Book excerpt: At the end of World War I, prize fighting was illegal in the state of Kansas. This restrictive law served to encourage illegal fights with its many attendant evils. The law was amended by the 1925 session of the state legislature by adding the proviso: 'That this section shall not apply to boxing, sparring or wrestling exhibition held under permits issued by the Athletic Commission of the state of Kansas, and in compliance with the rules and regulations issued by it.' The Kansas Athletic Commission, a fee agency, has general supervision of all professional boxing, sparring and wrestling exhibitions in the state except those conducted by universities, colleges, and high schools as intercollegiate or interscholastic contests. The commission prescribes rules and regulations covering such exhibitions and collects license fees and a percentage of the gross receipts of each exhibition held, after deducting the federal tax. The Athletic Commission is not a promotional agency, but acts solely in a regulatory and advisory capacity. The source of revenue for the athletic commission is entirely from boxing and wrestling shows from which a percentage of the gross gate receipts is collected and from the sale of licenses.

Book excerpt: In 1966 the Legislature, recognizing a need for improvement in its services and physical facilities, directed the legislative council to conduct a study and report recommendations for legislative improvements to the 1967 session. Among the subsequent recommendations was a proposal that a special joint committee be created to study and make recommendations on improvements concerning legislative facilities, both short- and long-range. The Joint Committee on Legislative Services and Facilities was created by statute in 1971 as an adjunct of the Legislative Coordinating Council. It was a successor agency to the Joint Committee on Legislative Services and Facilities created in 1969 to provide services and facilities to the Legislature. A primary function of the Joint Committee was to make studies and provide reports with recommendations to the Legislature concerning facilities and services, and the organization and operation of the Legislature. The Joint Committee reported to and conducted its work subject to the direction and supervision of the Council. The Division of Legislative Administrative Services was created in 1975 as a successor agency to the Joint Committee on Legislative Services and Facilities. The major function of the Division is to provide services and facilities to the legislature and to provide a central contact point for the public. The Division mails notices of interim legislative committee meetings, as well as standing committee agenda during the session and has minutes of all legislative committee meetings on file. During legislative sessions the Division mails a copy of every bill, resolution, calendar and journal, printed by order of either house, at fees established by the Council, to anyone requesting such service.

Book excerpt: The Motor Vehicle Reciprocity Commission was created by the 1951 legislature. The Commission was provided by law to confer with officials of other states for the purpose of agreeing upon, establishing, and maintaining fair, equitable and satisfactory reciprocal agreements and plans for the movement of motor vehicles between states, or in lieu of agreements to make declarations for the same purpose; to engage in any conference with officials of any and all other states that in its judgment would be in the best interest of the state of Kansas and the citizens thereof; to enter into reciprocal contracts and agreements as the Commission may deem proper and expedient, fair and equitable to this state or the citizens thereof, with the proper authorities of the adjoining states, or any or all of the states, regulating the use of motor vehicles on the highways of this state belonging to and owned or operated on such highways by citizens of such other slates, in consideration of the granting of such other state to this state, or to the citizens thereof, a like privilege while operating a motor vehicle in such other states; to confer, advise with, and enter into such reciprocity contracts as it may deem proper, expedient, fair and equitable to this state or the citizens thereof with legislative bodies, commissions, boards, or officials duly authorized and empowered by the law of any other state with a view to promoting and establishing such fair, just and equitable reciprocity agreements for the licensing, movement, taxing, registration, regulating and fees to be charged therefor of motor vehicles owned and licensed in this state and operated on the highways of some other state, and those owned and licensed in such other state and operated on the highways of this state; and make biennial report to the legislature. In addition, the Commission holds hearings concerning motor vehicle reciprocity problems, members attend conferences sponsored by state officials relating to motor vehicle reciprocity, and drafts and negotiates motor vehicle reciprocity agreements. This Commission was abolished on July 1, 1973, and at that time the Director of Vehicles of the Department of Revenue assumed the powers, duties and functions of the Commission.

