Book excerpt: Since the emergence of social media in the journalistic landscape, the BBC has sought to produce reporting more connected to its audience while retaining its authority as a public broadcaster in crisis reporting. Using empirical analysis of crisis news production at the BBC, this book shows that the emergence of social media at the BBC and the need to manage this kind of material led to a new media logic in which tech-savvy journalists take on a new centrality in the newsroom. In this changed context, the politico-economic and socio-cultural logic have led to a more connected newsroom involving this new breed of journalists and BBC audience. This examination of news production events shows that in the midst of transformations in journalistic practices and norms, including newsgathering, sourcing, distribution and impartiality, the BBC has reasserted its authority as a public broadcaster. Despite its claim to be independent and impartial, and the constant accusations of a liberal bias, the BBC has always sided with the elite. As Tom Mills demonstrates, we are only getting the news that the Establishment wants aired in public. Throughout its existence, the BBC has been in thrall to those in power. This was true in 1926 when it stood against the workers during the General Strike, and since then the Corporation has continued to mute the voices of those who oppose the status quo: miners in 1984; anti-war protesters in 2003; those who offer alternatives to austerity economics since 2008. But despite the sheer volume of literature produced during the ‘war on terror’ period, few studies have sought to consider the way this entity has been represented within the news media. The BBC, the War on Terror and the Discursive Construction of Al-Qaeda addresses this significant gap in knowledge by providing an original and much needed assessment of the various strategies used to depict ‘al-Qaeda’, and thus make it meaningful for British television audiences. Drawing on the work of French philosopher Michel Foucault, and focusing on Britain’s most watched and trusted news programme, the BBC’s flagship ‘News at Ten’ bulletin, the book provides insight into both the visual and verbal nature of these representations and the way they have shifted over the course of a ten-year period, while also shedding light upon the broader political and social consequences of the BBC’s portrayals. In doing so, the book not only helps to develop a deeper understanding of the complexity of the BBC’s representations, and their various shifts and transformations, but also details the process through which ‘al-Qaeda’ has been pieced together from a range of cultural parts. And how, ultimately, the dominant mode of representation used to portray this entity is one that closely resembles Britain’s own, diverse multicultural ‘self’.

Book excerpt: The Foreign Affairs Committee believes the BBC World Service is of such value to the nation that its income should be ring-fenced against spending cuts. The Service has suffered a disproportionate reduction in its future Grant-in-Aid under the spending review settlement, by comparison with that of the 'core FCO': allowing for inflation, 16% as against 10% across the four years 2010-11 to 2014-15. High-level discussions between the Government and the BBC about a transfer of funding responsibility started only nine days before the formal announcement of the change. The report says that the decision to reduce World Service spending by 16% during the 2010 spending review period should be reversed, and resources made available for it to continue its operations at roughly the 2010-11 level of staffing and output. If the Service's funding is reduced in spite of this recommendation, the committee urges for damage limitation with an unreduced BBC Hindi and BBC China Mandarin shortwave service, and enhanced resources to BBC Arabic as required by the recent and continuing political developments in the region. Some of the activity of the World Service contributes to the wider aims of the Department for International Development, and a transfer of just 0.35% of DFID's resource budget over the next three years would compensate for the proposed 16% reduction in World Service funding. There is no reason why such a transfer should not be made if the political will to carry it out is present.
