Book excerpt: This book offers a guideline for "Technology Audit" exercises for the transforming innovation systems of Central and Eastern European Countries (CEECs). Further more, the book presents the results of an exemplary application of this guideline in the field of biotechnology in Hungary. The authors - a group of innovation re searchers of the Fraunhofer Institute for Systems and Innovation Research (lSI), Germany, and of the Innovation Research Centre (IKU), Hungary - provide a sound concept for the identification of technological strengths and weaknesses of the CEECs' industrially oriented research systems as a basis for the design of advanced innovation policies. After the Organisation for Economic Co-operation and Development (OECD) had proposed a "Technology Audit" of Hungary in 1993, a pilot audit was carried out under their auspices. In parallel, the German Federal Ministry of Education, Sci ence, Research and Technology (BMFT) put forward the idea of developing the audit concept further in order to make it applicable also in other Central and Eastern European Countries. They asked lSI to utilise the running OECD audits as a learn ing source and to work out a comprehensive audit approach.

Book excerpt: Although the first Agro-Food products based on modem biotechnology (e. g. recombinant chymosin for cheese production; tomato puree based on genetically engineered tomatoes; herbicide-resistant, genetically modified soybean; insect resistant maize) have been introduced in the EU markets in recent years, the application of this technology is still being intensively discussed in the European Union. Recent opinion polls indicate as well that consumers' acceptance of genetically engineered food and agro-products still is relatively low (e. g. European Commission 1997, Hampel et al. 1997), at least in some member states of the EU. In contrast, representatives from politics and industry underline the necessity to apply modem biotechnology in the Agro-Food sector as well, mainly to ensure the competitiveness of EU agriculture and food industry and for employment reasons. Against this background there seems to be a need for a scientific analysis of the future impacts of modem biotechnology in the Agro-Food sector of the EU. Recent studies trying to analyse this issue (e. g. OECD 1992, Teuber 1992) usually comprise extrapolations of status-quo analyses. What has not been exploited so far in this context are systematic technology forecasting approaches which do not include only one single country, but get information on an international level. Therefore, the impacts of modem biotechnology on the Agro-Food sector in five member countries of the EU (Germany, Greece, Italy, the Netherlands, and Spain) have been analysed with the help of the Delphi methodology which represents one of the most reliable tools for technology forecasting.

Book excerpt: This book uses a range of S&T and structural indicators to analyse the transfonnation process, in particular the transfonnation of science, technology and industry, in the fonner communist countries. The book originates from a sense of the tremendous need for quantitative indicators for assessing trends and perfonnance in the post-socialist economies. S&T systems in the region have passed through the first phase of rapid deterioration, or as it is called by some analysts 'implosion'. After ten years of transfonnation we are witnessing a process of increasing differentiation of these countries in tenns of general patterns of growth and structural change, as well as specific lines of restructuring in their S&T systems. The question of sources of growth - or indeed of stagnation - is an increasingly urgent one, from both the policy and academic perspectives. In that context there is a pressing need for in-depth assessment of restructuring patterns in science, technology and industry in the region, as a basis for understanding how restructuring in S&T is linked to industrial restructuring, and to general economic and social transfonnation. As the contributions to this volume show, there is now a critical mass of quantitative data across the post-socialist countries which deserves to be studied more thoroughly in a comparative manner. The changes of the last ten years have produced varying patterns of adjustment which are now clearly visible in S&T and structural indicators.

As a result of this analysis the size of previous estimates for no-regret potentials may be modified - in terms ofenergy savings or in financial terms. On the basis of these findings, we will approach the overriding third research question: (3) How large is the no-regret potential and what determines its size? The following chapter will provide a fuller account of the debate on no-regret potentials. This will be complemented by a detailed theory-based definition of no regret potentials in Chapter 2. The thesis will focus mostly on the micro-level of analysis. But we will also address the implications ofour findings for the analysis ofenergy saving measures and policies at more aggregate levels, notably within a feasibility study for adapting a model which represents the level of the national economy. The debate on no-regret potentials 1 origin, context, issues The term "no-regret potentials" was coined during the debate on climate change. It designates opportunities for the reduction of greenhouse gas (GHG) emissions ". . . that are worth undertaking whether or not there are climate-related reasons for doing so. " (IPCC 1996, p. 271). In the IPCC's Third Assessment Report (TAR), no regret potentials are increasingly equated with GHG emission reduction potentials at negative (net) costs (lPCC 2001, p. 21).
