Photography. { UNTITLED: UNDER THE AUSPICES } is a book of auguring, or divination codex, where birds are the words, in particular the common starling (with a few cameos by seagulls and crows). The sequenced set of flight patterns, or murmurations, were captured over the course of the past few years in the skies over Rome, where the starlings winter in the months of October and November. In the ancient Greek, Egyptian and Roman empires, the will of the gods was determined by "taking the auspices," or interpreting the flight patterns of birds. In fact, Romulus and Remus, the infamous twin brothers raised by a she-wolf, were both augurs. To settle a dispute about where the city of Rome should be founded (Romulus preferred the Palatine hill and Remus preferred the Aventine), they both took auspices and Romulus "won," hence Rome is named for him. The murmurating cross-sections in this book were captured mostly from the loser's Aventine perspective and from along the banks of the Tiber, where Remus and Romulus were born. To preserve the integrity of interpretation, for those "reading" the book, no words or characters were used in the compiling and editing of the birds, only punctuation and numbers. The book itself also contains no title or author, though they are referenced here to meet the metadata demands of this modern world.

It could not have waged war without them. While the Army’s reliance on draft horses to pull artillery, supply wagons, and field kitchens is now generally acknowledged, D. R. Dorondo’s Riders of the Apocalypse examines the history of the German cavalry, a combat arm that not only survived World War I but also rode to war again in 1939. Though concentrating on the period between 1939 and 1945, the book places that history firmly within the larger context of the mounted arm’s development from the Franco-Prussian War of 1870 to the Third Reich’s surrender. Driven by both internal and external constraints to retain mounted forces after 1918, the German Army effectively did nothing to reduce, much less eliminate, the preponderance of non-mechanized formations during its breakneck expansion under the Nazis after 1933. Instead, politicized command decisions, technical insufficiency, industrial bottlenecks, and, finally, wartime attrition meant that Army leaders were compelled to rely on a steadily growing number of combat horsemen throughout World War II. These horsemen were best represented by the 1st Cavalry Brigade (later Division) which saw combat in Poland, the Netherlands, France, Russia, and Hungary. Their service, however, came to be cruelly dishonored by the horsemen of the 8th Waffen-SS Cavalry Division, a unit whose troopers spent more time killing civilians than fighting enemy soldiers. Throughout the story of these formations, and drawing extensively on both primary and secondary sources, Dorondo shows how the cavalry’s tradition carried on in a German and European world undergoing rapid military industrialization after the mid-nineteenth century. And though Riders of the Apocalypse focuses on the German element of this tradition, it also notes other countries’ continuing (and, in the case of Russia, much more extensive) use of combat horsemen after 1900. However, precisely because the Nazi regime devoted so much effort to portray Germany’s armed forces as fully modern and mechanized, the combat effectiveness of so many German horsemen on the battlefields of Europe until 1945 remains a story that deserves to be more widely known. Dorondo’s work does much to tell that story.

However, in 1960, as a step towards decolonization, the United Nations General Assembly rejected internationalized constitution-making, and, by extension, UNCA. All colonies acquired the right to draft their own constitutions without any international assistance. Nonetheless, in the same year, UNCA was revived and since then it has helped over 40 developing sovereign states to adopt the Western liberal constitution, for the aims of building peace, preventing conflict, and promoting good governance in these independent states. This book scrutinizes UNCA and its off-shoot, UN/International Territorial Administration (ITA), including their historical origins and revival from 1960 to 2019. Sripati argues that although the United Nations (UN) uses UNCA to help developing sovereign states secure debt relief, it undertakes UNCA to ‘modernize’ them with a view to ‘strengthen’ their supposedly weakened sovereignty. By doing so, the UN is seeking these states’ adoption of a Western liberal-style constitution, thus violating their right to self-determination. The book shows how UNCA sires and guides UN (legislative) assistance in all state-sectors: security, judicial, electoral, commercial, parliamentary, public administration, and criminal. Irrespective of UNCA’s benevolent motivations, such intrusive interventions impose the old forms of domination and perpetuate global inequality.

