It recommends that the Army and the Air Force work together to develop new concepts and technologies to improve the partnering of air and ground. It recommends new processes to effectively designate targets and improved control mechanisms to exploit the benefits of the digital battlefield.

Although these efforts were quite successful, there is growing recognition by both airmen and soldiers that air-ground cooperation is increasingly important and that additional steps must be taken. This report seeks to help the Air Force engage the Army in a constructive dialogue on this issue. In particular, it addresses three policy questions: (1) How should air attack and ground maneuver be integrated? (2) How should the CAS terminal control function be executed? (3) How should ground maneuver/fires and air attack be deconflicted?

By examining the key lessons from all insurgencies since World War II, it finds that most policymakers repeatedly underestimate the importance of indigenous actors to counterinsurgency efforts. The U.S. should focus its resources on helping improve the capacity of the indigenous government and indigenous security forces to wage counterinsurgency. It has not always done this well. The U.S. military-along with U.S. civilian agencies and other coalition partners-is more likely to be successful in counterinsurgency warfare the more capable and legitimate the indigenous security forces (especially the police), the better the governance capacity of the local state, and the less external support that insurgents receive.

These professionals, trained and hired to give legal advice on an array of military operations, have become known as war lawyers. The War Lawyers examines the laws of war as applied by military lawyers to aerial targeting operations carried out by the US military in Iraq and Afghanistan, and the Israel military in Gaza. Drawing on interviews with military lawyers and others, this book explains why some lawyers became integrated in the chain of command whereby military targets are identified and attacked, whether by manned aircraft, drones, and/or ground forces, and with what results. This book shows just how important law and military lawyers have become in the conduct of contemporary warfare, and how it is understood. Jones argues that circulations of law and policy between the US and Israel have bolstered targeting practices considered legally questionable, contending that the involvement of war lawyers in targeting operations enables, legitimises, and sometimes even extends military violence.

Since 9/11, however, relationships between SOF and their partners have not always been properly built and maintained. The authors trace the causal effects of constraints, trainings, and incentives and their impact on the current North Atlantic Treaty Organization (NATO) SOF approach of building enduring relationships. Motivated by numerous deployments to Afghanistan, Iraq, and Syria, with recurring problem sets, we chose to conduct a struc-tured-focused comparison between U.S. and Danish SOF supporting Operation Inherent Resolve in Al Anbar, Iraq (2015-2018) and German SOF during the shift of the NATO-led International Security Assistance Force to Resolute Support mission in Afghanistan (2013-2015). The analysis of these cases finds that specific interactions of the studied factors not only cause variations in relationships between SOF and partner forces, but ultimately influence operations and objectives determining mission success or failure. With further testing of our analysis and recommendations, this research can help to identify inherently flexible and nested strategic options for SOF senior leaders, allowing them to deploy SOF elements efficiently during times of asymmetric, diffuse, and episodic conflicts. Gojowsky and Koegler have written a fascinating and important manuscript concerning the use and lessons-learned of SOF in recent asymmetrical conflicts. In doing so, the authors systematically assess modern SOF tactics, techniques, and procedures (TTP) and relationships between NATO SOF and their local partners. This is a must-read for those interested in the future of SOF as well as counter-insurgencies' future TTPs, constraints and incentives. Book excerpt: During the more than three decades that have elapsed since the war in Vietnam ended, the U.S. Air Force and U.S. Navy have progressively developed a remarkable degree of harmony in the integrated conduct of aerial strike operations. That close harmony stands in sharp contrast to the situation that prevailed throughout most of the Cold War, when the two services lived and operated in wholly separate physical and conceptual worlds, had distinct and unique operating mindsets and cultures, and could claim no significant interoperability features to speak of. Once the unexpected demands of fighting a joint littoral war against Iraq in 1991 underscored the costs of that absence of interoperability, however, both the Air Force and the Navy quickly came to recognize and embrace the need to change their operating practices to accommodate the demise of the Soviet threat that had largely determined their previous approaches to warfare and to develop new ways of working with each other in the conduct of joint air operations to meet a new array of post-Cold War challenges around the world. This monograph describes the evolution of Air Force and Navy integration in aerial strike warfare from the time of the Vietnam War, when any such integration was virtually nonexistent, to the contemporary era when Air Force and Navy air combat operations have moved ever closer to a point where they can be said to provide both a mature capability for near-seamless joint-force employment and a role model for other possible types of closer Air Force and Navy force integration in areas where the air and maritime operating domains intersect.
