But now, given its own policies of national development, Russia appears to have ‘limits to integration’. Today, much European political discourse again evokes East/West civilisational divides and antagonistic geopolitical interests in EU-Russia relations. This book provides a carefully researched and timely analysis of this complex relationship and examines whether this turn in public debate corresponds to local-level experience – particularly in border areas where the European Union and Russian Federation meet. This multidisciplinary book - covering geopolitics, international relations, political economy and human geography - argues that the concept ‘limits to integration’ has its roots in geopolitical reasoning; it examines how Russian regional actors have adapted to the challenges of simultaneous internal and external integration, and what kind of strategies they have developed in order to meet the pressures coming across the border and from the federal centre. It analyses the reconstitution of Northwest Russia as an economic, social and political space, and the role cross-border interaction has had in this process. The book illustrates how a comparative regional perspective offers insights into the EU-Russia relationship: even if geopolitics sets certain constraints to co-operation, and market processes have led to conflict in cross-border interaction, several actors have been able to take initiative and create space for increasing cross-border integration in the conditions of Russia’s internal reconstitution.

Book excerpt: The strengthening of relations between Poland and Ukraine over the last 25 years is one of the most positive examples of transformations in bilateral relations in Central and Eastern Europe. In spite of the complex and difficult historical heritage dominated by the events of the World War II and the first few years that followed, after the fall of Communism in Poland and Ukraine, bilateral institutional cooperation was successfully undertaken, and mutual social contacts were recreated. The issue of Polish-Ukrainian relations at the international and trans-border level gained particular importance at the moment of expansion of the European Union to the east, and announcement of the assumptions of the European Neighbourhood Policy in 2004. Since then, relations have continued to thrive and provide a blueprint for cross-border relations in other parts of the EU. In this book the authors examine the issue of cooperation and cross-border relations on the new external border of the EU. The book's primary objective is to present the way in which the Polish and Ukrainian parties develop the bilateral cooperation, adapting to the changing geopolitical conditions, and responding to the related challenges. The chapters offer a comprehensive diagnosis of the conditions determining the current and future state of Polish-Ukrainian cross-border cooperation and describe the area as a social, economic, and political space. Various national and regional settings are analyzed along the old East-West divide. In post-Cold War Europe the East-West divide no longer exists in the form of the clear-cut Iron Curtain, separating two security blocs, two politico-economic systems, and two ideologically and culturally distinct worlds. Still, it remains clearly discernible, both in the form of unrelenting politico-cultural differences and as an economic Golden Curtain. At the same time, a more complicated system of intersecting political, economic and mental borders keeps developing. Today, there are various scales of interaction, which produce distinctive national, regional and local experiences of borders. In this book, the construction of new political, economic and mental borders is analysed by specialists from both sides of the former East-West divide. The future of European borders is discussed in various national and regional settings, from the Barents Region in the North to the Old Habsburgian lands in ‘Mitteleuropa’.

