In the 21st century, along with the process of globalisation, a constantly evolving security environment creates new dimensions of threats and challenges to security and stability of transnational nature. This seeks for comprehensive, multidimensional, collective and well-coordinated responses. The European Union, Organization for Security and Co-operation in Europe, United Nations, as well as other international organisations are able to really contribute to developing cooperative and coordinated responses to these threats by relying on its broad membership and profound expertise and experience. According to the position of the European Union, a modern, cost-benefit-oriented and effective border management system should ensure both, open borders as well as maximum of security at the same time. Thus, the Union's endeavour is to safeguarding internal security to all member states through preventing transnational threats, combating irregular migration and any forms of cross-border crime for ensuring smooth border crossings for legitimate travellers and their belongings, goods and services. That is why the Union's concept of Integrated Border Management has been developed to ensure effective border control and surveillance and cost-efficient management of the external borders of the European Union. The Union's policy is and will continue to be developed on the basis of the three main areas in place: common legislation, close operational/tactical cooperation and financial solidarity. In addition, Integrated Border Management has been confirmed as a priority area for strengthening the cooperation with third countries in the European Commission's strategic security management approach, where non-EU countries are encouraged as partners to upgrade their border security, surveillance and border management systems.

It analyses how the common Schengen short-stay visa policy has been applied in practice by member states in the period from 2005 to 2010. So far, little systematic theoretical and empirical research has been carried out on the implementation of Schengen. The contributions of the thesis are two-fold. Firstly, it makes available a comprehensive and easily accessible database on the visa requirements, issuing-practices and consular representation of EU states in all third countries. It enables researchers to map out and compare how restrictively the visa policy is implemented by different member states and across sending countries. Secondly, the project provides three separate papers that in different ways make use of the database to explore and explain the varying openness of Europe's border and dynamics of cooperation among member states. The three papers are tied together by a framework conceptualising Schengen as a border regime with two key dimensions: restrictiveness and integration. The first paper asks to what extent, and why, Europe's border is more open to visitors of some nationalities rather than others. The second paper investigates to what extent, and why, EU states cooperate on sharing consular facilities in the visa-issuing process. The third paper examines to what extent, and why, Schengen participation has a restrictive impact on the visa-issuing practices of member countries. The analyses test existing theories and develop new concepts and models. The three papers engage with rationalist and constructivist theories and seek to assess their relative explanatory power. In doing so, the project makes use of different quantitative comparative approaches. It employs regression analysis, social network analytical tools and quasi-experimental design. Overall, the thesis concludes that Schengen is characterized by extensive cooperation and restrictive practices towards especially visitors from poor, Muslim-majority and refugeeproducing countries.

On November 2006, the European Commission published a communication calling for the reinforced management of the EU's Southern maritime borders and for the maximization of the capacities of the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union - FRONTEX. This paper provides some reflections about these current policy approaches by looking at the nature, scope and practical implications of the implementation of the Integrated Border Management strategy and its relationship with a common EU immigration policy. After assessing the latest policy developments in these areas, we raise a number of questions about some of the functions and capacities carried out by FRONTEX, and present a series of vulnerabilities characterizing the joint operations coordinated by this Community body taking the example of the operations HERA I, II and III in the Canary Islands (Spain).

Based on 86 interviews and fieldwork in Greece and Italy, Nicholas R. Micinski proposes a new theory of international cooperation on international migration. States approach migration policies in many ways—such as coordination, collaboration, subcontracting, and unilateralism—but which policy they choose is based on capacity and on credible partners on the ground. Micinski traces the fifty-year evolution of EU migration management, like border security and asylum policies, and shows how EU officials used “crises” as political leverage to further Europeanize migration governance. In two in-depth case studies, he explains how Italy and Greece responded to the most recent refugee crisis. It focused on developing a future research agenda, strengthening regional studies and increasing interdisciplinarity and the means to improve cross-border cooperation and was aimed at providing a comprehensive, interactive and interdisciplinary account of security building and cross-border cooperation in which domestic, regional and international dimensions were discussed. The book is divided into three sections. The first provides an analysis of the role of international and domestic actors in contributing to security building in the Euro-Atlantic, the Black Sea and the Southern Caucasus regions. The second section discusses the patterns of cross-border cooperation in Eastern and Central Europe and the wider Black Sea region, concentrating on Romania, Moldova, Ukraine, Georgia and the Russian Federation. With references to the nature of international involvement in conflict resolution, the last section focuses on cross-border cooperation in the Southern Caucasus, where conflicts have an enormous impact on nation-building, state-building and democratization, and where prospects for stability and a viable peace remain in serious question. Peak arrivals in 2015, and sustained flows since then, have found the European Union and its 28 member states unable to face what has been called the “European migration crisis.” Part of their response has focused on cooperation with third countries of transit or origin, by leveraging development, humanitarian, and foreign policy tools to try and reduce migrant flows to Europe, including through many funding and budgetary decisions. This report attempts to quantify, through budgetary analysis, what shifts occurred in the external dimension of Europe’s migration policy following the crisis, and in three member states (Germany, Sweden, and the Netherlands). These short-term shifts, representing policy priorities, carry long-term consequences for the European Union’s role as a foreign policy and soft power actor.
