This report examines the state of high school student assessment and reviews standards and accountability strategies. It reports on the policies, programs, and initiatives in all provincial ministries or departments of education and a sample of school boards across the country. Data were derived from a telephone survey of departmental/ministerial representatives from all 10 provinces and the 2 territories and from a questionnaire that was mailed to 279 school boards. A total of 140 boards responded, a 50 percent response rate. Data show that both boards and ministries are putting more emphasis on the development of comprehensive policies to cover all aspects of student evaluation. There is some movement away from relying on paper-and-pencil testing as the sole means of evaluation; the use of more authentic, performance-based approaches and a greater variety of assessment techniques are being promoted. Some of the best practices in high school evaluation involve use of a broad range of assessment methods; introduction of or improvements to provincial examinations; greater use of summative and formative evaluations; greater emphasis on modifying evaluation for special-needs students; use of performance-based assessment; and more reporting to parents and the public. Thirteen tables are included. Appendices contain copies of the two questionnaires and selected school board material. (Contains 19 references.) (LMI)

Book excerpt: This book locates recent developments in teacher certification in North America within a broader, international policy context characterized as hegemonic neo-liberalism wherein economic rationalism has begun to trump professional judgment. We focus on teacher certification because it addresses fundamental questions about who will teach, what are the required minimum levels of competence, and who will make those decisions. Such questions are central to teaching, constituting a new battleground for education in North America. Two ideas—economic rationalism and professionalization—have become pivotal to education policy. Economic rationalism finds its expression in a free market ideology. Professionalization has two meanings: professionalizing the practice of teaching (constructing a professional knowledge base); and professionalizing the status of teaching (through links with universities and self-regulation). These ideas’ contestation varies by setting. In the USA, neo-liberalism has attacked professional knowledge, questioning its scientific veracity. Professionalization advocates claim that the neo-liberalist aim is to undermine teaching as a profession. In Canada, neo-liberalist critics are heard but have limited impact on policy. Professionalization has emphasized teachers’ pedagogical development and a valuing of the field’s input into teacher preparation. Neo-liberalist economic rationalism plays itself out overtly in the USA as de-regulation; in Canada, it lies embedded within labor mobility agreements. In the USA, professionalization highlights professionalism in practice; in Canada, the governance of teaching. This book explores how economic rationalism is using labor mobility agreements in Canada as a covert operation analogous to de-regulation in the USA to assert its dominance in the battle to de-professionalize teaching in North America.

Book excerpt: This book uses a multi-dimensional conceptual framework to demonstrate how neoliberal forces have been manifested through changes to K–12 public education finance policy in British Columbia, Canada between 2001 and 2015. The text offers in-depth critical policy analysis to illustrate how the public education system has been impacted by the emergence of a hybrid model of public-private funding. By examining the impacts of this neoliberalized model, in which school districts must compete for public funding and engage in for-profit activities, the book highlights emerging financial inequalities; exacerbated inequities for students; increased entrepreneurialism; closer alignment of administrators’ subjectivities with a managerial approach to educational leadership; and an illusion of local autonomy. Ultimately, the text makes powerful contributions by calling attention to detrimental processes of neoliberalization, marketization, and privatization within public education, as well as the managerialization of educational leadership.
