The United Nations Conference on Environment and Development (UNCED) in Rio de Janeiro, in June 1992, was a unique event in the annals of international affairs. The ‘Earth Summit’ brought more heads of state and government together than any previous meeting, and five separate agreements were signed by most of the participating governments. It was billed as the world’s greatest opportunity to resolve pressing problems of continuing poverty and environmental destruction and to set the world on a path of sustainable development. Thirty thousand people descended upon the city, and the Summit received a blaze of publicity around the world. Yet despite the vast efforts devoted to it, and the unprecedented press coverage which it received, to many the Earth Summit is still a mystery. The outcome has been labelled as everything from a disastrous fiasco to an outstanding success. Which was it; indeed, what was it? What came out of it? What was actually agreed, and what does it mean for the future of environment and development issues? This book presents a major summary and analysis of UNCED. It explains the background to the conference, its major achievements and disappointments, and the legacy which it has left. Individual chapters examine in detail each of the five main agreements signed at Rio, providing a short description of the negotiating background, analysis of the final text, and the likely implications. Book excerpt: The book focuses on the International Development Research Centre as a unique institution that has funded research in the developing South—research proposed and undertaken by Southern researchers—and how, as a result, it has had tremendous impact despite a relatively small budget. The IDRC is much better known in the developing South than in Canada; in many of the roughly 150 countries in which it has provided research funding it has contributed to creating a very positive image of Canada. The centre’s arms-length relationship with Canadian government assistance provides it with enormous freedom and flexibility—it was established in 1970 with its own act under the Trudeau government. The IDRC board is one-half international and one-half Canadian and is the only governmental agency in the world that has this structure, giving them unique insight into Southern development issues. One of the IDRC’s founding principles was its insistence on having Southern researchers decide which projects would be put forward for possible funding, and much care has been taken to avoid “research imperialism” or “colonialism.” An analysis of the path less travelled, but which IDRC found amenable, is fundamental to this history of the centre, and the book highlights the decisions, ideas, and practices that flow from this basic premise.

And growing populations and accelerating demands for fresh water are putting ever greater pressures on already scarce water resources. In this wide-ranging study, Arun Elhance explores the hydropolitics of six of the world's largest river basins. In each case, Elhance examines the basin's physical, economic, and political geography; the possibilities for acute conflict; and efforts to develop bilateral and multilateral agreements for sharing water resources. The case studies lead to some sobering conclusions about impediments to cooperation but also to some encouraging ones--among them, that it may not be possible for Third World states to solve their water problems by going to war, and that eventually even the strongest riparian states are compelled to seek cooperation with their weaker neighbors.