Book excerpt: More than 15 years after the collapse of the Soviet Union and two decades after the last Soviet President, Mikhail Gorbachev, raised hopes that Russia would liberalize and join a common European home, Moscow again resorts to authoritarian means amid the continuing absence of a mutual agenda for Russia's integration into Western institutions. Since the end of the Cold War, Russia and the West have averted renewed confrontation but managed only to craft a series of half-formed, suboptimal partnerships-with the European Union (EU), the North Atlantic Treaty Organization (NATO), and the Group of 71-in which Russia is neither anchored by democratic rules nor fully excluded by Western institutions. These "special relationships," which have been often turbulent, are now seriously strained by Russia's stronger geopolitical position, boosted by sustained high economic growth and market power in energy, and newly-emboldened rulers, who seek to renegotiate terms. Why did "special relationships" materialize between Russia and the dominant Euro-Atlantic institutions instead of a Concert of Europe, a Cold Peace, full integration into Western institutions, direct confrontation, or a different outcome? How durable is the present, second best equilibrium? Which factors would increase the prospects for a mutually-beneficial agenda for integration? What are the risks that a more authoritarian and nationalist Russia will grow defiant and revanchist over its unfavorable terms of engagement, leading not to closer cooperation but a reemergence of two Europes, one led by the EU and NATO as the core and the other centered on Russia, relegated to the periphery and tempted to act as a spoiler and a closer ally of rogue regimes in Eurasia and elsewhere? This monograph, which focuses on Russia and the EU, explains why such special relationships tend to produce shallow collaboration, symbolic summitry, and costly standoffs. It underscores the bargaining problems which block closer cooperation in areas of mutual interest, from managing energy interdependence, instability in the Balkans, and nuclear proliferation in the Middle East, to negotiating a new partnership and cooperation agreement. The ongoing disputes are over terms, not just enforcement, and rooted in asymmetries in power, uncertainty about the distributional costs and benefits of engagement, and mistrust generated by Russia's continued unwillingness or inability to lock-in the liberal domestic structures necessary to make credible commitments or converge to European norms. Domestic interests and political veto players further work against deep cooperation. Russia's autocrats and dominant elites who gain phenomenal wealth from their positions of power have a stake in a nontransparent, illiberal Russian state and eschew international agreements requiring strict conditionality and accountability. Russia even has shown its willingness to cut the flow of energy supplies to two key transit states, Ukraine and Belarus, over price disputes, notwithstanding the disruptions to its EU customers farther west. For its part, the EU often is unable to impose discipline on the national politics and domestic interests of 27 member states, making it easier for Moscow to cut myopic, bilateral deals such as the German-Russian energy cartel which is building a gas pipeline under the Baltic Sea, bypassing Ukraine and Poland, which depend heavily on Russia for energy. Warsaw, in turn, has been willing to use its EU veto to block the start of negotiations on a new EU-Russia partnership and cooperation treaty, underscoring political and economic disputes with Moscow. For both the Europeans and Russians, mistrust persists, and both sides are profoundly ambivalent about the desirability of deepening their relationship.

Book excerpt: One of the main goals of the EU is to increase the competitiveness of integrating countries and regions. North-eastern borderland of the EU is an important area for the whole European Union because of its geopolitical location. Countries located here are members of two communities: the European Union and the Commonwealth of Independent States. Different political and economic systems resulted in creating the differences of regional competitiveness. Market liberalization that took place in the first group brought economic growth increase but deepened interregional differentiations as well. Interregional differentiations deepened also in the Russian Federation whereas in Belarus old, opposite to market economy rules, tendency of centralized leveling of differentiations has been continued. As a result north-eastern borderland of the EU became more and more incoherent. This occurrence is still not enough identified and documented.Present paper aims at describing the results of analyses and evaluation of territorial differentiation dynamics and level of economic competitiveness in the area of selected, bordering regions of Poland, Lithuania, Latvia and Estonia. These results are an outcome of international research project, including statistical and questionnaire research. Conclusions of this project may contribute in improvement of regional policy and good neighbourhood policy of the European Union.

Book excerpt: Since 1991, post-Soviet political elites in Ukraine, Russia and Belarus have been engaged in nation- as well as state-building. They have tried to strengthen territorial sovereignty and national security, re-shape collective identities and re-narrate national histories. Former Soviet republics have become new neighbours, partners and competitors searching for geopolitical identity in the “new Eastern Europe,” i.e. the countries left outside the enlarged EU. Old paradigms such as “Eurasia” or “East Slavic civilisation” have been re-invented and politically instrumentalized in the international relations and domestic politics of these countries. At the same time, these old concepts and myths have been contested and challenged by pro-Western elites. The main subject of this book is the construction of post-Soviet borders and their political, social and cultural implications. It focuses on the exemplary case of the Ukrainian-Russian border, approaching it as a social construct and a discursive phenomenon. The book shows how the symbolic meanings of and narratives on this border contribute to national identity formation and shape the images of the neighbouring countries as “the Other” thereby shedding new light on the role of border disputes between Ukraine and Russia in bilateral relations, in EU neighbourhood politics and in domestic political conflicts. The study also addresses “border making” on the regional level, focusing on the cross-border cooperation between Kharkiv and Belgorod and on the dilemmas of a Euroregion “in absence of Europe.” Finally, it reflects the everyday experiences of the residents of near-border villages and shows how national and local identities are performed at, and transformed by, the new border.
