Book Benefit cost Analysis

Download or read book Benefit cost Analysis written by A. Allan Schmid and published by Routledge. This book was released on 2019-03-01 with total page 348 pages. Available in PDF, EPUB and Kindle. Book excerpt: Choice is the name of the game. Government sets the size of the public budget and decides which public projects it will invest in and which transfers and regulations it will implement. To do this systematically the government must have a procedure that displays the consequences of the alternatives. This book is an exposition of benefit-cost analysis (BCA), an analytic framework for organizing thoughts, listing the pros and cons of alternatives, and determining values for all relevant factors so that the alternatives can be ranked. A major question illuminated by this text is whether the results of such an analysis can instruct government--in the sense of telling it what it must do to avoid being labelled stupid, corrupt, irrational, and/or inefficient. How and when, we will ask, can the benefit-cost analyst label a particular governmental investment, policy, or regulation as political (in the pejorative sense) as opposed to economic (in the laudatory sense of being economically justified)? This book will argue that BCA is much like a consumer information system. Consumer information neither tells consumers what to do nor tells them what they should want. However, it does tell them which products will perform in selected ways and at what costs. And this information, together with the independently arrived at wants, helps the consumer make intelligent choices.

Book Theory and Practice in Policy Analysis

Download or read book Theory and Practice in Policy Analysis written by M. Granger Morgan and published by Cambridge University Press. This book was released on 2017-10-12 with total page 608 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many books instruct readers on how to use the tools of policy analysis. This book is different. Its primary focus is on helping readers to look critically at the strengths, limitations, and the underlying assumptions analysts make when they use standard tools or problem framings. Using examples, many of which involve issues in science and technology, the book exposes readers to some of the critical issues of taste, professional responsibility, ethics, and values that are associated with policy analysis and research. Topics covered include policy problems formulated in terms of utility maximization such as benefit-cost, decision, and multi-attribute analysis, issues in the valuation of intangibles, uncertainty in policy analysis, selected topics in risk analysis and communication, limitations and alternatives to the paradigm of utility maximization, issues in behavioral decision theory, issues related to organizations and multiple agents, and selected topics in policy advice and policy analysis for government.

This book was released on 2013-01-01 with total page 465 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'This book is a superb textbook treatment of benefit–cost analysis. It is well designed for students in public policy, public administration, public health, social work, environmental affairs, law and business.' – John D. Graham, Indiana University, US 'Principles and Standards for Benefit–Cost Analysis is well worth reading. The volume reproduces some chapters previously published online in the Journal of Benefit–Cost Analysis alongside new material that has not yet appeared in print, and does so in a logical and appealing way. Even the several chapters with which I disagreed made me think hard about my own views. And thinking hard is a good thing!' – Paul R. Portney, University of Arizona, US Benefit–cost analysis informs which policies or programs most benefit society when implemented by governments and institutions around the world. This volume brings together leading researchers and practitioners to recommend strategies and standards to improve the consistency and credibility of such analyses, assisting analysts of all types in achieving a greater uniformity of practice. Although new analytical approaches are constantly being used and tested, this book supports the emergence of a professional culture adhering to a set of principles and standards that can be used to identify useful analytical processes and to discard less useful ones. Contributors to this volume come from a wide variety of backgrounds and include authors of leading textbooks, editors of journals, former government officials, and practitioners whose analyses have shaped decisions about education, the environment, security, income distribution, and other vital social and economic policies. Students and professors of public sector economics will find much of interest in this groundbreaking book. Practitioners working in government, non-profit organizations, and international institutions, including welfare economists, policy analysts, environmentalists, engineers, and others will also benefit from this volume's sophisticated and practical recommendations.

This book was released on 2004-07-13 with total page 376 pages. Available in PDF, EPUB and Kindle. Book excerpt: Criticism is the habitus of the contemplative intellect, whereby we try to recognize with probability the genuine quality of a l- erary work by using appropriate aids and rules. In so doing, c- tain general and particular points must be considered. The art of interpretation or hermeneutics is the habitus of the contemplative intellect of probing into the sense of somewhat special text by using logical rules and suitable means. Note : Hermeneutics differs from criticism as the part does from the whole. Antonius Gvilielmus Amo Afer (1727) There is no such thing as absolute truth. At best it is a subj- tive criterion, but one based upon valuation. Unfortunately, too many people place their fate in the hands of subjective without properly evaluating it. Arnold A. Kaufmann and Madan M. Gupta The development of cost benefit analysis and the theory of fuzzy decision was divided into two inter-dependent structures of identification and measurement theory on one hand and fuzzy value theory one the other. Each of them has sub-theories that constitute a complete logical system.
