Book excerpt: "The proposed action for this consultation is the issuance of a scientific research permit (Permit No. 21026) to Dr. Houser to authorize take of cetaceans in the form of auditory evoked potential testing on stranded cetaceans within the United States (U.S.), including on beaches, in waters, in temporary pools, or in rehabilitation facilities in order to obtain hearing range and sensitivity information. This is a renewal of his previous permit (Permit No. 16599), which authorized the same general research activities except of the use of needle electrodes, which will be discussed in more detail below. We have identified no interrelated or interdependent activities that would result from this action. The proposed issue date for the permit is March 31, 2017, and the permit would expire in five years on March 31, 2022. The take that would be authorized can be seen below in Table 1. Given that the methods for auditory evoked potential testing of mysticetes have not yet been fully developed and likely require needle electrodes, in this permit Dr. Houser is only requesting take of small mysticetes. This includes all age classes of minke and non-ESA listed gray whales and calves of all other ESA-listed mysticetes that have been deemed necessary for euthanasia or rehabilitation by the attending veterinarians. Nordic biota interacts with plastic pollution, through entanglement and ingestion. Ingestion has been found in many seabirds and also in stranded mammals. Ingestion of plastics has been documented in 14 fish species, which many of them are of ecology and commercially importance. Microplastics have also been found in blue mussels and preliminary studies found synthetic fibres in marine worms. Comparability between and within studies of plastic ingestion by biota from the Nordic environment and other regions are difficult as there are: few studies and different methods are used. It is important that research is directed towards the knowledge gaps highlighted in this report, to get a better understanding on plastic ingestion and impact on biota from the Nordic marine environment.

Under NOAA Administrative Order 216-6, NMFS' issuance of scientific research permits pursuant to MMPA Section 104 is, in general categorically excluded from requirements of the National Environmental Policy Act of 1969 (NEPA; 42 U.S.C. 4321 et seq.) to prepare an environmental assessment (EA) or environmental impact statement (EIS). However, an EA has been prepared to facilitate a more thorough assessment of potential impacts on endangered and threatened species"--Page [1].

The modification would be valid through April 5, 2017. Permit No. 16547 currently permits the permit holder to: evaluate abundance of Atlantic sturgeon within the Chesapeake Bay Distinct Population Segment (DPS), including the entirety of the Chesapeake Bay and its tributaries above and below 22 parts per thousand (ppt) salinity. Researchers are authorized to capture adult, juvenile and early life stages (ELS) of Atlantic sturgeon using gill nets, trawls, fyke nets, trammel nets, pound nets and egg mats; and to measure, weigh, tissue sample, PIT and Floy tag appropriately sized animals. Dependent on the life stage and the salinity level, a subset may be telemetry tagged internally or externally. The permit holder now requests to: telemetry tag adult sub-adult or juvenile Atlantic sturgeon with either internal or external telemetry tags without respect to salinity level within the same action area. However, the numbers of adult and sub-adult Atlantic sturgeon requested would be reduced from 425 to 350 per year; the numbers of juveniles would be reduced from 175 to 125 annually, and the sub-set of juveniles requested to be telemetry tagged is increased to 50 from 25, including the option for internal telemetry tagging. Finally, the number of ELS proposed would increase from 25 to 50 annually to document spawning in other rivers. All other aspects of the currently permitted activity--the action area, capture methods, incidental takes, impacts to other listed species, types of research activities, and objectives--would remain the same.
