What are the "lessons" of Vietnam? Many previous discussions have focused on narrow or misleading questions, rehashing military decisions, for example, or offering blow-by-blow accounts of Washington infighting, or castigating foreign-policy decision-makers. Michael Sullivan undertakes instead a broad and systematic treatment of the American experience in Vietnam, using a variety of theoretical perspectives to study several aspects of that experience, including the decision-making process and decision-makers' perceptions of the war; public opinion and "mood" before, during, and after the war; and the Vietnam War in relation to the Cold War and to power structures and patterns of violence in the international system. The major goal of The Vietnam War: A Study in the Making of American Policy is to show that the American experience, not only in Vietnam but elsewhere in the world, must be understood as an integral part of the processes of both American foreign policy and international politics. We are simultaneously engaged in a huge effort to learn how to conduct those missions for which we do not consistently prepare. Mr. Robert Ramsey's historical study examines three cases where the US Army has performed this same mission in the last half of the 20th century. In Korea during the 1950s, in Vietnam in the 1960s and 1970s, and in El Salvador in the 1980s the Army was tasked to build and advise host nation armies during a time of war. The author makes several key arguments about the lessons the Army thought it learned at the time.Among the key points Mr. Ramsey makes are the need for US advisors to have extensive language and cultural training, the lesser importance for them of technical and tactical skills training, and the need to adapt US organizational concepts, training techniques, and tactics to local conditions. Accordingly, he also notes the great importance of the host nation's leadership buying into and actively supporting the development of a performance-based selection, training, and promotion system. To its credit, the institutional Army learned these hard lessons, from successes and failures, during and after each of the cases examined in this study. However, they were often forgotten as the Army prepared for the next major conventional conflict.

The loss should have caused U.S. policy makers to question the value of their efforts to train and equip the ARVN troops, but they failed to perceive the battle's significance. In this book, a longtime U.S. Army officer and history professor at West Point provides the most comprehensive treatment of the battle in print. David Toczek not only analyzes the operation in detail but places it in the larger context of the war to better evaluate the meaning of what happened. He shows that U.S. civilian and military leadership missed an opportunity early on to learn from their mistakes when they failed to draw any connection between the ARVN's dismal performance at Ap Bac and American policies toward South Vietnam. Toczek notes that while a few tactical changes resulted from the battle, no policy changes were made, not even to the structure of the advisory system. The author also takes a look at the actions of John Paul Vann, the outspoken U.S. Army advisor at Ap Bac that Neil Sheehan wrote about in his Pulitzer Prize-winning book A Bright Shining Lie. Such a careful examination of a battle seen as a metaphor of the entire Vietnam War will prove useful to readers today eager to avoid the pitfalls of the past as they consider how best to fight insurgents of the 21st century.

This aid ranged from economic and technical assistance to educational and humanitarian contributions. Hundreds of Free World civilians worked in Vietnam as doctors, teachers, and technical specialists. Eight nations also provided military assistance. The flags of these Free World countries-the United States, the Republic of Korea, Thailand, Australia, New Zealand, the Philippines, the Republic of China, and Spain-flew alongside the colors of the Republic of Vietnam at the headquarters of the Free World Military Assistance Forces in Saigon. The military contributions of these nations included combat troops, army medical teams, and individual political warfare advisers. The degree of assistance and co-operation among the concerned Free World nations resulted from years of work and involvement. While many nations expressed sympathy for the plight of South Vietnam, aid did not always come easily, quickly, or to the extent desired. Many nations, beset by their own internal economic and political problems, could do little to help; others did nothing. The story of the efforts of the contributing nations and the efforts to enlist their aid is the subject of this monograph.
