GAO found that: (1) as part of its battlefield digitization plan, the Army plans to conduct a series of costly experiments from 1995 to 1997 to demonstrate the utility of a digitized force; (2) risks that the Army faces in implementing its digitization plan include integration, software development, hardware costs, unknown quantity requirements, communications, and interoperability with other command and control systems; (3) specific and measurable goals are needed to evaluate the achievements of each experiment, and these goals should be met before proceeding to the next experiment; (4) the Army is risking investments of almost $400 million for digital systems needed to conduct increasingly larger scale experiments through fiscal year 1999; (5) the investment required to digitize a 10-division Army could be as high as $4 billion; and (6) since Congress has directed the Army to include the Marine Corps in its digitization plan, the Department of Defense must identify funding for the Marine Corps to ensure its participation and success in the digitization program.

Book excerpt: In November 1995, the General Accounting Office (GAO) reported to the Congress on the Army's efforts to automate a number of battlefield functions through creation of a vast network of computers, sensors, and communications systems that would provide a common, simultaneous picture of the battlefield from soldier to commander. More recently, GAO examined the Army's Land Warrior soldier system, estimated to cost in excess of $1.4 billion, and its role in the 'digital' battlefield. The objectives for this report were to: (1) determine the status of various technology and human factor problems associated with system development; (2) evaluate the acquisition strategy for the Land Warrior system; and (3) assess plans to integrate the system with the digital battlefield. The Army developed the Land Warrior program to improve the lethality, mobility, survivability, command and control, and sustainability of infantry soldiers on the battlefield through the integration of a variety of components and technologies. Under the Land Warrior program, the Army is developing a computer/radio, software, integrated headgear (including an imaging display), weapon subsystem, and protective clothing and equipment to be integrated on the individual soldier. When developed, this equipment is expected to allow soldiers to interface electronically with other battlefield systems. The Army also plans to include a number of additional technologies later that are intended to further enhance the soldier's battlefield performance.

The goal is to "digitize" the forces--create an automated information network at the brigade level and below by installing computers on individual battlefield platforms and linking those computers by radio. The Army plans to equip a division with this capability by the end of fiscal year 2000. As requested, we reviewed the Army's acquisition plans for FBCB2. Specifically, we evaluated the program's significance to the Army's battlefield digitization goal, the Army's derivation of cost estimates, and the feasibility of the Army's fielding schedule. We also collected information on experimental performance results to date. FBCB2 will be the principal digital command and control system for the Army at the brigade level and below and will constitute the third major component of the Army's Battle Command System. Currently, the Battle Command System comprises the (1) Global Command and Control System-Army located at strategic and theater levels, which interoperates with other theater, joint, and multinational command and control systems, and with Army systems at the corps and levels below and (2) Army Tactical Command and Control System, which meets the command and control needs from corps to battalion.

Digitization involves the application of information technologies to acquire, exchange, and employ timely information throughout the battlespace. Use of digitization on the battlefield is expected to increase the Army's survivability lethality and tempo of operations. The Army plans to equip its first digitized division with High-priority equipment by December 2000 and its first digitized corps by the end of fiscal year 2004. This report responds to the former Subcommittee Chairman's request that we review the Army's progress toward its goal of fielding a digitized division by the end of 2000. Specifically, the chajan asked us to (1) identify the high-priority systems needed to accomplish the digitization fielding goal, (2) determine the acquisition status of these high-priority systems, and (3) identify any performance uncertainties that could confront the Army after its first digitized division is fielded. The Army's first digitized division will be the 4% Infantry Division. While the Army's overall digitization initiative involves over 100 systems, its December 2000 digitization goal is to field 16 high-priority systems to 3 of the division's 4 brigades. In general, these 16 systems can be described as command, control, and communications systems, the majority of which will support decision-making by commanders located in tactical operations centers at battalion, brigade, division, and corps levels. Examples include the Maneuver Control System (MOS), upgrades to Mobile Subscriber Equipment, and satellite communication systems. One system, however represents an entirely new capability that is intended to accomplish an important digitization objective of sharing battlefield information with the thousands of soldiers operating outside tactical operations centers.
