Book excerpt: Blending is an instrument for achieving European Union (EU) external policy objectives, complementary to other aid modalities and pursuing the relevant regional, national and overarching policy priorities. Blending is the combination of EU grants with loans, risk capital or guarantees from public and private financiers. The idea behind the instrument is that the EU grant element can be used strategically to attract additional financing for important investments for development in EU partner countries. This and three other sector reference documents provide basic information on the main supported sectors in EU partner countries and on how potential support can be provided by EU blending operations in: - energy; - transport; - water and sanitation; - private sector development. The four sector reference documents complement the Guidelines on EU blending operations, which is the central guidance document on blending operations and which summarises the key features, modalities and operational aspects of blending applicable to all sectors. The main audience for these documents is the staff of the EU Delegations and of the Directorate-General for International Cooperation and Development (DG DEVCO) and the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR).

Book excerpt: Expansion of distributed energy resources (DERs) including solar photovoltaics, small- and medium-sized wind farms, gas-fired distributed generation, demand-side management, and energy storage poses significant complications to the design, operation, business model, and regulation of electricity systems. Using statistical regression analysis, this dissertation assesses if increased use of natural gas results in reduced renewable energy capacity, and if natural gas growth is correlated with increased or decreased non-fossil renewable fuels demand. System Generalized Method of Moments (System GMM) estimation of the dynamic relationship was performed on the indicators in the econometric model for the ten states with the fastest growth in solar generation capacity in the U.S. (e.g., California, North Carolina, Arizona, Nevada, New Jersey, Utah, Massachusetts, Georgia, Texas, and New York) to analyze the effect of natural gas on renewable energy diffusion and the ratio of fossil fuels increase for the period 2001-2016 to policy driven solar demand. The study identified ten major drivers of change in electricity systems, including growth in distributed energy generation systems such as intermittent renewable electricity and gas-fired distributed generation; flat to declining electricity demand growth; aging electricity infrastructure and investment gaps; proliferation of affordable information and communications technologies (e.g., advanced meters or interval meters), increasing innovations in data and system optimization; and greater customer engagement. In this ongoing electric power sector transformation, natural gas and fast-flexing renewable resources (mostly solar and wind energy) complement each other in several sectors of the economy. ☐ The dissertation concludes that natural gas has a positive impact on solar and wind energy development: a 1% rise in natural gas capacity produces 0.0304% increase in the share of renewable energy in the short-run (monthly) compared to the long-term effect estimated at 0.9696% (15-year period). Evidence from the main policy, environmental, and economic indicators for solar and wind-power development such as feed-in tariffs, state renewable portfolio standards, public benefits fund, net metering, interconnection standards, environmental quality, electricity import ratio, per-capita energy-related carbon dioxide emissions, average electricity price, per-capita real gross domestic product, and energy intensity are discussed and evaluated in detail in order to elucidate their effectiveness in supporting the utility industry transformation. The discussion is followed by a consideration of a plausible distributed utility framework that is tailored for major DERs development that has emerged in New York called Reforming the Energy Vision. This framework provides a conceptual base with which to imagine the utility of the future as well as a practical solution to study the potential of DERs in other states. The dissertation finds this grid and market modernization initiative has considerable influence and importance beyond New York in the development of a new market economy in which customer choice and distributed utilities are prominent.

A geological era, now called the Anthropocene, has been coined in environmental and developmental circles, to mark the increased domination of humanity on Earth and its resources. Today, the ecological footprint on the fragile planet continues to increase. Mass industrialisation, like what China is doing and pushing for, is one of the drivers for increased urbanisation that results in increased demand for land. It is also the stimulus behind increased deforestation, overfishing, and pollution. As the fragility of the Earth increases, global bodies like the Intergovernmental Panel on Climate Change are pushing to reduce the Earth’s temperature. Human efforts to manage the problem cascade from a global to a regional, to a national, as well as to much localised scales. Missing though are nuanced contributions at national and community levels, which this book is an attempt to bridge. The nagging sense of responsibility is what this book explores under the label of “sustainability ethic”. As a case study, the book examines the use of sustainability ethic in the management of the physical, infrastructural and natural resources of Zimbabwe. This ethic is built on pillars that include participation of people (households) in their pursuit for sustainable livelihoods, appropriate technology, tools and techniques for environmental protection. It also hinges on stewardship and structures, institutions, policies and processes of governance and sustainability. There are also the aspects of ethics, laws and indigenous technical knowledge for sustainability, capacity building and education plans and programmes for sustainability and population and demographic determinants, processes and outcomes for sustainability. The book is a timely contribution to an urgent global concern and climate change debate.