Book excerpt: With the Commonwealth of Virginia's Public Park Condemnation Act of 1928, the state surveyed for and acquired three thousand tracts of land that would become Shenandoah National Park. The Commonwealth condemned the homes of five hundred families so that their land could be "donated" to the federal government and placed under the auspices of the National Park Service. Prompted by the condemnation of their land, the residents began writing letters to National Park and other government officials to negotiate their rights and to request various services, property, and harvests. Typically represented in the popular media as lawless, illiterate, and incompetent, these mountaineers prove themselves otherwise in this poignant collection of letters. The history told by the residents themselves both adds to and counters the story that is generally accepted about them. These letters are housed in the Shenandoah National Park archives in Luray, Virginia, which was opened briefly to the public from 2000 to 2002, but then closed due to lack of funding. This selection of roughly 150 of these letters, in their entirety, makes these documents available again not only to the public but also to scholars, researchers, and others interested in the region's history, in the politics of the park, and in the genealogy of the families. Supplementing the letters are introductory text, photographs, annotation, and oral histories that further document the lives of these individuals.

Many account for the change by pointing to Pakistan's controversial partnership with the United States since 9/11; others see it as a consequence of Pakistan's long history of authoritarian rule, which has marginalized liberal opinion and allowed the rise of a religious right. Farzana Shaikh argues the country's decline is rooted primarily in uncertainty about the meaning of Pakistan and the significance of 'being Pakistani'. This has pre-empted a consensus on the role of Islam in the public sphere and encouraged the spread of political Islam. It has also widened the gap between personal piety and public morality, corrupting the country's economic foundations and tearing apart its social fabric. Book excerpt: It may not be inapt to liken the attainment of the North Pole to the winning of a game of chess, in which all the various moves leading to a favorable conclusion had been planned in advance, long before the actual game began. It was an old game for me—a game which I had been playing for twenty-three years, with varying fortunes. Always, it is true, I had been beaten, but with every defeat came fresh knowledge of the game, its intricacies, its difficulties, its subtleties, and with every fresh attempt success came a trifle nearer; what had before appeared either impossible, or, at the best, extremely dubious, began to take on an aspect of possibility, and, at last, even of probability. Every defeat was analyzed as to its causes in all their bearings, until it became possible to believe that those causes could in future be guarded against and that, with a fair amount of good fortune, the losing game of nearly a quarter of a century could be turned into one final, complete success. It is true that with this conclusion many well informed and intelligent persons saw fit to differ. But many others shared my views and gave without stint their sympathy and their help, and now, in the end, one of my greatest unalloyed pleasures is to know that their confidence, subjected as it was to many trials, was not misplaced, that their trust, their belief in me and in the mission to which the best years of my life have been given, have been abundantly justified. But while it is true that so far as plan and method are concerned the discovery of the North Pole may fairly be likened to a game of chess, there is, of course, this obvious difference: in chess, brains are matched against brains. In the quest of the Pole it was a struggle of human brains and persistence against the blind, brute forces of the elements of primeval matter, acting often under laws and impulses almost unknown or but little understood by us, and thus many times seemingly capricious, freaky, not to be foretold with any degree of certainty. For this reason, while it was possible to plan, before the hour of sailing from New York, the principal moves of the attack upon the frozen North, it was not possible to anticipate all of the moves of the adversary. Had this been possible, my expedition of 1905-1906, which established the then "farthest north" record of 87° 6´, would have reached the Pole. But everybody familiar with the records of that expedition knows that its complete success was frustrated by one of those unforeseen moves of our great adversary—in that a season of unusually violent and continued winds disrupted the polar pack, separating me from my supporting parties, with insufficient supplies, so that, when almost within striking distance of the goal, it was necessary to turn back because of the imminent peril of starvation. When victory seemed at last almost within reach, I was blocked by a move which could not possibly have been foreseen, and which, when I encountered it, I was helpless to meet. And, as is well known, I and those with me were not only checkmated but very nearly lost our lives as well. But all that is now as a tale that is told. This time it is a different and perhaps a more inspiring story, though the records of gallant defeat are not without their inspiration. And the point which it seems fit to make in the beginning is that success crowned the efforts of years because strength came from repeated defeats, wisdom from earlier error, experience from inexperience, and determination from them all.
