The biographies furnished in' this text are abundant, and they have been selected because, taken together, they cover nearly all the events of the history of our country that the young pupil need know. Wherever biography is not available, or wherever it is advisable to emphasize the event rather than the individual or to preserve a closer connection between events, the author has resorted to the ordinary form of narration. In preparing the text he has used portions of his earlier work, A Primary History of the United States. When undertaken properly the study of history is not only very useful, but is a source of delight. If the pupil, in taking up the study for the first time, can see in it the wonderful story of people who have gone before him and builded that he might live the better, he will acquire a liking for history that will abide with him in after years. To give to the young people of America not only the advantages, but the pleasure, that may be found in the study of the history of their country is the purpose of the author. The circumstances of their administration are so recent, that one who has lived through the greater portion of them, and entered into all the excited feelings of party strife, can hardly be supposed capable of divesting himself of prejudices, and passions, however much he may desire to be an honest chronicler of the times. We can only say, that it has been our sincere aim and endeavor to see near events with the eye of a distant spectator, and to anticipate the dispassionate judgment which posterity will pass upon the great men who have administered our Government. The affairs of the last twenty years are yet hardly ripe for the biographer, and the materials for their history are scattered in various directions, and to be drawn from many different sources. That all those sources should be pure, is more than can be expected; but we have uniformly endeavored to resort only to those least exposed to suspicion. For the materials of our work, we owe much obligation to many distinguished writers. In doing this I have endeavored to present, within a convenient space, and in biographical form, the names and public services of all those who have, in a prominent manner, been identified with the National and State Governments of the Republic. The Biographical Sketches number about seven thousand, and these I have illustrated with a series of Tabular Records and Papers of an historical character, in which will be found eight thousand additional names, making a total of fifteen thousand personal references in the volume. The classes of persons included are the Delegates to the Colonial and Continental Congresses; the Senators, Representatives, and Territorial Delegates of the Federal Congress; Cabinet Ministers; Justices of the Supreme and other Federal Courts; Officials of the Executive Departments; Governors of Status and Territories: Diplomatic Ministers, and such other men as have held positions of honor and trust in the civil service, exerted an influence on public affairs, or acquitted themselves with acknowledged credit. Indeed, in a few instances, I have over-stepped the line which separates the civil from the military and naval history, but all the names thus added have a place in the hearts of their countrymen, and no apology, I trust, will be required for their introduction. Book excerpt: Excerpt from The Origin and Development of the United States Senate In the following study an effort has been made to trace the development of the United States senate from the time that a second house was first proposed in the convention of 1787 to the present. In this discussion especial attention has been paid to the way in which the senate has exercised the powers granted to it by the constitution, and to the ways in which, either by an increase or a decrease of those powers, it has deviated from the purpose of the framers of the constitution. In doing this the three functions exercised by that body, legislative, executive and judicial, have been separately treated. It has been impossible to obtain a full knowledge of the proceedings of the senate during its early days, as the debates were not reported and the sessions, for some time, were held in secret. Our chief sources of information regarding the period are the "Annals of Congress" and the "Senate Journal." These are supplemented by the "Journal of Maclay," covering the period of the First Congress, and the writings of the early statesmen, especially those of Washington, John Adams, Jefferson, Hamilton and Madison. The same difficulty exists throughout for the executive proceedings, as the executive sessions are still held in secret, and none of the debates have been made public, except in the few instances in which the injunction of secrecy has been removed from them. As the "Executive Journal" since 1869 has not been published, it is still more difficult to obtain an adequate knowledge of the executive proceedings since that date. His recent complete release from journal ism afforded him an opportunity for undertaking to supply in some degree the deficiency referred to; and with that end in view this work was begun. It is due to the reader, and to all who have been successfully or unsuccessfully solicited to appear as subjects of this biography, to know something of the methods which have governed its preparation. During the month of December, 1890, one or two leading citizens of every town and city in Connecticut were interviewed by the writer, and an arrangement was made in conformity with which these gentlemen subsequently submitted a list of names of nearly two thousand persons in all portions of the State, prominent in business or professional life, or who were holding public positions and properly entitled to be included in a popular biography of the Commonwealth. The list thus furnished included State, county, town, and municipal officials, representatives of the judiciary, the clergy, the military, the 'bar, physicians, merchants, manufacturers. Book excerpt: Excerpt from William Penn: An Historical Biography, From New Sources; With an Extra Chapter on the "Macaulay Charges" William Penn has been called a mythical rather than an historical personage. The accounts given of him by his professed biographers - Besse, Clarkson, Weems, and Lewis - are sufficiently vague, lifeless, and transcendental to merit such a censure. By far the best and most complete of these works is that by Clarkson; but it has serious defects. Beyond a reverential sympathy with Penn's religious ideas, the modern philanthropist had no advantages for the task he undertook. He was profoundly unacquainted with the history of the period; he copied the ignorance of Besse and others without misgiving and without acknowledgment. Of the families of Penn and Springett he know absolutely nothing; of their fortunes and misfortunes, though daily affecting his hero's life and character, no trace appears in his pages. He had read only a few books, and those were of the commonest kind. Of the vast collections of MS. papers in the British Museum, in the Bodleian Library, in the State Paper Office, in the Privy Council and other government offices, and in the library of the Philosophical Society of Philadelphia, - throwing ample and authentic light on his career, - he had no knowledge, and of course made no use. I believe I may safely assert that two-thirds of the facts now known about Penn were not known to Clarkson. His want of information, however, was not altogether his fault. Since he wrote his memoir, now forty years ago, the sources of our history, and more particularly of the seventeenth century, have been much more critically investigated.
