Book excerpt: The sixteen essays in this volume are a tribute to Hamish Ritchie’s deep interest in exile as a literary and historical phenomenon. The first eight focus on the British and Irish context, including studies of Jürgen Kuczynski and his family, Martin Miller, Lilly Kann, Hermann Sinsheimer, Albin Stuebs, Ludwig Hopf and Paul Bondy, as well as contributions on the Association of Jewish Refugees and the exile experience as reflected in Klaus Mann’s Der Vulkan. For historical, political, and economic reasons, the collective memories of both nations have retained very different identities and attitudes towards each other and towards the European continent and European integration. Yet, Britain is one of the most significant European partners for Germany and Germany is of great importance for Britains role in Europe. This book focuses on the influence of European integration on the policies of Britain and Germany towards each other. It considers British-German relations in the context of European integration in their historical dimensions since 1945. Britains ambiguous policy towards the GDR and Mrs Thatchers opposition to German unification are also discussed. In particular, the book focuses on the post-1990 relationship and examines the political, security related, economic and financial as well as the social aspects of the dynamic British-German relations in an ever more interdependent world. The influence of the US and France on both Germany and Britain and their European policies is therefore considered in detail. This book offers interesting and challenging insights into the evolution of British-German relations within the context of European integration in the post-Second World War and post-Unification era. The book argues that throughout the latter half of the twentieth century Britain and Germany can be characterised as uneasy allies. It is only since the late 1990s Britain and Germany appear to have become genuine partners in the context of European integration.

Book excerpt: Expelling the Germans focuses on how Britain perceived the mass movement of German populations from Poland and Czechoslovakia at the end of the Second World War. Drawing on a wide range of British archival material, Matthew Frank examines why the British came to regard the forcible removal of Germans as a necessity, and evaluates the public and official responses in Britain once mass expulsion became a reality in 1945. Central to this study is the concept of 'population transfer': the contemporary idea that awkward minority problems could be solved rationally and constructively by removing the population concerned in an orderly and gradual manner, while avoiding unnecessary human suffering and economic disruption. Dr Frank demonstrates that while most British observers accepted the principle of population transfer, most were also consistently uneasy with the results of putting that principle into practice. This clash of 'principle' with 'practice' reveals much not only about the limitations of Britain's role but also the hierarchy of British priorities in immediate post-war Europe.

Book excerpt: From Crusade to Hazard: The Denazification of Bremen Germany relates how the American and British combat forces and military government officers occupied, administered, and denazified Bremen and its environs from 1945 to 1947. The three distinct phases in administering Bremen had a profound impact on the denazification of the city. Denazification legislation was first determined by the Americans, then by the British, and then again by the Americans. Throughout, denazification teams tried to find a middle way between the American dictum of a radical purge of the whole population and the less ambitious British goal of only cleansing the administration. This delicate balancing act led to an implementation of a purge that was unique to the Bremen enclave. While it succeeded in discovering and punishing many of the main functionaries of the Nazi regime, it also fell victim to its own ambition and collapsed underneath the weight of its administrative processes. As deadlines and waning governmental support forced a quick end to the program, the bloated denazification bureaucracy resorted to classifying most of the remaining cases as benign "followers," even when they hardly deserved that label. At a time when interest in de-politicizing old classes of administrators affiliated with dictatorial regimes is being increasingly fueled by contemporary world events, this book is a particularly valuable contribution.

Book excerpt: The years from 1934 to 1937 were a time during which the British Empire was confronted with the emergence of the triple threat of Nazi Germany, Imperial Japan, and Fascist Italy. The goal of British policy was easily defined: the protection and promotion of Britain's vast interests. While Neville Chamberlain and Sir Robert Vansittart agreed on the goal, they disagreed on the means to achieve it. Their disagreement stemmed partly from their different understandings of the nature of the Third Reich; Vansittart understood better than Chamberlain the implications of Hitler's Weltanschauung. But their different strategies also reflected the fact that Chamberlain did not share Vansittart's belief in the necessity of pursuing alliance diplomacy to protect the world-wide security and interests of the British Empire. While the prime minister realized that Britain's problems were global in scope, he thought Britain could solve each problem on a bilateral basis. In other words, Britain should approach Germany, Japan, and Italy directly to settle outstanding disputes. Vansittart did not believe, however, that Britain's problems could be solved on a bilateral basis, for the interdependence of events in every region of the globe militated against bilateral solutions.
