La participation des jeunes n’est pas une fin en soi, mais un moyen d’obtenir des changements positifs dans la vie des jeunes et de bâtir des sociétés démocratiques meilleures. La politique de jeunesse du Conseil de l’Europe a pour but d’offrir aux jeunes les mêmes chances et expériences leur permettant de développer les connaissances, les compétences et le savoir-faire nécessaires pour jouer pleinement leur rôle dans tous les domaines de la société. La participation des jeunes est au coeur de la politique de jeunesse au Conseil de l’Europe, qui inclut la cogestion comme forme de partage du pouvoir avec des représentants des jeunes. La participation des jeunes est encouragée dans les divers secteurs du Conseil de l’Europe. La Charte européenne révisée de la participation des jeunes à la vie locale et régionale, adoptée par le Congrès des pouvoirs locaux et régionaux du Conseil de l’Europe en mai 2003, est un instrument normatif pour la participation des jeunes. Elle aide les jeunes, les travailleurs et organisations de jeunesse et les collectivités locales à promouvoir et à favoriser une participation significative des jeunes au niveau local et régional dans toute l’Europe. D’après la Charte, la participation désigne le fait d’avoir le droit, les moyens, la place, la possibilité et, le cas échéant, le soutien voulu pour participer aux décisions, influer sur elles et s’engager dans des actions et activités de manière à contribuer à la construction d’une société meilleure. Le manuel « Parole aux jeunes ! » est un outil éducatif et pratique à l’usage de toutes les personnes déterminées à faire de ce droit une réalité pour un plus grand nombre de jeunes dans les Etats membres du Conseil de l’Europe.

Book excerpt: Like hysteria, anorexia is a fin de siècle pathology which fascinates and has reached epidemic proportions at the turn of the millennium. Parallel to the development of the phenomenon, an important body of experiential texts has revealed its presence in various parts of the world. While the medical discourse is still struggling with this conundrum, literature gives way to different interpretations by revealing the interconnectedness between writing and starving. Both signifying practices are experiences of the limit where fluxes of particles - food, words - are in constant interaction. Unlike most contemporary readings of anorexia, this book offers an original insight into the creative process inherent to the pathology, which the author calls Writing Size Zero. Body of writing and writing of the body, as found in western and post-colonial texts, delineate an in-between space producing new epistemologies. Through a close reading of the semiotics of self-starvation, the author debunks the myth of anorexia as a mental disease of the West and insists on the variety of expressions and figurations inherent to the pathology. By providing a meaning to self-starvation, writing gives anorexia its ethics.
