Book excerpt: Excerpt from Biennial Report of the Eugenics Board of North Carolina: July 1, 1946 to June 30, 1948 It was believed Wise to proceed slowly in order to develop a sound basis for sterilizations in North Carolina. The magni tude of the problems of feeblemindedness and mental disease in the state, however, indicated that sterilization must be done on a larger scale than formerly if the benefits intended by the legislation were to be secured. When the 1933 legislation was enacted, no appropriations were made for the Eugenics Board. Until June 30, 1935, all expense was borne by the State Board of Public Welfare. In 1935 the General Assembly made a small appropriation to the Eugenics Board. The State Board of Pub lic Welfare, ' however, continued to contribute the part4time services of a staff member to serve as secretary for the Board and to provide additional supplies, materials, and postage. In order to increase the effectiveness of the work of the Eugenics Board, the 1947 Legislature made provision for the employment of an executive secretary. Book excerpt: Excerpt from First Biennial Report of the Eugenics Board of North Carolina: July 1, 1934 to June 30, 1936 Although this is the first biennial report on the work Of the Eugenics Board, the Board was organized in July, 1933 under Chapter 224, Public Laws of 1933. Much of the time during the first three months Was spent in providing legal forms and in working out procedures and policies. The first petitions for sterilization operations were presented to the Board on October 21, 1933. Since that time there has been a gradual increase in the number of cases presented at the monthly meetings, as is indicated by Table I on page 12. During the biennial period ended June 30, 1936 a total of 309 petitions for sterilization were presented to the Board for consideration. The Board authorized operations in 301 Of these cases. Opportunity was given for the parties concerned in each case to Offer their Objections or to give consent in writing for the operation. During this period persons appeared for hear ings in only four cases. The Board declined to authorize the operation in one Of the four cases. The following table shows the number and type of operations performed under orders of the Eugenics Board during the past two years. The Board authorized opera tions in 345 cases of 352 petitions presented for consideration during this period. In the 23 cases where written consent of the parent, guardian, or next of kin could not be secured, the parties concerned were given 15 days' notice of an opportunity to be heard by the Board. Persons appeared for hearings in only three cases. One case was postponed indefinitely; the second case was postponed indefinitely but later the operation was authorized when the case was presented as a consent case, the father of the patient giving his written consent; and action on the third case, which was considered at the last meeting of the biennial period, was continued until the July meeting.
