Book excerpt: The purpose of this study is to analyze the existing institutional arrangements in Broome and Tioga Counties, New York for wastewater management in the Urban Study Area, and to assess their capability for implementing recommended technical plans. Only those existing institutions concerned with water supply and wastewater management in the Bicounty Area will be studied. Where shortcomings in the existing institutional arrangements are identified, the study will suggest ways in which the institutions can be modified, and will suggest new institutional arrangements to provide the needed direction. These suggestions are made to provide a minimum amount of disruption to the existing arrangements, while aiming for the achievement of public acceptance.

Chapter II discusses the importance of wastewater management in the Outlying Communities of Broome and Tioga Counties. In Chapter III, non-point sources of pollution are the topics of discussion. Chapter IV analyzes the river-oriented recreational potential associated with the various wastewater management plans. Chapter V considers the possibility of applying secondary treated effluent and sludge to the land for recovery of valuable resources. Industrial wastewater management, including present practices and guidelines for future discharges, is the subject of Chapter VI. Chapter VII examines various methods of non-structural flow reduction measures. The final chapter investigates the historic and prehistorical impacts associated with the various projects proposed by the Binghamton Wastewater Management Study.

Following two years of concentrated activity, the draft Report for the Study was published in the fall of 1975. The draft Report documented the details of plan formulation, design and cost, impact assessment and evaluation, institutional analysis, and public involvement. Interested agencies and individuals were asked to review the draft Report and comment on the Study findings. These written responses and evaluations by others concerning the draft Report form the basis of the Comments Appendix. (Author).

This appendix describes the public involvement program as strategies were delineated, alternatives formulated, and plans refined. The public was defined as any person or agency outside the Corps of Engineers. Thus, coordination with other Federal agencies, with State and local governments and elected officials, and with the general public was considered essential in the Binghamton Wastewater Management Study. The overall purpose of the public involvement program was: To promote full public understanding of the manner and means by which water resource problems and needs were investigated and solutions proposed; To keep the public fully informed regarding the status and progress of the Study and the results and implications of planning activities; and To solicit from the public their opinions and perception of problems, issues, concerns, and needs, their preferences regarding water resource use and plan development, and any other information and assistance relevant to the planning process.
