Book excerpt: The Army plans to increase the exchange of information on the battlefield through the Force XXI Battle Command, Brigade and Below (FBCB2) Program. The goal is to "digitize" the forces--create an automated information network at the brigade level and below by installing computers on individual battlefield platforms and linking those computers by radio. The Army plans to equip a division with this capability by the end of fiscal year 2000. As requested, we reviewed the Army's acquisition plans for FBCB2. Specifically, we evaluated the program's significance to the Army's battlefield digitization goal, the Army's derivation of cost estimates, and the feasibility of the Army's fielding schedule. We also collected information on experimental performance results to date. FBCB2 will be the principal digital command and control system for the Army at the brigade level and below and will constitute the third major component of the Army's Battle Command System. Currently, the Battle Command System comprises the (1) Global Command and Control System-Army located at strategic and theater levels, which interoperates with other theater, joint, and multinational command and control systems, and with Army systems at the corps and levels below and (2) Army Tactical Command and Control System, which meets the command and control needs from corps to battalion.

Book excerpt: In response to a congressional request, GAO reviewed the Army's Forward Area Air Defense Command, Control and Intelligence System (FAAD C2I) focusing on the system's cost, schedule and performance, and the Army's 1988 budget request. GAO found that: (1) the Army underestimated program costs by about $3.2 billion because it did not include costs related to the Army National Guard, corps missile battalions, and war reserves; (2) although projected delays in acquiring computer software and hardware could delay the system's acquisition and fielding schedule, the Army did not defer the contracts for the second phase of development; (3) the Army plans to deploy the initial FAAD C2I system without an aerial sensor or certain aircraft identification features; and (4) the Army may not need $93.2 million of its $207.8 million fiscal year (FY) 1988 funding request because of the projected schedule delays.

Book excerpt: Pursuant to a congressional request, GAO reviewed weaknesses in the Army's efforts to develop segments of its Tactical Command and Control System, focusing on the: (1) All Source Analysis System; (2) Maneuver Control System; and (3) Common Hardware and Software. GAO found that: (1) the Army plans to develop a limited All Source Analysis System with the minimum set of features that users need and add features as it develops other versions; (2) the reduced Soviet threat and the availability of existing capabilities similar to the All Source Analysis System have eliminated the need for further procurement of the limited system; (3) although All Source Analysis System equipment can be used to help refine software and system requirements, the Army's unapproved test plan calls for software that does not meet user requirements; (4) the Army spent $155 million to acquire Maneuver Control System equipment that does not meet its requirements; (5) the Army is rushing the Maneuver Control System's development and acquisition process to make a production decision and acquire equipment at the end of fiscal year 1992, even though the revised test and evaluation master plan is not approved and the operational test criteria are not adequately defined; and (6) although the Army cited several reasons to justify acquiring larger, transportable Common Hardware and Software computers and requiring many users that only need the less expensive, portable versions to buy the larger units, the disparity between the $340 million increase in acquisition costs and the logistical and hardware savings, as well as other benefits, does not support the Army's position.

Book excerpt: In November 1995, the General Accounting Office (GAO) reported to the Congress on the Army's efforts to automate a number of battlefield functions through creation of a vast network of computers, sensors, and communications systems that would provide a common, simultaneous picture of the battlefield from soldier to commander. More recently, GAO examined the Army's Land Warrior soldier system, estimated to cost in excess of $1.4 billion, and its role in the 'digital' battlefield. The objectives for this report were to: (1) determine the status of various technology and human factor problems associated with system development; (2) evaluate the acquisition strategy for the Land Warrior system; and (3) assess plans to integrate the system with the digital battlefield. The Army developed the Land Warrior program to improve the lethality, mobility, survivability, command and control, and sustainability of infantry soldiers on the battlefield through the integration of a variety of components and technologies. Under the Land Warrior program, the Army is developing a computer/radio, software, integrated headgear (including an imaging display), weapon subsystem, and protective clothing and equipment to be integrated on the individual soldier. When developed, this equipment is expected to allow soldiers to interface electronically with other battlefield systems. The Army also plans to include a number of additional technologies later that are intended to further enhance the soldier's battlefield performance.
