Within the first two years of its existence, the nationalist movement led by the infamous genocide convict Radovan Karadzic, radically transformed Bosnian society. It politically homogenized Serbs of Bosnia-Herzegovina, mobilized them for the Bosnian War, and violently carved out a new geopolitical unit, known today as Republika Srpska. Through innovative and in-depth analysis of the Party’s discourse that makes use of the recent literature on affective cognition, the book argues that the movement’s production of existential fears, nationalist pride, and animosities towards non-Serbs were crucial for creating Serbs as a palpable group primed for violence. By exposing this nationalist agency, the book challenges a commonplace image of ethnic conflicts as clashes of long-standing ethnic nations.

But even though this doctrine was ideologically adhered to by most of the Serb leaders in Croatia and Bosnia, disunity characterized Serb politics during the Yugoslav disintegration and war. Nationalism was contested and nationalist claims to homogeneity did not reflect the reality of Serb politics. This book provides a comprehensive analysis of Serb politics and challenges widespread assumptions regarding the Yugoslav conflict and war. It finds that although Slobodan Milosevic played a highly significant role, he was not always able to control the local Serb leaders. Moreover, it adds to the emerging evidence of the lack of importance of popular attitudes; hardline dominance was generally based on the control of economic and coercive resources rather than on elites successfully "playing the ethnic card." It moves beyond an assumption of automatic ethnic outbidding and thus contributes toward a better understanding of intra-ethnic rivalry in other cases such as Israel/Palestine, Northern Ireland, Nagorno-Karabakh and Rwanda.

Book excerpt: Since the end of the Cold War, the collapse of the Soviet Union and the dissolution of Yugoslavia, the Mediterranean and Black Sea regions have been faced with multiple upheavals of interethnic violence, bloody secessions and ethnic cleansing. Up to the present, both regions are confronted with unresolved border, minority and security issues, matters of recognition, protracted traumata and claims for justice. After the fall of the iron curtain, simmering ethnic tensions turned into hot wars that created new states, new power-political hierarchies and a heritage of violence. Reaching back to the early 1990s, several international and national transitional justice measures have been applied to face these heritages and lay the foundations for a common future. For the former Yugoslavia, they range from broad criminal trials to a series of restorative justice mechanisms; in the North and South Caucasus they encompass numerous mediation measures and primarily restorative justice efforts. The present volume is concerned with strategies of conflict resolution and prevention subsumed under the concept of reconciliation. It aims at understanding the socio-emotional root causes of political cleavages and daily realities of (post-) conflict societies, especially regarding the impact of competing narratives and unprocessed pasts on exclusive identities and strategic political choices. Applying reconciliation theory, insights from collective memory and transitional justice to a series of selected field studies, it sheds light on the origins of interethnic violence, aims at finding explanations for the fact that many of the above-mentioned conflicts have become intractable and discusses the chances and challenges for transforming interests, emotions, perspectives, roles and identities between and within the respective societies.

In doing so, they set the scene for future struggles over Yugoslavia's Muslim question.

It extends existing cultural studies literature on music, politics and the state, which has largely been grounded in Western European and North American political systems. It also responds to an emerging fascination with the culture and politics of contemporary south-east Europe, expanding scholarship on the post-Yugoslav conflicts by going on to encompass significant social and political changes into the present day. The outbreak of war in 1991 saw almost every professional musician in Croatia take part in a wave of patriotic music-making and the powerful state television system strive to bring popular music under its control. As the political imperative shifted from securing national survival to consolidating a homogenous nation-state, the music industry responded with several strategies for creating a national popular music, producing messages about the nation and, in the ongoing debates over the origins of the folk music that inspired many songs, a way to define the nation by expressing what Croatia was not. The war on ethnic ambiguity which cut through individuals' social and creative lives played out across the airwaves, sales racks and gossip columns of a small country that imagined itself a historical and cultural borderland. These explicit and implicit narratives of nationhood connect many political phases: the months of fiercest fighting, the stabilised front, the uneasy post-war years when the symbolic frontline region of eastern Slavonia had still not returned to Croatian sovereignty, the euphoria and instability after the end of the Tudjman regime in 2000, and Croatia's fraught journey towards the European Union. Baker's book provides valuable insight into the role of music in a wartime and post-conflict society and will be essential reading for researchers and students interested in south-east Europe or the transformation of entertainment during and after conflict.
