly being re-conceptualised to account for connectivity as well as divisions at the same time as focus is shifting from permanence to permeability. The ambivalence ascribed to bordering processes is at heart a security concern; borders are not only entwined with state formation but are also attempts at governing securities, identities and histories. Proceeding from a critical rendering of statist conceptualisations of borders, security and governance, the book not only emphasises the politics of borders, mobility and re-locations, but also provides a shared groundwork for interrogating the spatial conditions for bordering and border work as manifestations of a continuously deferred becoming rather than being. A principal contribution of the volume is its scrutiny of how borders are enacted and perceived in and through the everyday, and of how such production and construal can make sense as acts of resistance to various forms of governing. Such a focus reveals the necessity of investigating how governing from afar affects the possibilities and tendencies to securitise as well as desecuritise, within as well as beyond elite settings. This book will be of much interest to students of border studies, human geography, governmentality, global governance and IR/critical security studies.

Book excerpt: During the last decades of the 20th century, after the end of the Cold War, a process of increasing rates of globalisation has developed in the world leading to, among other effects, the intensification of economic, ideological, political, cultural and multiple social consequences (Kacowiks 2001). This process has caused everyday activities to be more and more influenced by factors and events taking place in other parts of the world; in the same way, practices and decisions of local groups and communities can have important regional or international effects (Silva Machado 2001). Unfortunately, the process of globalisation has also created negative consequences, as it has been accompanied during the last decades by the parallel growth of two phenomena, closely related to each other, which constitute a serious threat to the world's security and political stability. These two phenomena are transnational organised crime and corruption. This article examines the factor of trust and the importance of inter-agency cooperation as determinant elements for an effective fight against transnational organised crime. First, the links between organised crime and corruption will be explored to establish the necessity of confronting these two phenomena simultaneously if any success in the matter is to be achieved in the future. Second, the importance of collaboration at national, regional and international levels in the fight against organised crime will be explained. Finally, we will address the struggle by Mexico and the United States against organised crime at the border, as an excellent example of the multiple difficulties encountered in a relationship of co-operation between law enforcement officials of two countries.

The European Union, Organization for Security and Co-operation in Europe, United Nations, as well as other international organisations are able to really contribute to developing cooperative and coordinated responses to these threats by relying on its broad membership and profound expertise and experience. According to the position of the European Union, a modern, cost-benefit-oriented and effective border management system should ensure both, open borders as well as maximum of security at the same time. Thus, the Union’s endeavour is to safeguarding internal security to all member states through preventing transnational threats, combating irregular migration and any forms of cross-border crime for ensuring smooth border crossings for legitimate travellers and their belongings, goods and services. That is why the Union’s concept of Integrated Border Management has been developed to ensure effective border control and surveillance and cost-efficient management of the external borders of the European Union. The Union’s policy is and will continue to be developed on the basis of the three main areas in place: common legislation, close operational/tactical cooperation and financial solidarity. In addition, Integrated Border Management has been confirmed as a priority area for strengthening the cooperation with third countries in the European Commission’s strategic security management approach, where non-EU countries are encouraged as partners to upgrade their border security, surveillance and border management systems.

Book excerpt: Border security has been high on public-policy agendas in Europe and North America since the September 11, 2001 attacks on the World Trade Centre in New York City and on the headquarters of the American military in Washington DC. Governments are now confronted with managing secure borders, a policy objective that in this era of increased free trade and globalization must compete with intense cross-border flows of people and goods. Border-security policies must enable security personnel to identify, or filter out, dangerous individuals and substances from among the millions of travelers and tons of goods that cross borders daily, particularly in large cross-border urban regions. This book addresses this gap between security needs and an understanding of borders and borderlands. Specifically, the chapters in this volume ask policy-makers to recognize that two fundamental elements define borders and borderlands: first, human activities (the agency and agent power of individual ties and forces spanning a border), and second, the broader social processes that frame individual action, such as market forces, government activities (law, regulations, and policies), and the regional culture and politics of a borderland. Borders emerge as the historically and geographically variable expression of human ties exercised within social structures of varying force and influence, and it is the interplay and interdependence between people's incentives to act and the surrounding structures (i.e. constructed social processes that contain and constrain individual action) that determine the effectiveness of border security policies. This book argues that the nature of borders is to be porous, which is a problem for security policy makers. It shows that when for economic, cultural, or political reasons human activities increase across a border and borderland, governments need to increase cooperation and collaboration with regard to security policies, if only to avoid implementing mismatched security policies.

This book contains 13 presentations delivered during the two-day NATO Advanced Research Workshop (ARW) 'Addressing Security Risks at the Ukrainian Border through Best Practices on Good Governance – Sources and Counter Measures', which took place in Kyiv, Ukraine, in February 2016. The workshop consisted of 5 expert panels devoted to various aspects of building the integrity of the Ukrainian border management agencies to enhance the border security of the eastern flank of NATO. The topics of these panels were: the integrity of the security sector in Ukraine; corruption as a security risk in border management; institutional tools to combat corruption in border management; increasing preparedness for cross-border crises; and bilateral and multilateral dimensions of international cooperation to enhance the integrity of border management agencies. The workshop contributed to raising awareness of emerging border security challenges, as well as providing a forum for the close cooperation of and the exchange of knowledge between the most relevant local and international agencies. It also made possible the discussion of issues such as the current refugee crisis and the implications - for security - of corruption in border management in a wider context.