Book excerpt: The Property Valuation Department was created by the 1957 session of the Kansas legislature. When the legislature abolished the former Commission of Revenue and Taxation it provided that the statutory duties of the Commission pertaining to assessment and taxation of property not specifically transferred to the Board of Tax Appeals were transferred to and vested in and imposed upon the Director of Property Valuation to be executed and exercised by him. In general, the director of property valuation has general supervision over the administration of the assessment and tax laws of the state, to the end that all assessment of property, real, personal and mixed, be made relatively just and uniform. Also the director has the duty of assessing for ad valorem tax purposes the property of all railroad, telephone and telegraph, electric power, pipelines and express companies. Specifically, it is the duty of the Director of the Property Valuation Department to (a) devise and prescribe uniform or standard assessment forms and records, property identification maps, land classification maps, land value maps, permanent record cards, and other essential assessment tools; (b) devise, prescribe and furnish to each county personal property manuals showing the true value in money of the various items of property for which market or cash values can be secured; (c) render all assistance possible toward uniform assessments within the counties and throughout the state; (d) assist county assessors to determine the true value in money of non-state assessed properties; (e) compile assessment ratio data; and (f) to perform such other duties as may be prescribed by law. By an act of the 1972 legislature, the Property Valuation Department was transferred to the Department of Revenue and will be known as the Division of Property Valuation, Department of Revenue, effective July 1, 1972.

Book excerpt: The Kansas Neurological Institute was established in July, 1959 when the land and buildings, formerly called Winter Veterans Hospital, were obtained from the federal government to be used as an institution for the mentally retarded. in July, 1959, reconstruction and remodeling were undertaken, staff recruitment was begun, and the first patients were admitted in January, 1960. The purpose of the institute as prescribed by the Legislature is to provide for the evaluation, treatment, training and care of mentally retarded children, the training of personnel, and for research into the causes and prevention of conditions responsible for causing retardation, and proper methods of treatment and training of mentally retarded children. In 1969 KNI joined other national leaders in what became a trend in shifting from custodial care to resource centers offering comprehensive professional services for the mentally retarded. April 18, 1977, the Developmental Discipline concept was given official recognition and acceptance in the State of Kansas. Thus, from the long practiced medical model of custodial care had evolved the developmental model of habilitation and training. The goal of the Kansas Neurological Institute is: 'to function as a regional community Resource Center, committed to responding creatively and effectively on behalf of the retarded by providing services and resources which supplement or enrich efforts of individual families and basic specialized health, education and welfare services available in the community. The programs and services provided by KNI continue to be planned and implemented with the intent that a maximal number of residents may receive the training and preparation that will enable their return to the community into the environment that is considered the least restrictive to each individual's needs. The scope of planned programming ranges from those that will accommodate individuals in need of short term crisis care to the severely-profoundly handicapped who require long term developmental program planning.

Book excerpt: Pittsburg State University was originally organized in 1903 as the Auxiliary Manual Training Normal School, a branch of the Emporia school, with the purpose of preparing teachers of home economics and manual training for the public schools. The Pittsburg branch opened in quarters provided by the City of Pittsburg Board of Education until, in 1905, the legislature provided funds for the acquisition by purchase of its permanent site on South Broadway in the City of Pittsburg. The school became a four-year institution in 1913 and was renamed Kansas State Teachers College of Pittsburg in 1923. In 1959, the legislature, recognizing a still further change of function, changed its name to the Kansas State College of Pittsburg. Kansas State College of Pittsburg became Pittsburg State University by legislative action in the spring of 1977. Pittsburg State University, as a multi-purpose state-supported institution whose primary objective is to offer appropriate educational programs to those in its service area, the college recognizes six principal areas of endeavor: General education; liberal arts and sciences; specialized occupational education; teacher education; graduate education; and continuing education, community services and research. Each of these has its own aims and objectives and contributes in a significant way to the primary objective of the University. The college is fully accredited for all degree programs through the specialist in education degree by the North Central Association of Colleges and Secondary Schools and the National Council for the Accreditation of Teacher Education.
