To help meet these challenges, the Department of Defense asked the National Research Council to examine lessons learned from rapid technology applications by integrated design and manufacturing groups. This report presents the results of that study, which was based on a workshop held to explore these successful cases. Three key areas emerged: creating a culture for innovation and rapid technology transition; methodologies and approaches; and enabling tools and databases.

The microeconomic analysis of spillovers leads to the insight that the spillover and flow of knowledge is not at all automatic. Instead, this volume suggests that a filter exists between knowledge and its economic application. The focus of this volume is on several key mechanisms that serve to reduce this filter and facilitate the flow of knowledge. In particular, the volume draws on an emerging literature identifying the role of knowledge spillovers to investigate significance of labor mobility and informal networks as mechanisms facilitating the flow of knowledge. No field in economics has dealt extensively with the microeconomics of knowledge spillovers. This volume brings together scholars from a broad spectrum of fields including labor economics, regional economics, the economics of innovation and technological change, and sociology to introduce new insights yielded from the microfoundations of knowledge spillovers.

The efficiency of university knowledge value-added of Provinces in China is measured. The book illustrates the operating mechanism between enterprise subsystems and college subsystems in the collaborative innovation system, and establishes a Data Envelopment Analysis (DEA) model with parallel decision making units to assess the performance of Industry-University Collaboration Innovation in China by considering the complex internal structure of the collaborative innovation system. The book also addresses various behaviors of knowledge agents in the knowledge sharing process. The research findings of this book will provide some policy implications to help policy makers to establish a more effective collaborative and interactive innovation system. The focus on China offers a unique contribution, because the form that university-industry collaborations take differs widely from country to country. The United States, the United Kingdom, Japan, and China differ vastly in the way that they implement their respective R&D policies. Some of these differences stem from national culture, others from the historical evolution of the institutions that support innovation efforts, and some from the extent of available resources.

It is a movement that is recognized by scientists and thought leaders around the world as having the potential to provide far-reaching solutions to many of today’s complex knowledge, technology, and human development challenges. Four essential and interdependent convergence platforms of human activity are defined in the first part of this report: nanotechnology-biotechnology-information technology and cognitive science (“NBIC”) foundational tools; Earth-scale environmental systems; human-scale activities; and convergence methods for societal-scale activities. The report then presents the main implications of convergence for human physical potential, cognition and communication, productivity and societal outcomes, education and physical infrastructure, sustainability, and innovative and responsible governance. As a whole, the report presents a new model for convergence. To effectively take advantage of this potential, a proactive governance approach is suggested. The study identifies an international opportunity to develop and apply convergence for technological, economic, environmental, and societal benefits. The panel also suggests an opportunity in the United States for implementing a program aimed at focusing disparate R and D energies into a coherent activity - a "Societal Convergence Initiative”. This study received input from leading academic, industry, government, and NGO experts from the United States, Latin America, Europe, Asia, and Australia.
