As the numbers of people fleeing war, poverty, and environmental disaster reach unprecedented levels worldwide, states also step up their mechanisms of border control. In this, they rely on digital technologies, big data, artificial intelligence, social media platforms, and institutional journalism to manage not only the flow of people at crossing-points, but also the flow of stories and images of human mobility that circulate among their publics. What is the role of digital technologies is shaping migration today? How do digital infrastructures, platforms, and institutions control the flow of people at the border? And how do they also control the public narratives of migration as a “crisis”? Finally, how do migrants themselves use these same platforms to speak back and make themselves heard in the face of hardship and hostility? Taking their case studies from the biggest migration event of the twenty-first century in the West, the 2015 European migration “crisis” and its aftermath up to 2020, Lilie Chouliaraki and Myria Georgiou offer a holistic account of the digital border as an expansive assemblage of technological infrastructures (from surveillance cameras to smartphones) and media imaginaries (stories, images, social media posts) to tell the story of migration as it unfolds in Europe’s outer islands as much as its most vibrant cities. This is a story of exclusion, marginalization, and violence, but also of care, conviviality, and solidarity. Through it, the border emerges neither as strictly digital nor as totally controlling. Rather, the authors argue, the digital border is both digital and pre-digital; datafied and embodied; automated and self-reflexive; undercut by competing emotions, desires, and judgments; and traversed by fluid and fragile social relationships—relationships that entail both the despair of inhumanity and the promise of a better future.

Employing digital images of, for example, fingerprints, DNA, bones, faces or irises, biometric technologies use bodies to identify, categorize and regulate individuals’ cross-border movements. Based on innovative collaborative fieldwork, this book examines how biometrics are developed, put to use and negotiated in key European border sites. It analyses the disparate ways in which the technologies are applied, perceived and experienced by border control agents and others managing the cross-border flow of people, by scientists and developers engaged in making the technologies, and by migrants and non-government organizations attempting to manoeuvre in the complicated and often-unpredictable systems of technological control. Biometric technologies are promoted by national and supranational authorities and industry as scientifically exact and neutral methods of identification and verification, and as an infallible solution to security threats. The ethnographic case studies in this volume demonstrate, however, that the technologies are, in fact, characterized by considerable ambiguity and uncertainty and subject to substantial subjective interpretation, translation and brokering with different implications for migrants, border guards, researchers and other actors engaged in the border world.

Book excerpt: In The Cybernetic Border, Iván Chaar López argues that the settler US nation requires the production and targeting of a racialized enemy that threatens the empire. The cybernetic border is organized through practices of data capture, storage, processing, circulation, and communication that police bodies and constitute the nation as a bounded, territorial space. Chaar López historicizes the US government’s use of border enforcement technologies on Mexicans, Arabs, and Muslims from the mid-twentieth century to the present, showing how data systems are presented as solutions to unauthorized border crossing. Contrary to enduring fantasies of the purported neutrality of drones, smart walls, artificial intelligence, and biometric technologies, the cybernetic border represents the consolidation of calculation and automation in the exercise of racialized violence. Chaar López draws on corporate, military, and government records, promotional documents and films, technical reports, news reporting, surveillance footage, and activist and artist practices. These materials reveal how logics of enmity are embedded into information infrastructures that shape border control and modern sovereignty.

These border crossers fall into three distinct categories: people from the Middle East, Africa, and Asia transiting the region; citizens of the Western Balkans seeking asylum and access to labour markets in the EU; and women border crossers. This book also maps border struggles that follow these processes, analyses the creation of labour "reserves" in the region, and examines the role that technology - in particular smartphones and social media - play in regulating mobility and creating social change. In Borders as Infrastructure, Huub Dijstelbloem brings science and technology studies, as well as the philosophy of technology, to the study of borders and international human mobility. Taking Europe's borders as a point of departure, he shows how borders can transform and multiply and and how they can mark conflicts over international orders. Borders themselves are moving entities, he claims, and with them travel our notions of territory, authority, sovereignty, and jurisdiction. The philosophies of Bruno Latour and Peter Sloterdijk provide a framework for Dijstelbloem's discussion of the material and morphological nature of borders and border politics. Dijstelbloem offers detailed empirical investigations that focus on the so-called migrant crisis of 2014-2016 on the Greek Aegean Islands of Chios and Lesbos; the Europe surveillance system Eurosur; border patrols at sea; the rise of hotspots and "humanitarian borders"; the technopolitics of border control at Schiphol International Airport; and the countersurveillance by NGOs, activists, and artists who investigate infrastructural border violence.
