Set in a critical conjuncture characterized by high popular expectations and international goodwill on the one hand and weak institutions and deep-seated social cleavages exacerbated by years of military rule on the other, the new civilian governments at the Federal and State levels were expected to quickly deliver the "e;dividends of democracy"e; to prevent an authoritarian throwback. The expectations included a quick improvement in social service delivery, ending egregious human rights violations of the military era, improving infrastructure, strengthening institutions of governance and creating jobs. But how did the Obasanjo regime fare in meeting the citizens' expectations in its first term in office? What were the challenges faced by practitioners in all the branches and levels of government in achieving their electoral promises and public expectations? And how did they respond to those challenges? In this book, some of Nigeria's leading academics dialogue with politicians who hold or have held key political positions, including Governor Ibrahim Idris of Kogi State, former state governors Orji Kalu, Sam Egwu and Chris Ngige, as well as other key political practitioners to find answers to some of the above questions. The contributors address numerous thorny issues in Nigerian politics and governance including federalism and presidentialism, elections and the electoral process, the judiciary and courts, parties and the party system, the economy, as well as foreign policy. Specifically, they address the issues of executive-legislative relations, executive-judiciary relations, party-government relations, Federal and State relations and the relations between President Obasanjo and State Governors that he regarded as recalcitrant. The book is unique in that it departs from the conventional academic balance sheet approach of matching popular expectations against government's service delivery to actually incorporate the views and experiences of the practitioners in the field. This is done not for self-justificatory purposes, but to genuinely articulate and perspectivise the challenges the practitioners faced and their own efforts at coping with such challenges.

He is currently adjunct Professor of Political Science at the Nnamdi Azikiwe University, Awka and Pro-Chancellor and Chairman of Council of the Anambra State University. He has published widely on Nigerian Politics, including the classic study of pressure group politics in Nigeria entitled Church and Politics in Eastern Nigeria (1986) Okechukwu Ibeanu is professor of Political Science and Dean of the Faculty of Social Sciences at the University of Nigeria, Nsukka. He is also the Special Rapporteur of the United Nations Human Rights Council on the adverse effects of toxic wastes on the enjoyment of human rights. He has published extensively on conflict and security issues in the Niger Delta, including Civil Society and Conflict Management in the Niger Delta (2005) and Oiling Violence (2006), which is on the proliferation of small arms and light weapons in the Niger Delta. His latest book is Election and the Future of Democracy in Nigeria (2007).

A persistent bug decimating Nigeria’s democracy and repeatedly leading to military coups has been brazen electoral violence perpetrated by the nation’s political elite. Nigeria's 2019 Democratic Experience analyses and explains what went wrong in Nigeria’s experiment with democracy. Nigeria, Africa’s most populous nation and the world’s seventh most populous nation, also contributes 70% of West Africa’s population. She is sub-Saharan Africa’s largest oil producer and has remained Africa’s largest economy by GDP since 2014. The country has hundreds of diverse ethnic nationalities and languages grouped into 36 states (or federating units) and an independent federal capital territory. Though recognized as Africa’s largest democracy, her democratisation process since the 1960s has remained tumultuous with massive electoral violence and political intolerance. This repeatedly compelled the military to intervene in the nation’s political history in the years 1966, 1983 and 1985. It is these developments that provided the motivation for this volume to capture for posterity the conduct of the 2019 General Elections in Nigeria.

Book excerpt: This book compares the rapid development of South Korea over the past 70 years with selected countries in sub-Saharan Africa to assess what factors contributed to the country’s success story, and why it is that countries that were comparable in the past continue to experience challenges in achieving and sustaining economic growth. In the 1950s, South Korea’s GDP per capita was $876, roughly comparable with that of Cote d’Ivoire and somewhat below Ghana’s. The country’s subsequent transformation from a war-ravaged, international aid-dependent economy to the 13th largest economy in the world has been the focus of considerable international admiration and attention. But how was it that South Korea succeeded in multiplying its GDP per capita by a factor of 23, while other Less Developed Countries continue to experience challenges? This book compares South Korea’s politics of development and foreign assistance with that of Ghana, Nigeria, and Zambia, which were also major recipients of the U.S. aid, to investigate the specific contexts that made it possible for South Korea to achieve success. Overall, this book argues that effective state capacity in South Korea’s domestic and international politics provided an anchor for diplomatic engagement with donors and guided domestic political actors in the effective use of aid for economic development. Book excerpt: The withdrawal of imperial colonizers from Africa in the second half of the 20th century precipitated the need for newly independent African nations to establish political, economic, and social structures that would ensure the development of cohesive, stable, and functional nations. While Africans yearned for independence, once granted, the challenges of nation-building became apparent immediately. Nigeria, like many African nations, has stumbled through the early postcolonial period with no clear post-colonial direction, dashing the hopes of its people and undermining confidence in its future. This book makes the case that the protracted decades of underdevelopment in Africa, and especially Nigeria, is traceable to a crisis of leadership that has crystallized in the institutionalization of organized corruption as part of its professional ethos. It argues that as a direct consequence of such practices over several decades, the population has been dehumanized. The situation of Africa in general, and Nigeria in particular, has been deemed so inimical and colossal that Justice Oputas panel advised a program of moral action from kindergarten right through to the entire polity (Report of the Human Rights Violations Investigation Commission, 2002). This is an indictment on the Nigerian population, and rightly so because for more than 40 years after independence, the country has been through a spiraling crisis in leadership and corruption such that massive looting of the national treasure is unprecedented in the history of developing countries. So many attempts have been made in search of national ideology that might spur development. This writer is proposing, in this vein, the implementation of a Conscientization philosophy similar to Paulo Freires as a viable ideology that would arrest and reverse the deteriorating situation. Freires thought was influenced largely by socio Economic and political situations in Brazil. These same ugly and dehumanizing conditions are now generally characteristic of Nigeria. Hence, Freires education as practice of freedom is very relevant to the Nigerian situation. This dissertation elaborates how to develop and implement the Conscientization philosophy and shows why it would be extraordinarily appropriate in Nigeria in such a way as to contribute to the good society.
