Book excerpt: President Bill Clinton introduced a fundamental change to U.S. policy toward Sub-Saharan Africa when he signed the African Growth and Opportunity Act into law on May 18, 2000. Until then, U.S. relations with Africa had been defined largely by Cold War calculations, donor-recipient relations, aid for poverty alleviation and emergency relief. But AGOA moved the U.S. away from a singular reliance on development assistance as a strategy for engaging African countries and introduced trade between these countries and the U.S. and investment by the United States as stimuli for economic development and poverty reduction. During the last 12 years, moreover, AGOA has both contributed to and benefited from the many transformative trends in Africa.

Book excerpt: More than 14 years ago, the Congress passed the African Growth and Opportunity Act, which is known as AGOA. For the first time, the United States established a trade policy that was specific to sub-Saharan Africa. AGOA was designed by a bipartisan group of lawmakers with the goal of fostering opportunities for African entrepreneurship and strengthening its job-creating trade ties with our country. Today the law allows almost all products from eligible African countries to be imported duty-free. In 2000, trade between the United States and Africa stood at less than $30 billion. It more than tripled over the following decade as exports diversified and grew, supporting job growth in both our country and in Africa. There are more than 100,000 red, white, and blue American jobs tied to AGOA. American exports to sub-Saharan Africa grew about 250 percent since the program's inception, particularly benefiting aerospace, auto, and agricultural jobs here at home.

Book excerpt: Signed in 2000, the African Growth and Opportunity Act (AGOA) is a trade preference program that seeks to promote economic development in 49 sub-Saharan African countries by allowing eligible countries to export qualifying goods to the United States without import duties. The act requires the U.S. government to conduct an annual eligibility review to assess each country's progress on economic, political, and development reform objectives in order to be eligible for AGOA benefits. AGOA also requires an annual forum to foster closer economic ties between the United States and sub-Saharan African countries. This book examines U.S. government TCB assistance in support of AGOA; the extent to which U.S. Agency for International Development (USAID) has made efforts to develop strategic approaches to AGOA utilization; how the AGOA eligibility review process has considered economic, political, and development reform objectives described in the act; and how sub-Saharan African countries have fared in certain economic development outcomes since the enactment of AGOA.

Book excerpt: Africa's societies and their economies are in crisis with mounting external debts and falling incomes leading to collapsing infrastructure, more widespread disease, illiteracy, malnourishment adn social conflict. The text argues that the problenms are not insuperable, but that whereas their causes are largely external, the only long-term solutions rest in African hands. The author shows that the adjustment programmes imposed by the World Bank and the IMF on many African countries have compounded the disastrous impact that foreign debt, trade restrictions and falling export prices have had. With the threats of proposed changes in the structure of world trade, they ammount to the virtual recolonization of much of the continent and offer its people little hope. To the contrary real development will only be achieved through long-term strategies appropriate to African circumstances, which return control of its abundant resources to Africans themselves and which ensure greater democracy and accountability in African political structures. The author is a member of the Economic Commission for Africa and Chair of the Institute for African Affairs.
